If you’re giving up a phone number, remove it from every important account that uses it for sign-in, recovery, or identity checks—before you lose control of the number. A new subscriber may receive that number while an old account still lists it. Update each service directly; changing your number with your carrier does not change online account settings.
Why a disconnected number can still lead to an account
When a number is disconnected and later assigned to someone else, the new subscriber may inherit calls and texts intended for the former owner. Websites and apps do not automatically learn that a number has changed hands, so an old recovery record can remain in place. The Princeton University project on number recycling describes reassignment as standard industry practice.

In a 2021 study, Kevin Lee and Arvind Narayanan examined numbers available to new subscribers at two major U.S. carriers. They found that 171 of 259 sampled numbers were linked to existing accounts at popular websites. The project also reports that 215 of 259 sampled available numbers were recycled and vulnerable to at least one of three evaluated attacks. Those findings describe that particular sample and tested services; they are not the odds that any one person’s former number is compromised.

The researchers also observed 200 recycled numbers for one week: 19 still received security- or privacy-sensitive calls or messages, including authentication passcodes and prescription-refill reminders. That limited observation shows a possible privacy exposure, not that every new subscriber will receive sensitive messages. The project page reports 35 million U.S. numbers disconnected each year as context for its 2021 study, not as a current independently verified annual estimate.

Number recycling is not a SIM swap
Recycled number
Number recycling happens after a subscriber stops using a number and a carrier later assigns it to someone else. If an online account still has that number on file, the new subscriber may receive messages or calls intended for the former owner.
SIM swap or port-out fraud
A SIM swap or fraudulent port-out redirects a current subscriber’s number to a device or carrier controlled by an attacker. The attacker may then receive texted verification codes. This is a separate event from routine reassignment, even though both involve control of a phone number.

The Federal Communications Commission’s 2023 order addresses carrier-side protections against SIM changes and port-outs. Those protections do not edit the phone number stored in your email, bank, or other online accounts.
Change the number before you give it up
- Start with your primary email account. It may be used to reset access to other services. Replace the old number in its profile, contact, two-factor authentication, and recovery settings.
- Update financial and other high-impact accounts. Check banks and payment services, then social, shopping, and any other important accounts that use the number to identify you or verify access. This is a practical priority order, not a ranking published by the cited guidance.
- Set up an alternative before removing SMS. If the service supports an authenticator app or security key, enroll it and save any backup codes before deleting the old phone factor. Make sure you can use the recovery method you keep.
- Review trusted devices. Remove a phone you are giving away from trusted-device lists, and sign out devices you no longer control.
- Check your recovery details and activity. Confirm the recovery email and phone number are yours and accessible. If you suspect someone else accessed the account, inspect recent activity and review financial accounts.
- Use the service’s official recovery process if you are locked out. After regaining access, verify recovery details and review account activity before relying on the account again.
The Federal Trade Commission advises: “If you’re not keeping your phone number, change the number on file with any accounts or services that may be using it to identify you.” Its phone-upgrade guidance also recommends removing the old phone from trusted-device lists.

Choose an authentication method that does not depend on SMS
SMS verification depends on control of the phone number. An authenticator app generates codes on a device, while a security key is a physical item; either can avoid SMS delivery for that authentication factor when the service supports it. Availability varies by account, and no method removes the need to keep recovery information usable.
The FTC’s SIM-swap guidance says: “If you’re concerned about SIM card swapping, use an authentication app or a security key.” Treat these as alternatives to set up where offered, not a way to remove a stale number from an account’s recovery settings. Check each account separately.

What to do if your phone suddenly loses service
An unexpected loss of service or a carrier notice about a SIM activation you did not request can be a sign of SIM-swap activity. Contact your wireless provider immediately to regain control of your number. Then change passwords on affected accounts and check financial accounts for unauthorized activity, following the FTC’s guidance.
