Use a WhatsApp broadcast list when one sender needs to deliver the same notice to many people as separate, private conversations. Use a WhatsApp group when participants should see one another’s messages, reply in a shared thread, and coordinate together. Broadcasts are suited to reminders and announcements; groups are suited to discussion and decisions.
The most important practical catch is delivery: for a personal broadcast, each recipient must have saved the sender’s phone number. A broadcast list can contain up to 256 contacts according to WhatsApp’s cited Help Center page, although limits, country availability, and rollout can vary. Groups have a different privacy boundary: everyone in the group can see members’ phone numbers.

How the two formats deliver messages
Broadcast lists send separate copies
A broadcast list is a saved set of contacts used to send the same message to multiple people. WhatsApp delivers the message as an individual conversation from the sender to each recipient. The recipients do not share a thread, and a reply from one recipient is a normal private reply to the sender rather than a message visible to the rest of the list.
This makes a broadcast operationally similar to sending the same notice to many one-to-one chats, without requiring the sender to copy and paste repeatedly. It is not a discussion room, and it does not create a shared history among recipients.
Groups create one shared conversation
A group is a common chat in which participants can see messages posted by other members and respond in the same conversation. Questions, answers, files, reactions, and decisions remain available to the group rather than being split into separate private threads.
That shared context is useful when members need to coordinate, but it also means every participant is part of the same audience. Adding someone to a group changes what that person can see about the group and its members.

Privacy: encryption is not the same as anonymity
What end-to-end encryption does
WhatsApp says personal messages, including messages in groups with friends and family, are end-to-end encrypted. In practical terms, WhatsApp says it cannot read the contents of those messages, and outsiders cannot read them in transit simply because they are sent through WhatsApp.
What group members can still see
Encryption protects message content from WhatsApp and outsiders; it does not hide group membership from the people who are in the group. WhatsApp’s Privacy at a Glance guidance says that when someone joins WhatsApp groups or communities, other members see certain information about that person. It specifically states that all group members see a person’s phone number when that person is added to a group.

Therefore, a group is not anonymous. Depending on account settings and what a person has chosen to display, participants may also encounter profile information, but the phone-number exposure is the clear boundary established by WhatsApp’s privacy material.
What can be said safely about broadcast privacy
A broadcast is delivered as an individual message, and replies do not reach the other recipients. Those facts mean recipients are not participating in one shared chat. However, the reviewed official broadcast page does not explicitly define every aspect of recipient-list visibility. Do not promise that a broadcast provides a particular roster-anonymity guarantee beyond the documented individual delivery and private-reply behavior.
For a sensitive announcement, explain to recipients exactly how you will use their number, avoid adding people who did not expect the message, and confirm current behavior in the WhatsApp version and region you operate. Keep the distinction clear: “not a shared conversation” is established; a broader claim about what every recipient can or cannot see about the list is not established by the cited page.
Personal messaging versus business messaging
WhatsApp’s privacy explainer distinguishes personal messaging from some business arrangements. It says certain business conversations that use Meta cloud hosting are not considered end-to-end encrypted, and a business may use information given to it for its own marketing purposes. Do not transfer the personal-message encryption explanation unchanged to every business messaging setup. A company should review the terms and account configuration that apply to its specific WhatsApp Business service.
Broadcast lists: strengths, limits, and operating rules
When a broadcast is the right fit
- Recurring notices to a known audience: class schedules, service interruptions, appointment reminders, or community announcements.
- One sender, many private replies: a teacher, coordinator, clinic, or small business can answer each person without exposing everyone else’s questions.
- Low-noise communication: recipients do not receive unrelated replies from other people on the list.
- Consistent wording: every recipient receives the same announcement rather than a series of slightly different forwards.
The contact-saving condition
For personal broadcasts, WhatsApp says only contacts who have added the sender to their phone’s address book will receive the broadcast. This is the first thing to check when someone says a broadcast never arrived. Ask the person to save the sender’s number, then send a new test message; saving the number after a missed delivery does not retroactively prove that the earlier message was delivered.
The 256-contact figure and its caveats
The cited WhatsApp Help Center page gives a maximum of up to 256 contacts for a personal broadcast list. The same documentation warns that monthly limits may appear in some countries and that the feature may not be available everywhere. Treat 256 as the documented list size for that page, not as a universal promise for every country, account, or future app release.

