If GPS stops working, first make the situation safe: drivers should keep following signs and pull over before checking a map or changing the route; hikers should stop before moving farther into unfamiliar terrain. Then use the backup suited to the problem—a downloaded offline map, paper map, compass, road signs, or local help. Prepare those options before departure, because a phone can lose power, be damaged, or fail to get a position.
What GPS being unavailable can mean
“GPS is unavailable” does not always mean the same thing. A receiver may be unable to get a usable satellite signal, a device or its setup may have failed, or a navigation app may have incorrect map information. Those problems call for different responses: changing device settings may help with a receiver issue, but it will not correct a road that is missing or drawn in the wrong place.

The U.S. Coast Guard Navigation Center (NAVCEN) describes GPS-performance problems that include signal-in-space issues, signal blockage or masking, interference, equipment failure, integration problems, and operator error. Tunnels, dense forest canopy, and indoor locations can block or weaken reception. A route can also be wrong while the device is receiving a position correctly: GPS.gov identifies consumer-map errors such as incorrectly drawn or missing roads, mislabeled businesses, and inaccurate street addresses. NAVCEN similarly notes that directions to an incorrect address or location are likely to reflect a mapping problem, not necessarily a GPS signal failure.
Start by separating three questions: Is the device showing a position? Does the position appear plausible? Is the underlying road, trail, or destination represented correctly? A wrong answer to the last question is a reason to verify the map with signs, a suitable paper map, or local information—not to assume the satellite receiver itself has failed.

Choose a backup that fits the situation
Backups are not interchangeable. A digital map is convenient when already saved to the device, but depends on a working, powered device. A paper map needs no battery, but only helps if it covers the right area and the user can read it. A compass can indicate direction, but needs map-reading skill and a known destination or bearing. Road signs help drivers orient themselves locally, although they may not provide a complete route.
| Option | Power and data needs | Coverage and skill | Best use and main limitation |
|---|---|---|---|
| Downloaded offline map | Requires a powered, functioning phone or GPS device; the map area must be downloaded in advance. A cellular connection is not needed to view saved map data, but an offline map cannot guarantee that the device will get a GPS position. | Must cover the planned area and be understood before departure; check that the route and relevant map details are available offline. | Useful for checking a route without cellular service. Still vulnerable to battery loss, damage, device failure, and map-data errors. |
| Paper road, trail, or topographic map | Needs no battery or connectivity. | Must cover the exact destination; reading it requires practice. A trail or topographic map may offer more relevant detail for hiking than a general road map. | Reliable as a non-electronic reference if it is suitable and the user can interpret it. It is not safe for a driver to read while the vehicle is moving. |
| Compass | Needs no battery or network. | Requires a map, an understanding of north and local declination, and practiced use. | Helps establish direction alongside a map. It does not identify a location or supply a route by itself. |
| Road signs and local advisories | Need no device power or downloaded data. | Available signs depend on the route and location; interpreting them still requires attention to the road. | Essential context for drivers and may help reorient them. Signs may not give turn-by-turn directions to the destination. |
| Local assistance | May require a working phone or access to staff or other people nearby. | Availability depends on location and service; explain where you are and what route you intended to take. | Can help resolve uncertainty when a map and signs do not establish a safe route. In an emergency, follow local emergency procedures. |
What to do if GPS stops working while driving
Keep the vehicle predictable
Do not stop in a travel lane, make an abrupt turn, or try to troubleshoot while moving. Continue driving predictably, obey posted signs, detours, and local advisories, and look for a safe place to pull over before consulting directions. If the current road is safe and the next maneuver is unclear, it is generally better to pause somewhere appropriate than to improvise a risky turn.
FMCSA’s GPS safe-use FAQ is written for commercial drivers. It says to follow the route recommended by a navigation system while always obeying traffic signs and advisories, including restrictions such as low-clearance overpasses, axle-weight limits, detours, and variable message signs. For any driver, the practical point is that a device’s route does not override what the road and its official signs require.

Review directions only when safely stopped
Once parked somewhere safe and away from a travel lane, compare your planned route with road signs, written directions, or a paper map. If the displayed route points to a road that signs do not support, or you cannot establish a safe way forward, stay in a safe place and seek reliable local information rather than attempting a sudden detour.

