First, work out why the bin was not emptied
Check the council’s service updates, collection day and any tag, hanger or online collection note before reporting the problem. A round may still be in progress or delayed. If the council has recorded contamination or another presentation issue, its process may not treat the bin as a missed collection.

If you think the collection was genuinely missed
- Check service updates. Look for a delayed round, disruption notice or a collection record before submitting a duplicate report.
- Confirm the collection details. Verify the scheduled day, correct container and location, presentation time, and that the crew had access.
- Check the reporting rules. Use your council’s missed-collection page to confirm eligibility and the deadline. Do not rely on another council’s cutoff: examples differ, including Southwark and Richmond upon Thames asking residents to check after 4 pm, Edinburgh after 10 pm, and Norwich requiring reports within two working days.
- Submit an eligible report through the council. Follow the instructions on whether to leave the bin out and when to bring it back if it is not collected.
Return arrangements are local, not a UK-wide guarantee. Edinburgh says a reported bin should be left out and gives an expected return within two working days. Birmingham also describes a two-working-day arrangement, followed by bringing bins back if still uncollected and presenting them on the next collection day. Check your own council’s instructions for the applicable process.
If the bin was marked as contaminated
- Read the tag or collection note. Councils may identify contamination with a sticker, hanger or digital record.
- Remove the item or material identified. If the reason is unclear, check the council’s accepted-material list; recycling rules vary between local systems.
- Put the corrected bin out on the next scheduled collection. Follow any different direction given by the council.
- Ask about a disputed decision. If you believe the bin was wrongly rejected, contact the authority or use its dispute route if available. Do not assume there is a standard appeal deadline or remedy.
For example, Canterbury City Council says to remove the wrong items and present the bin on the next recycling day. Luton provides an online dispute option, while Waltham Forest says residents can dispute the stated reason. These are local procedures, not universal rules.

What councils may count as contamination or a presentation problem
The item lists and service rules depend on the council. Portsmouth, for example, describes a red hanger for non-recyclable items in its recycling service; Dumfries and Galloway uses a green tag to mark recycling contamination. Other councils may identify different problems or use different markers.
Collection may also be refused for reasons other than contamination. Norwich lists timing, contents, overfilling and access among possible reasons a collection may not happen. Check the explanation on your own bin or service page before changing what you put out.

If you cannot wait until the next collection
Check whether your council offers a local alternative, such as a household waste recycling centre or recycling point, and confirm what materials it accepts before travelling. Canterbury points residents to those options when they cannot wait. Do not assume another council provides the same facility or accepts the same items.
Local examples are not universal deadlines
Council instructions illustrate why checking the local page matters: Birmingham says general waste may be reported after 1:30 pm and that contaminated bins cannot be reported as missed; Cardiff also excludes contaminated or incorrectly presented waste from its missed-collection reporting process. Richmond upon Thames limits reports to two working days and says it will return within two working days after a report. These rules apply to their respective services; they should not be used as deadlines or promises for another area.

Repeated contamination may also have consequences under local rules. Waltham Forest warns of possible enforcement for repeated contamination in its jurisdiction. Check your council’s current guidance for the applicable policy.
