Outline lets you create and manage a private VPN server rather than subscribe to a commercial VPN service. You choose where the server runs, create an access key in Outline Manager, and connect to it with the Outline Client. Outline says its protocol and private server distribution can make connections harder to identify and block than those of conventional VPNs—but no setup is guaranteed to work on every network.
What Outline is—and what it is not
Outline is software for setting up and managing a private VPN server. It is not itself a commercial VPN provider: you, or someone providing access to you, arrange the server and distribute its access keys. Outline’s FAQ puts it this way: “It allows anyone to set up and manage their own private VPN server.” Outline FAQ

Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThere are two main applications. Outline Manager is used to configure and manage a server and its keys. The Outline Client is installed on a device that will connect to the server. A service provider can run Manager and share a key with users; an individual can set up the server and connect their own devices.
Why Outline may work when a regular VPN does not
Outline says its protocol is designed to be difficult to identify, unlike standard VPN protocols that may be easier for network operators to recognize and block. It also relies on private distribution: a privately run server is less readily catalogued than a public endpoint advertised by a large VPN service. Outline says a blocked server can be recreated. These are reasons the approach may improve resilience, not a promise that it will bypass a particular network’s restrictions. Detection and blocking vary by network, and a server’s IP address can still be blocked. Outline FAQ

For cases where Outline’s default “look-like-nothing” protocol is blocked, its developer documentation describes a Shadowsocks-over-WebSockets configuration option. That is a documented alternative configuration, not evidence that it will succeed in any particular country, carrier network, or filtering system. Outline server configuration
How to set up and connect
The process has four parts: choose a server, configure it with Manager, create an access key, and use the Client to connect. Outline’s general documentation describes this flow, but server setup details can differ by host and may change; consult the current instructions for your chosen provider before following platform-specific commands. - Choose where the server will run. Use an existing secure server you control or a cloud host listed by Outline, such as DigitalOcean, Google Cloud Platform, or AWS. Consider the current price and terms, server region, provider availability, and whether you can maintain the server.
- Set it up in Outline Manager. Follow Manager’s server setup flow for your host. The installation process described by Outline retrieves a stable Shadowbox image using Docker, configures Watchtower to check for image updates hourly, and starts a management web service on a random port and secret path. Outline describes TLS protection for that service using a self-signed certificate and a stored certificate fingerprint. These are details of its documented implementation, not a guarantee that every deployment is risk-free. Outline server setup help
- Create and share an access key. Manager generates keys for users or devices. Treat a key as a credential: share it only with people who should have access to your server. If someone gave you a key, ask that provider for a replacement if it stops working or needs to be revoked.
- Install the Outline Client and add the key. Install the Client on the device you want to connect, then add the key you received and connect. The key links the Client to the server; Manager is where the server operator manages access.
Static and dynamic access keys
Outline documents two ways a key can supply connection configuration. The practical difference is whether a provider needs to update configuration without distributing a new key.
| Key type | How it works | Useful when |
|---|---|---|
| Static | Encodes the server address, port, password, and encryption method. | The configuration is stable and users can be given a key directly. |
| Dynamic | Retrieves configuration hosted remotely; the provider can change that configuration without redistributing the key. | The provider may need to update server configuration while keeping users’ existing keys. |
These descriptions come from Outline’s documentation; availability and management details should be checked in the current Manager guidance. Outline server setup help

Where to host it and what it costs
Outline lists DigitalOcean, Google Cloud Platform, and Amazon Web Services as cloud options, and also supports using your own secure server. There is no single Outline hosting price: the server operator is responsible for the provider’s current charges, which depend on provider plans and region. Check the host’s current pricing before creating a server; the provider names alone do not establish which option is cheapest or best for you. Outline server setup help
Outline Manager also supports trailing 30-day data limits per access key, which its documentation says are enforced hourly. This helps control usage for a key; it should not be mistaken for a cap on the cloud provider’s bill. Outline server setup help

What Outline does—and does not—hide
A VPN tunnel changes how network traffic is routed, but it does not make the user universally anonymous or invisible. Outline’s privacy help says an internet service provider may still see the IP address of the Outline server. That address can be blocked, and an observer may infer usage patterns such as when a connection is active or estimate a rough location. Outline security and privacy help
Outline says it routes DNS lookups through the server and encrypts them like other network activity. Its documentation names Dyn Internet Guide, OpenDNS, Cloudflare DNS, or Quad9 as possible DNS providers and says Outline does not log those lookups. Consult the current privacy documentation for details of the behavior relevant to your setup. Outline security and privacy help

Outline also says its server does not store logs. That is a statement about the server’s logging behavior, not a guarantee that a self-hosted connection eliminates risk: your host, device, network, and the server IP remain relevant to your privacy and security. Outline’s FAQ says the project has been audited by two independent security firms, but the documentation cited here does not establish the audits’ precise scope or findings. Who should choose Outline?
- Consider it if you want control over a private VPN endpoint, can handle server setup and maintenance, and are willing to pay any hosting charges.
- Consider a different approach if you need a managed commercial VPN subscription, do not want to administer a server, or require a guarantee that a connection will work on a particular restricted network.
Outline began as a Jigsaw project in 2018, and its FAQ reports that ownership transitioned to the independent Outline Foundation in 2026. Those organizational details do not change the central practical trade-off: the server is private and under your chosen provider’s administration, but you take on hosting and operational responsibility.
