“WhatsApp Business notifications” can mean two different things. A customer may mean alerts that WhatsApp displays on a phone, such as a lock-screen banner. A business may mean messages it sends to customers through the WhatsApp Business app or the WhatsApp Business Platform. Device alerts are controlled by notification permissions, background data, and battery settings. Business-initiated messages are governed by consent, approved templates, a 24-hour customer-service window, and—when automated—API requests and webhooks. Keeping those layers separate is the key to setting up reliable notifications and diagnosing failures.
Two notification systems that are easy to confuse
WhatsApp has a recipient-side notification layer and a business-messaging layer. They interact, but they are not the same control.
Recipient-side alerts
Push notifications appear when WhatsApp is closed or running in the background. They include lock-screen alerts, banners, sounds, and other operating-system indicators. In-app notifications appear while someone is using WhatsApp, such as a banner for another chat or an unread indicator. A message can be delivered to WhatsApp while a phone shows no push alert because the phone has blocked notifications, restricted background activity, or suspended the app to save battery.
Business-sent notifications
A business can send a normal reply, a proactive template message, or an automated message through the WhatsApp Business Platform. Whether the customer’s device displays an alert is a separate question from whether WhatsApp accepted, delivered, or marked the message as read. Treat API status events and local phone alerts as two different checkpoints.

Push versus in-app notifications
| Notification type | When it appears | Typical examples | What controls it |
|---|---|---|---|
| Push | WhatsApp is closed or in the background | Lock-screen alert, operating-system banner, sound or vibration | Phone notification permission, background data, battery or power-saving settings |
| In-app | The person is actively using WhatsApp | Banner for another chat, unread count, in-app indicator | WhatsApp’s in-app notification settings and the current chat state |
The WhatsApp Help Center maintains platform-specific troubleshooting for Android, iOS, web, Windows, and Mac. Labels and paths change by operating-system version, so use its current instructions rather than relying on a frozen menu sequence.
Why a customer is not seeing a WhatsApp alert
Start by determining whether the message exists in the chat. If it appears only after the person opens WhatsApp, the messaging layer may have worked while the push-alert layer did not.
#1 Best Overall
Check notification permission
On the phone, confirm that WhatsApp is allowed to send notifications. Check both the operating-system permission and WhatsApp’s own notification controls. A disabled permission can suppress banners, sounds, lock-screen alerts, or all three.

Restricting background data can prevent WhatsApp from contacting the phone until the app is opened. Remove a background-data restriction for WhatsApp, and check whether a data-saver mode is enabled for the active network.
Check battery and power-saving controls
Battery optimization, low-power mode, and manufacturer-specific “sleeping app” controls can delay background delivery. Allow WhatsApp to run in the background, then test with the phone locked and the app closed.
Check device and desktop differences
A phone may show an alert while WhatsApp Web, Windows, or Mac does not, or the reverse. Test the device on which the customer expects the alert and follow the Help Center’s instructions for that platform.
Use a controlled test
- Send a message to a consenting test account.
- Record whether the message appears in the chat, whether an API or app status reports delivery, and whether a push alert appears.
- Repeat with WhatsApp in the foreground, background, and fully closed.
- Compare results after notification permission, background-data, and battery settings are changed.
Do not tell a customer that a successful delivery status guarantees a banner or sound. It does not; local device settings remain an independent failure point.
Rules for business-initiated WhatsApp messages
The WhatsApp Business Messaging Policy, identified as last updated September 23, 2026, sets the core requirements. Rules, template review, permissions, API versions, and pricing can change, so consult the live policy and documentation when implementing a production workflow.
Get both an identifier and permission
A business may contact a person only when it has the person’s mobile phone number or username and opt-in permission confirming that the person wants subsequent messages or calls. Having a phone number alone is not permission.
Record what the person agreed to receive. Consent should explain the message category—such as order updates, account notices, back-in-stock alerts, or promotional offers—rather than treating every future message as covered by one vague checkbox.

Make opt-outs easy and honor them
Give customers an intuitive way to stop a category of messages or all messages. Process requests promptly and suppress future sends for the categories the person opted out of. Meta’s examples of offers and announcements include coupons, new-product information, back-in-stock alerts, and reminders about sales and events; those messages require permission.

