A data center can bring investment, jobs and tax revenue, but it can also add pressure to local land, power, water, roads and public services. The balance depends on the facility’s size and design, the site and its existing infrastructure, and what the developer is required to deliver. To assess a proposal, compare its documented local costs with benefits backed by specific, enforceable commitments—not broad projections or promises.
What changes when a data center comes to a community?
Data centers house computer systems and related equipment, but the label covers facilities of very different scales and purposes. Michigan’s official overview distinguishes smaller enterprise facilities from large hyperscale campuses. Their electricity demand, cooling systems, water needs, land requirements and effects on nearby services can differ substantially. One project is therefore a poor stand-in for another.

Potential effects fall into three periods: the land-use decision, construction, and ongoing operation. A community may experience some effects more than others, depending on the site, the facility’s design and the capacity of local systems.

Land use and neighborhood fit
A proposal may convert open space, agricultural land, or another use into an industrial or utility-scale site. Review the parcel’s current zoning and surrounding uses, the proposed building footprint, access roads, setbacks, lighting and landscaping. Consider not only the facility boundary but also associated power infrastructure, water or sewer work, and construction access.

Whether a site is compatible is a local planning question, not a universal property of data centers. A parcel near existing industrial infrastructure may present a different land-use conflict from one beside homes or environmentally sensitive areas. The relevant local plan, zoning rules and permit conditions determine what can be approved and under what terms.
Construction disruption
Construction can temporarily increase truck traffic, noise, dust, road wear and demand for local contractors or services. Ask for a construction schedule, haul routes, working hours, traffic controls, dust and noise measures, and a process for residents to report problems. These impacts are different from the facility’s permanent operating effects and should be assessed separately.
Ongoing local burdens
Once operating, a facility may affect electricity and water systems, generate equipment noise, use backup power, require road or utility maintenance, and call on emergency responders. Environmental permits may apply to specific equipment or emissions. The importance of each issue depends on actual demand, local conditions and the terms of approvals; the existence of a data center alone does not establish the size of an impact.

Do data centers use a lot of water?
Some facilities use water for cooling, while others use different cooling approaches or use water differently depending on operating conditions. A project’s water impact cannot be inferred from the facility name or from another site’s reported use. The relevant questions are how much water the proposed design requires, where it comes from, when demand peaks, and whether local supplies and treatment systems can accommodate it.
Ask the developer and relevant utilities for projected average and peak-day water demand, the proposed cooling system, the source of water, and any expected wastewater or sewer demands. New Jersey’s municipal resource hub specifically flags peak-day water use as a consideration for local review. A single annual average may conceal a strain that occurs during hot or dry periods, so request seasonal and peak figures as well as annual totals.
Will a data center raise electricity bills?
Higher electricity demand can require grid upgrades, but whether a particular project affects household or business bills depends on utility planning, rate rules, project agreements and who pays for the upgrades. Do not treat either “the project will pay” or “customers will pay” as established without examining the applicable utility filings, tariffs, contracts and regulatory decisions.

Innovation, Science and Economic Development Canada’s Canada’s Responsible Data Centre Development Principles states: “Data centre growth must not shift project-driven electricity system costs onto households and existing businesses.” This is a policy principle, not proof that a particular project’s costs have been allocated that way. For a proposal, look for its expected peak and average load, the utility’s grid-impact analysis, the upgrades attributed to it, and the approved method for recovering those costs.

Possible benefits include construction employment, permanent jobs, local purchasing, workforce training, tax contributions, infrastructure investment and community funding. These are possibilities, not automatic outcomes. A developer’s estimate or public goal should be distinguished from a commitment in a permit, tax agreement, contract or community-benefits agreement.
Ask for construction and permanent job estimates separately, including job duration and the basis for counting local hires. For fiscal estimates, review expected tax payments alongside tax incentives, public infrastructure costs and the cost of services the project may require. New Jersey’s municipal resource hub recommends scrutiny of fiscal estimates; headline revenue alone does not show the net effect on a local budget.

Michigan offers a jurisdiction-specific policy example, not a typical-project benchmark: its Enterprise Data Center tax exemption requires at least $250 million in capital investment and at least 30 qualified new jobs meeting the specified wage threshold. Those are eligibility requirements for that Michigan program, not evidence that a data center generally creates that level of investment or employment.

Request evidence tied to the proposed facility, site and operating plan. For each estimate, identify who produced it, what assumptions it uses, whether it covers peak as well as average demand, and whether an enforceable approval or agreement backs it.

| Water and sewer | Cooling design, source, average and peak-day use, wastewater needs | Water projections, utility capacity review and permit applications |
| Noise, lighting and emissions | Operating equipment, backup-power systems and construction effects | Sound and emissions analyses, equipment plans and permit conditions |
| Jobs and procurement | Construction versus permanent work, local hiring and training | Employment estimates with definitions, schedules and written commitments |

| Community commitments | Funding, monitoring, reporting and remedies for noncompliance | Executed agreements, named responsible parties and measurable terms |
New Jersey’s municipal resource hub connects local governments with technical review concerning grid filings, water projections, fiscal assumptions and model community-benefit terms. Those subjects can be technically complex; a municipality should identify which agencies or qualified reviewers can evaluate each filing, rather than relying only on a developer summary.

Can a town stop or regulate a data center?
Authority depends on the jurisdiction and on which part of the project is at issue. Michigan’s overview describes state regulation of several utility and environmental matters alongside local authority over land use and community impacts. That example does not establish the division of authority elsewhere. Check the rules that apply to the actual location, including zoning, utility regulation, water and environmental permitting, and any state or national programs affecting the project.
Local approval processes matter even where some decisions are made by state or utility regulators. Innovation, Science and Economic Development Canada’s principles state: “Proponents must engage early and transparently with impacted local governments and Indigenous communities on data centre projects and respect local approval processes.” The statement is a Canadian policy principle; it should not be mistaken for a description of legal requirements in another country or locality.
How to judge claims and commitments
Separate estimates, expressed concerns and policy aspirations from verified outcomes. For each claim, ask who made it, what it assumes, which geography and time period it covers, and whether it is independently reviewed. Then check whether a permit, tariff, contract or agreement makes the promised action measurable and enforceable.

Pick the symptom - the matching free tool is one click away.
- Power: Request load projections, utility studies and documentation of who funds attributable upgrades.
- Water: Request cooling details, water-source information and average, seasonal and peak-day demand.
- Site and environment: Review land-use applications, permit filings, noise and emissions information, lighting plans and construction controls.
- Jobs and revenue: Separate temporary construction work from permanent jobs and compare projected taxes with incentives and public costs.
- Services: Ask how roads, water and sewer systems, and emergency response will accommodate the project and who is responsible for added costs.
- Community terms: Look for written obligations, reporting intervals, a monitoring method, a responsible party and consequences if commitments are missed.
A useful assessment is project-specific: it weighs likely local burdens against benefits that are documented and enforceable, while identifying uncertainties that remain. Official guidance from Michigan, New Jersey, Colorado and Canada offers different policy and review perspectives; it does not establish a single national allocation of authority or a universal net effect for communities.
