No—finance does not universally need its own foundation models. A financial firm should use or build a specialized model only when it can show that finance-specific training or design improves a defined task enough to justify the added data, governance, infrastructure, and operational burden. A general-purpose model, grounded in trusted financial information or adapted for a specific task, may be the better fit.
What counts as a finance-specific foundation model?
The phrase can mean several different things. A model might be trained from scratch on a mixture of financial and general material, adapted from an existing general-purpose model, or designed for a narrower kind of financial data or task. “Finance model” is therefore not synonymous with “financial chatbot,” nor does it necessarily mean an institution must train a large model itself.

Financial foundation models can also handle different data types. A 2025 survey groups them into financial-language, time-series, and visual-language families. That distinction matters: a model for reading filings is not automatically suited to transaction sequences, market series, or financial images.

Financial tasks have specialized data and failure modes
Financial work uses domain-specific terminology, structured records, and data that may be private, licensed, or fast-changing. General language ability alone does not guarantee that a model can reliably extract fields from a financial document, interpret transaction patterns, classify financial sentiment, or support a compliance workflow. Specialization may help when a task depends on those characteristics and a representative evaluation shows a real improvement.

There is evidence for task-specific potential, not universal superiority
The authors of the 2023 BloombergGPT paper described a 50-billion-parameter model trained on financial and general-purpose data. They reported stronger performance on the financial tasks they evaluated while retaining performance on general benchmarks. This is evidence that domain training can be useful; it does not establish that finance-trained models outperform general models on every task or in production.
Other approaches illustrate the range of options. AI4Finance Foundation describes FinGPT as an open-source framework for financial-domain language models, covering data preparation, model adaptation, and deployment. AWS’s March 2024 technical guidance discusses preparing financial-domain data and using continual pre-training or fine-tuning of existing models. Both are examples of adapting a model rather than assuming that every firm must start from scratch.

What do adoption figures tell us?
In its 2024 survey of UK financial-services firms, the Bank of England and Financial Conduct Authority reported that 75% of respondent firms were already using AI, while another 10% planned to use it over the following three years. Foundation models accounted for 17% of reported AI use cases. These figures describe the surveyed UK firms and their reported use cases; they are not a global census and do not show that a specialized model is necessary.

The survey also illustrates why adoption and risk should be considered together. Respondents classified 71% of foundation-model use cases as low materiality, 17% as medium, and 12% as high. Those are respondents’ classifications, not a guarantee that a particular deployment is safe. One third of reported AI use cases involved third-party implementations, and 16% of foundation-model use cases were rated high materiality.

Which approach fits the task?
| Approach | What it does | When to consider it | Main trade-off |
|---|---|---|---|
| General-purpose model | Uses a broadly trained model without finance-specific training. | The task is general, or a baseline already performs well on representative financial examples. | It may miss domain terminology, structured-data patterns, or institution-specific requirements. |
| General model with retrieval or task adaptation | Connects a model to approved information or adapts it through methods such as fine-tuning or continual pre-training. | The model needs current or organization-specific knowledge, or a narrow task needs improvement. | Data preparation, rights, freshness, evaluation, and ongoing maintenance still require investment. |
| Finance-focused or task-specific model | Is trained or designed around financial language, data, or a particular task; it need not be trained from scratch by the institution using it. | Evaluation shows that the specialized design addresses an important finance-specific failure mode or requirement. | Specialization can shift costs to data curation, infrastructure, integration, monitoring, and model maintenance. |
Purpose-built offerings go beyond chat. FICO has described financial-services models that include a Focused Language Model and a Focused Sequence Model, with transaction analysis, fraud detection, and risk-related applications among the proposed uses. These are vendor product descriptions, not independent confirmation of comparative effectiveness. FICO also claims its focused domain-specific models can require up to 1,000 times fewer resources than broad general-purpose LLMs, and reports potential lifts of 38% in compliance-adherence use cases and greater than 35% in transaction-analytics models. Those are company-reported claims, not independent benchmark results; they should not be treated as expected outcomes for another institution.
How should a financial firm decide?
- Define the task and its stakes. Specify the intended output, users, and consequences of error. Internal research summarization is not equivalent in impact to a system that influences lending, fraud intervention, investment, or risk decisions.
- Identify the finance-specific problem. State what the current approach gets wrong or cannot do, such as extracting a field from a document, handling transaction sequences, or grounding an answer in current approved material. “It should understand finance better” is not a measurable requirement.
- Set a general-purpose baseline. Test an available general model, with suitable retrieval or task setup where appropriate, against the same requirements. Compare it with a finance-adapted or task-specific alternative on the same representative evaluation set.
- Use difficult and out-of-sample cases. Include realistic edge cases and data that were not used to adapt the system. Measure the outcomes that matter for the task, including error types and whether failures can be detected and reviewed.
- Check data rights and freshness. Confirm that the organization can lawfully use the data for training or grounding and can maintain it. Licensed, private, structured, or fast-changing financial data can make data operations as important as model choice.
- Evaluate controls and dependency risk. Determine whether outputs can be traced to evidence, tested, monitored, constrained, and reviewed at a level appropriate to the decision. Assess provider concentration, outsourcing, security, resilience, and a practical exit path.
- Calculate the full operating cost. Include training or adaptation, inference, integration, data curation, monitoring, maintenance, and the work needed to keep knowledge current. Continual pre-training may be more efficient than building from scratch, but it does not make those costs disappear.
- Set human oversight before deployment. The review process should match the possible harm and materiality of an error. A model’s finance-specific label does not establish that its outputs are accurate or safe for consequential decisions.
Why governance belongs in the model decision
The Financial Stability Board’s 14 November 2024 report identifies potential vulnerabilities associated with AI in finance, including third-party dependencies and service-provider concentration, market correlations, cyber risks, and model risk, data quality, and governance. Its report says: “The rapid adoption of AI in finance means that authorities should address information gaps for monitoring, assess the adequacy of current policy frameworks and enhance supervisory and regulatory capabilities.”
For a financial firm, the implication is practical: a specialist model is not automatically more controllable simply because it was made for finance. The organization still needs to understand where the system gets information, how it behaves on relevant cases, who can change or operate it, and how it will respond when the model or its provider is unavailable.

There are credible examples of financial-domain model development, adaptation, and commercial offerings: BloombergGPT’s evaluated research results, FinGPT’s open framework, AWS’s guidance on continual pre-training and fine-tuning, and FICO’s described language and sequence models. Together, they support considering specialization where the task warrants it.
Best Value
They do not prove that every financial firm should train its own foundation model, that a finance-labeled model is inherently safer or more accurate, or that a research result or vendor claim will transfer to a specific institution. The Bank of England and FCA findings describe UK respondents in 2024, while product claims should be understood as the vendor’s own statements. The defensible choice is the least complex approach that meets the task’s measured performance and governance requirements.