On the WhatsApp Business Platform, a business initiates a conversation with an approved Message Template. Templates must follow policy and be used for their designated purpose. Meta may review, approve, pause, or reject a template, so approval is not permanent proof that every future use is compliant.
Understand the 24-hour customer-service window
When a user messages the business, a 24-hour customer-service window opens and resets with each subsequent user message. During that window, the business may reply without a template. After the window closes, an approved template is required for a business-initiated message. The policy states: “You may reply to a user message without use of a Message Template as long as it’s within the 24-hour customer service window, which opens and resets with each user message.”
Automation is allowed during the window, but the policy calls for a prompt, clear escalation path, such as transfer to a human agent or a phone number.
WhatsApp Business app or Platform/API?
The practical choice is between staff sending messages manually in the WhatsApp Business app and an automated workflow built on the WhatsApp Business Platform. The official materials establish API and webhook capabilities, but do not provide a complete feature-by-feature product matrix. Use the following as a decision framework rather than as a promise of features not documented by Meta.
Recommended Free Tools
| Consideration | WhatsApp Business app | WhatsApp Business Platform/API |
|---|---|---|
| Sending model | Best suited to staff who send and answer messages manually. | Designed for software-driven sends through an API, with automation and event tracking. |
| Proactive notifications | Staff-driven conversations; the same consent and policy obligations still apply. | Approved Message Templates are required to initiate conversations outside the 24-hour window. |
| Integrations | Use when a separate integration or status feed is not required. | Use when a system must send text, media, or templates and receive status events through webhooks. |
| Technical work | Lower technical setup for a team that can operate the app directly. | Requires a reachable HTTPS webhook, app subscription to the relevant WhatsApp Business Account, account identifiers, and appropriate permissions. |
| Oversight | Human operators review and send each conversation. | Requires monitoring of API responses, webhook events, template state, consent records, and escalation paths. |
| Best fit | Small teams with moderate volume and primarily manual support. | Workflows that need automation, system integration, delivery-status processing, or higher operational scale. |
How to set up WhatsApp Business notifications
1. Define the notification job
Write down what event should trigger a message: an order update, appointment reminder, account notice, back-in-stock alert, or promotion. Separate service messages from offers and announcements so your consent language and template purpose are specific.
Rank #3
2. Choose the operating model
Select the WhatsApp Business app when trained staff will compose, send, and answer messages manually. Select the Platform/API when another system must trigger messages, capture status events, or automate routing. Plan for human ownership even when automation handles the first response.
3. Collect and store opt-in
Ask for the customer’s phone number or username and explicit permission. Show the categories the person is agreeing to receive, explain the expected message type, and provide an opt-out method. Store the consent record with the category, time, collection point, and any wording shown to the customer so your team can honor later changes.
4. Configure the business number and Platform assets
If you use the Platform, configure the business number and the relevant WhatsApp Business Account assets in Meta’s current onboarding flow. API calls require the correct account identifiers and permissions. Exact screens and API versions change, so verify them in the current versioned documentation before writing production code.