FMCSA’s commercial-motor-vehicle distraction page labels one recommendation “Do Not Read, Write, or Use Paper Maps While Driving.” It also reports that a 2009 real-world driving study found reading a map while driving increased the chance of a safety-critical event by seven times, and writing while driving increased it by eight times. These figures are FMCSA’s report of that study, not a direct review of the original study here; they concern the distraction risk described on its commercial-driver page. Do not enter an address, handle a paper map, or adjust navigation settings while driving.
Do not assume the displayed map is correct
Consumer map data can contain incorrect roads or dead ends. Great Smoky Mountains National Park specifically warns that consumer maps may show incorrect roads or dead ends; that is a warning about a particular park, not a guarantee that every consumer map elsewhere is inaccurate. In remote or mountainous areas, verify questionable turns against physical signs and a suitable map before committing to an unfamiliar road.
How to navigate without GPS while hiking
Stop and establish what you know
If your phone or GPS no longer shows a position, stop somewhere safe rather than walking farther into terrain you do not recognize. Look for visible landmarks, trail junctions, and terrain features you can identify on the map. Do not leave the group or abandon the planned route based on a guess.

If you know how, orient the map and compare its features with the landscape. A compass can help you establish direction, but it does not tell you where you are on its own. Use a known trail or retrace a known route only when that choice is safe and clear; do not take a guessed bearing across unfamiliar terrain. If you are unsure how to orient the map or interpret the terrain, avoid pretending that a compass reading has solved the location problem.

An offline map already downloaded to a phone or GPS can be a useful second reference when there is no cellular service. Conserve battery while using it, because a digital map does not remove the risks of device failure or power loss. If you have service, use the trip plan to explain your situation to your trusted contact or contact local park staff. In an emergency, use local emergency procedures.
Keep the group and contact informed
Stay together where possible. If plans or the route change, update the trusted person who has your trip details when you can. That person needs enough information to understand the change, not simply an old expected return time that no longer matches the hike.
What to check when the device itself may be failing
First determine whether the issue affects one device or multiple devices or users in the same area. A problem limited to one phone or receiver may point toward that device, its settings, or its software. If several devices or users are affected, a broader disruption is possible; that observation alone does not establish its cause. Prioritize safe navigation rather than repeatedly testing the device in a hazardous situation.
NAVCEN says it cannot repair equipment. Its recommended troubleshooting includes cycling power, checking device settings and the manual, updating software or firmware and mapping, and contacting the manufacturer. Try those checks when it is safe and practical, not while driving or at the expense of a hiker’s immediate safety. If the position returns but a particular road or destination remains wrong, treat that separately as a map-data issue and use the map provider’s correction process.

NAVCEN accepts reports of land-based and maritime GPS disruptions; aviation users have a separate reporting route through the FAA. If reporting an incident, record the relevant details while they are available. NAVCEN’s incident form asks, among other things, when the disruption occurred and where it occurred. Reporting is not a substitute for choosing a safe route or following emergency procedures.

Set up digital maps before connectivity becomes an issue
Download an official or otherwise trusted map for the planned area while you have connectivity. Confirm that it covers the whole intended route, not just the starting point or destination, and make sure you know how to open and use it offline. Saved map data can let you view the map without cellular service; it does not guarantee a GPS position, fix incorrect map data, or protect against a dead or damaged phone.
Carry physical navigation tools for the activity
For a road trip, plan the route before departure and keep written directions or a paper map available for use when safely parked. For hiking, carry a physical map suited to the location and activity. The National Park Service advises visitors to print a map from the park website or obtain one at a visitor center; a trail or topographic map is appropriate when greater detail is needed. Its preparedness guidance says, “Always carry a backup paper map.” A map that does not cover the route or has too little detail is not an effective backup.
For a hike, include a compass and learn to orient the map before the trip. The NPS also cautions that a cell phone is not a substitute for any of the 10 essentials. A spare battery or power bank can preserve power for downloaded maps, but it cannot restore a blocked or disrupted GPS signal. Treat phone power as one part of preparation, not as a replacement for the other equipment and skills your trip requires.

Share a plan before you go
Review the route and recognizable landmarks, then give a trusted contact the route, activity, and expected return time. Agree on how you will update that person if plans change. This is particularly important for hikes, where a phone may not have service throughout the route.
Compass bearings: account for local declination
Compass north and a GPS bearing reference are not automatically the same. The difference is called magnetic declination, and it varies by location. USGS illustrates the issue with a waypoint directly north in an area where declination is 10 degrees east: with a compass that cannot adjust for declination, set the GPS to magnetic north and use a 350-degree bearing; with an adjustable compass, set the GPS to true north, adjust the compass for 10 degrees east declination, and use a zero-degree bearing.
That example is not a universal setting. Use the local declination for your destination and follow the instructions for your particular map, compass, and device. Learn the method and practice before relying on it in the field; a bearing can send you the wrong way if the north reference or adjustment is misunderstood.
