WhatsApp and Signal both say that personal messages and calls are end-to-end encrypted. Signal makes encryption an always-on feature and publishes its client and server code; WhatsApp says personal chats use the Signal Protocol, while distinguishing them from some business messages and optional Meta AI interactions. The better fit depends on which people you need to reach, how you use linked devices, and what your privacy expectations are.
Is Signal more private than WhatsApp?
There is no single privacy label that settles the comparison. End-to-end encryption protects message and call content in transit so that the service says it cannot read or hear ordinary personal conversations. Privacy also involves information around those conversations, how optional features work, and how each service is governed. The descriptions below are each company’s own statements, not independent audits proving one service more secure in every situation.

Signal’s approach
Signal says all its conversations are end-to-end encrypted and that only intended recipients can read or hear them. It also says users can verify safety numbers, its full client and server code is available for examination, and it operates as a donation-supported nonprofit. Those are meaningful transparency and governance characteristics, but public code and nonprofit status alone do not prove comparative security. Signal

WhatsApp’s approach
WhatsApp says personal messages and calls use end-to-end encryption based on the Signal Protocol. It also says personal messages remain unavailable for advertising. That does not mean every interaction involving WhatsApp has identical handling: the company describes service information it may use for safety, operations, and legal compliance, and says it can know phone numbers associated with groups and some group details. WhatsApp identifies two important exceptions to treat separately from ordinary personal chats. Messages with some businesses that use Meta cloud storage are not considered end-to-end encrypted by WhatsApp. Optional Meta AI receives the information a person sends to it; optional linking to Accounts Center can support connected experiences. Does WhatsApp use Signal encryption?
WhatsApp says it uses the Signal Protocol to encrypt personal messages before they leave a device. That means WhatsApp uses the protocol; it does not mean WhatsApp is the Signal app, that the two services have the same privacy policies, or that every WhatsApp interaction has the same encryption treatment. Which app should you choose?
- Choose Signal if always-on encrypted conversations, publicly inspectable client and server code, and its nonprofit operating model are priorities—and the people you need to contact can use it.
- Choose WhatsApp if you rely on its contacts, groups, or broader set of listed linked-device categories. Keep the distinction between personal chats, some business conversations, and optional Meta AI interactions in mind.
- Check compatibility first if an older phone, tablet, or computer is central to your setup. Confirm its exact OS version against the current official requirements.
- Compare device continuity if you move between devices often: Signal’s published phone-availability and inactivity rules, history transfer, and device cap differ from WhatsApp’s stated linked-device limit and registration workflow.