What a broadcast does not solve
- It does not create a place where recipients can answer one another.
- It does not remove the need to maintain accurate contact records and explain why people are receiving messages.
- It does not guarantee delivery when a recipient has not saved the sender’s number or when a country-specific limit or rollout restriction applies.
- It does not provide a documented basis for claiming complete recipient-roster anonymity.
Groups: strengths, limits, and privacy costs
When a group is the right fit
- Planning: teams, families, volunteers, and event attendees can propose options and settle on a decision in one thread.
- Peer help: members can answer common questions so the response is visible to everyone who may need it.
- Ongoing coordination: schedules, changes, and follow-up questions remain in shared context.
- Participation: the format is designed for member-to-member exchange rather than one-way delivery.
The cost of shared membership
Every participant is part of the audience. WhatsApp says group members can see the phone number of a person added to the group. Tell invitees about that exposure before adding them, especially when the group combines people who do not already know one another.
A group can also create more notifications and a larger moderation burden than a broadcast. Set expectations about who may post, which questions belong in the group, and how urgent notices will be handled. Those are management practices, not WhatsApp privacy guarantees.
What is not established here
The reviewed official material does not provide a current universal group-size limit, so this article does not state one. Group capabilities, administrator controls, and participant limits can change by app version and account type.
Use-case decisions
Class, club, or community announcements
Use a broadcast when the organizer sends dates, room changes, or reminders and expects people to reply privately. Use a group when members need to discuss attendance, share ideas, or help one another. If the audience is broad and discussion is unnecessary, evaluate a Channel instead.
Appointments and service reminders
A broadcast can keep each customer’s reply private, which is useful when the sender must handle individual confirmations. Verify that customers have saved the sending number and explain how replies will be handled. For business accounts, check whether the relevant broadcast feature is available in your country and account.
Event planning
Use a group for venue choices, transport coordination, questions, and last-minute decisions. A broadcast is better for a final timetable or emergency notice when attendees should not see one another’s replies.

Customer updates and promotions
WhatsApp Business describes broadcasts for promotions, reminders, and other customer messages. Its documentation says business broadcast tools are available only in limited countries and may not be available to every account. Some additional broadcast tools are described as part of a Meta Verified subscription trial; that does not make Meta Verified a universal requirement or guarantee eligibility.

Public or large-audience updates
Channels are designed for one-way updates to an audience. WhatsApp says followers cannot directly reply to channel updates. Its channel privacy guidance says other followers cannot see a follower’s name, phone number, profile photo, reactions, or poll votes, subject to details that apply to channel administrators. A Channel is therefore a different choice from both a personal broadcast list and a discussion group.

- Define the direction of communication. If only the organizer needs to speak, start with a broadcast or Channel. If participants must answer one another, start with a group.
- Identify the audience size and relationship. A personal broadcast list is documented at up to 256 contacts, with regional qualifications. A group-size limit is not stated in the reviewed material, so do not assume a figure from another app version.
- Check contact expectations. Personal broadcast recipients must save the sender’s number. Build that instruction into the invitation or onboarding message.

- Do not switch to a group solely to bypass delivery. A group changes the privacy model by exposing members’ phone numbers to one another and creates a shared conversation.

- “This is a broadcast, so your reply goes only to me.”
- “Please save this number so WhatsApp can deliver future personal broadcasts.”

Use only the statements that match the format you selected. In particular, do not describe a broadcast as a group with hidden members or promise a level of recipient-list privacy that WhatsApp’s cited documentation does not establish.
