Pull-request counts show activity, not the full impact of an engineer or an engineering team. They can help describe work in progress, but they cannot, on their own, show whether software improved, delivery became more reliable, or teammates became better able to do their work. As responsibilities broaden, impact is better understood through several connected signals: outcomes, quality, collaboration, flow, and the experience of the people doing the work.
What pull-request counts tell you—and what they leave out
A pull request is a visible work artifact. Counts of pull requests or commits can help teams understand activity, but a high count does not prove that work produced a valuable outcome, and a low count does not prove that someone contributed little. The authors of the SPACE framework caution against using metrics in isolation to judge individual or team productivity. In their 2021 ACM Queue article, they write: “Developer productivity is about more than an individual’s activity levels or the efficiency of the engineering systems relied on to ship software, and it cannot be measured by a single metric or dimension.” Read the SPACE article in ACM Queue.

That distinction matters when an engineer’s responsibilities include more than producing code. Helping a colleague debug a difficult problem, mentoring, documenting a system, contributing architecture diagrams, or improving collaboration can all make engineering work more effective without increasing that person’s code volume. Use SPACE to look across five dimensions
SPACE is a framework for thinking about developer productivity, not a recipe for a single score. Its authors identify five dimensions to consider together:

- Performance: whether work delivers outcomes that matter to users or the organization.
- Activity: the work and artifacts produced, including pull requests and commits.
- Communication and collaboration: how people coordinate, share knowledge, and help one another.
- Efficiency and flow: how readily work moves through the system, including whether avoidable friction slows it down.
The dimensions are useful precisely because no one of them stands in for all the others. Activity data can help locate patterns, while performance, collaboration, flow, and well-being help explain what those patterns mean. The SPACE authors’ framework does not establish a universal set of measures for every team; it supports choosing and interpreting several signals rather than elevating one proxy into a verdict.
Measure outcomes without losing the conditions behind them
A team can start with the outcomes it is responsible for, then pair those outcomes with signals that help explain how they are achieved. This avoids two common traps: counting work artifacts as if they were results, and rewarding speed while overlooking quality or sustainability.

These are practical comparison questions drawn from the SPACE dimensions and current measurement examples, not a prescribed scorecard. A measure is useful when it helps a team make a decision about its goals and constraints—not merely when it is easy to count.

What EngThrive adds as a current example
A May 2026 Microsoft Research paper describes EngThrive, a measurement and improvement system used across Microsoft engineering. It organizes measurement around Speed, Ease, and Quality, with Thriving as a guardrail. The system pairs outcome-oriented “North Star” metrics with diagnostic submetrics, system telemetry, and developer surveys. That combination illustrates how an organization can examine outcomes while also looking at the systems and working conditions that shape them. The paper’s abstract does not establish that every organization should adopt EngThrive or report a particular quantified result. Make broader impact legible without inventing a replacement score
If your role is expanding beyond hands-on coding, make the work and its consequences visible in concrete terms. Describe the problem you helped solve, the people or systems affected, and the observable change. For example, explain how you helped unblock debugging across a team, clarified an architectural decision, improved documentation that supports shared ownership, or made a delivery bottleneck easier to diagnose. These examples are ways to communicate contribution, not a formula for assigning credit or a guarantee of a particular career outcome.
For team leads, the same principle applies to measurement: connect measures to stated goals, combine outcome and diagnostic signals, and make room for developer feedback. Pull-request data can remain part of the picture as an activity signal. It becomes misleading when treated as the whole picture or used alone to rank the value of people’s work.