5. Create templates for proactive sends
Draft each template for one designated purpose. Identify variables clearly, keep the message consistent with the consent category, and submit it for review. Do not send a promotional message using a template approved for a different purpose. If Meta pauses or rejects a template, stop the associated workflow until an approved, policy-compliant replacement is available.
6. Add the messages endpoint
The Platform provides a /messages endpoint for sending text, media, and templates. Build the integration so it records the request, the returned status, the recipient identifier, the template name when applicable, and an internal notification ID. Confirm the current API version and required permissions before deployment.
7. Configure webhooks for events and statuses
Set up a publicly reachable HTTPS webhook endpoint. Subscribe the application to the WhatsApp Business Account whose events you need, and request the relevant webhook fields. Your handler should validate incoming requests, persist message and status events, tolerate retries, and alert an operator when an event indicates failure or a workflow needs human attention.
Rank #4
8. Test with consenting recipients
Test each message category with people who have opted in. Check an in-window reply, an out-of-window proactive send, a template rejection path, an opt-out request, and a webhook status update. Separately verify what appears on a locked phone, an unlocked phone, and a desktop client.
9. Provide escalation and opt-out controls
During automated conversations, offer a clear transfer to a human agent or a phone number. Make the stop-message path visible and ensure that suppression is applied before the next scheduled send. Keep an audit trail showing when the request was received and which categories were disabled.
Common notification types and the rule that applies
| Use case | Consent or timing issue | Recommended implementation |
|---|---|---|
| Order or delivery update | Obtain permission for service updates and honor a later stop request. | Use a purpose-specific template for proactive updates; use a normal reply when the customer has messaged within the open 24-hour window. |
| Appointment or account reminder | Explain that reminders are a distinct category if your consent flow separates categories. | Trigger the approved template from the scheduling or account system and track status through webhooks. |
| Back-in-stock alert | Meta identifies back-in-stock alerts as offers or announcements that require permission. | Collect explicit permission for that category, then send an approved template. |
| Coupon, sale, or event announcement | Promotional consent is required; a service-message opt-in does not automatically cover offers. | Use a promotional template only for recipients who opted into that category and include an easy opt-out. |
| Agent reply | The 24-hour window opens and resets with each user message. | Reply without a template while the window is open; use an approved template after it closes. |
How to troubleshoot a business notification that was not received
First, identify the failing layer
- Check whether the API accepted the request or the app shows the message as sent.
- Check webhook events for delivery or failure status.
- Ask the recipient to open the chat and confirm whether the message is present.
- Only after those checks investigate phone push permissions, background data, and battery restrictions.
If the API request failed
Review the account identifier, access token and permissions, recipient identifier, template name and language, and current API version. Confirm that the template is approved and being used for its designated purpose. Avoid retrying blindly; record the error and route it to the integration owner.
If the message was accepted but not delivered
Use webhook status events to distinguish a platform or recipient-delivery problem from a local alert problem. Check that the recipient identifier is correct, the customer has not opted out, and the message is not being sent outside the permitted template or 24-hour rules.
If it was delivered but no alert appeared
Have the recipient check WhatsApp and operating-system notification permissions, background data, battery optimization, and the platform-specific Help Center steps. A delivered status does not prove that a lock-screen banner, sound, or vibration was shown.
If automation is looping or sending after an opt-out
Disable the affected trigger, apply the suppression record, and inspect queued jobs and retry logic. Then test an opt-out event end to end before re-enabling the workflow. Keep a human escalation route available while the issue is investigated.
Operational safeguards for reliable notifications
- Separate categories: Keep service, account, and promotional consent distinct where customers may want one but not another.
- Use least-privilege access: Grant API permissions only to the systems and staff that need them, and review them when ownership changes.
- Make statuses observable: Store send requests and webhook events with timestamps and an internal message ID.
- Design for retries: Make webhook processing idempotent so a repeated event does not create a duplicate customer message.
- Escalate clearly: Automated replies should offer a human agent or phone route, especially when the customer’s issue cannot be resolved automatically.
- Review freshness: Recheck Meta’s live policy, template rules, pricing policy, permissions, API versions, and app settings before changing a production workflow.
Frequently Asked Questions
Frequently Asked Questions
Can I send a WhatsApp notification to someone who has not messaged my business?
Only with the person’s mobile number or username, documented opt-in permission, and an approved Message Template when using the WhatsApp Business Platform. Possessing the number alone is not sufficient.
Does a delivered webhook event guarantee a phone notification?
No. A webhook reflects a platform message event or status. The recipient’s operating-system permission, background-data policy, and battery settings determine whether a push alert appears.
What happens when a template is rejected or paused?
Do not use it for proactive sends. Review the policy issue, submit a compliant template for approval, and update the workflow only after an approved template is available.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDoes every customer message restart the 24-hour window?
Yes. The window opens with a user message and resets with each subsequent user message. Replies without a template are allowed only while that window is open.
Is promotional consent the same as consent for order updates?
Not necessarily. Explain the categories clearly and obtain permission for the types of messages you plan to send. Meta specifically treats coupons, sales announcements, new-product information, back-in-stock alerts, and event reminders as offers or announcements requiring permission.
What must a webhook server provide?
For the Platform’s webhook delivery, use a reachable HTTPS endpoint and subscribe the application to the relevant WhatsApp Business Account and webhook fields. Confirm current authentication, permissions, and API-version requirements in Meta’s documentation.
Should a small team start with the app or the Platform?
A team that sends and answers messages manually can begin with the WhatsApp Business app. Choose the Platform when software-triggered messages, integrations, status webhooks, or automated routing are required.

Reliable WhatsApp Business notifications require two separate checks: comply with business-messaging rules, then verify the recipient’s alert settings. Collect specific opt-in, use approved templates for proactive Platform messages, respect the 24-hour reply window, track API events with HTTPS webhooks, and treat device push alerts as a separate layer that may need local troubleshooting.
