If an AI provider suddenly rejects API calls or removes a model, first determine whether the restriction affects one key, a project, an organization, a model, or the entire account. Save the notice and exact error, check status and billing messages, secure credentials if compromise is possible, use the provider’s stated appeal route, and export anything still available. Then test an eligible alternative host before moving production traffic.
Start with a 30-minute incident checklist
Do not treat a failed request as proof that your whole account has been terminated. Capture the facts before changing configuration:

- Provider name, account owner, organization or project, affected identity and API key.
- Model name, endpoint, region, HTTP status, error code, complete error text, request ID and first observed time in UTC.
- Whether another key, project, organization, model or endpoint still works.
- Suspension or policy email, admin notification, verification request, billing alert and the provider’s service-status message.
Save original emails and API responses in a restricted incident record. Include relevant usage examples, billing evidence and a short chronology, but never paste an API key, password, private user data or confidential prompt into a support ticket.
Identify what was actually revoked
Access failures fall into different categories, and each requires a different response.

Possible triggers include suspected credential compromise, policy or terms enforcement, repeated violations, missing verification and organization security controls. OpenAI’s account guidance lists policy, terms, security, repeated violations and verification among possible deactivation contexts; its cybersecurity guidance also describes temporary organization-level limits after suspicious traffic. Those explanations are provider-specific, not a universal taxonomy.
Contain a possible credential compromise
If unauthorized use is plausible, treat the event as a security incident even if the provider has not confirmed it.
- Revoke or rotate the affected API key. Update every service, secret store, CI job and deployment that used it.
- Change the account password and enable available multifactor protection.
- Review recent request logs, token use, model calls, geographic patterns and billing for activity you do not recognize.
- Restrict the replacement secret to the smallest required project, environment and permissions.
- Record the suspected exposure date, where the credential may have appeared, the containment time and any unauthorized charges.
OpenAI recommends password changes and API-key rotation after suspected unauthorized access. Its appeal guidance asks for identifiers, suspected compromise dates, remediation steps and unauthorized-charge details when relevant. Do not delete logs that could establish what happened.

Use the suspension email or account-specific message first. A generic support request can be slower or route to the wrong team. State the affected user, organization or project, model and endpoint, time access stopped, exact error, legitimate use case and security or compliance steps already taken. Ask which scope is restricted and whether the owner must complete verification or another action.

OpenAI
OpenAI says to use the appeal link in the deactivation email. If the email is inaccessible, its guidance points to an appeal intake form; users who lost access without an email are directed to Help Center chat. Include the account identifiers and remediation facts requested by the form. Do not assert that a violation was impossible unless your logs support that conclusion.
Anthropic
Anthropic’s safeguards guidance says suspended consumer-plan users should log in to Claude and submit the appeal form shown there. An organization hold may present a separate review option. The form requires login, so preserve the account credentials and recovery method needed to reach it. Anthropic also states that banned Free, Pro or Max users can still log in to export data or delete an account, although the data available for export may be restricted according to the policy issue.
Google Gemini API
Google’s Gemini API policy documentation says users contacted about suspension or account closure receive an appeal link. Follow the link in the account-specific message and verify whether the affected resource is the Gemini API project, a billing account or the broader Google account. The wording and workflow can change, so rely on the current message attached to the affected account.

Export what remains available
Make copies before waiting for an appeal decision. Export provider-held content through the controls still visible to the account, then separately preserve the assets your application owns:
- System instructions, prompts, message templates and safety policies.
- JSON schemas, tool definitions, function contracts and structured-output validators.
- Representative evaluation inputs, expected outputs, refusal cases and regression results.
- Model parameters, routing rules, environment configuration and deployment manifests.
- Operational records such as token usage, latency, error rates, invoices and incident timelines.
Keep only data the organization is entitled to retain, apply normal access controls and make an independent copy outside the provider account. Anthropic explicitly warns that self-serve exports for banned users can be limited. OpenAI’s API documentation describes data controls and abuse-monitoring records, but retention periods are not a promise that a suspended account will remain downloadable. Export scope and availability can change after enforcement.
Distinguish a planned retirement from an access revocation
A planned deprecation normally names the retiring model, a replacement and a shutdown date. An unexpected denial should be investigated as an account, project, key, policy or security incident instead of assuming an ordinary migration window applies.

OpenAI also says safety or compliance concerns can require earlier retirement with as much notice as reasonably possible. These periods apply to OpenAI’s published deprecations, not to every provider and not to a suspended account. Do not infer that a model will remain reachable through a reseller or cloud host; confirm the host’s own availability, eligibility and terms.

Prepare an alternate route without rushing production traffic
A second API or cloud platform is a migration, not merely a base-URL change. Confirm eligibility before rewriting code, then run a controlled evaluation.
- Confirm access. Check account standing, required use-case information, supported regions, quotas and model-specific approval. Amazon Bedrock documents model-specific access setup and a use-case submission prerequisite for Anthropic models.
- Map the actual model and endpoint. Record context limits, supported modalities, structured-output behavior, tool calling, refusal handling, streaming and version identifiers.
- Build a representative test set. Include normal traffic, long inputs, edge cases, safety-sensitive requests, malformed tool calls and expected refusals. Compare quality, not just whether a request returns HTTP 200.
- Review data handling. Identify the data processor, request logging, retention configuration, geographic routing, encryption, contractual terms and deletion controls.
- Measure operations. Test latency, throughput, concurrency limits, retries, rate limits, observability, key rotation, incident response and billing controls.
- Canary the cutover. Send a small, monitored share of traffic, keep the original path available where permitted, define rollback thresholds and compare live error and quality metrics.
- Document the new dependency. Update privacy records, threat models, vendor assessments, runbooks and disaster-recovery procedures.
Anthropic documents Claude availability through Amazon Bedrock and Google Cloud Agent Platform while noting that those cloud providers control data processing on their platforms. Hosting OpenAI models through Amazon Bedrock likewise introduces AWS-managed access, region and retention controls. A cloud-hosted route therefore changes the operational boundary even when the model family appears familiar.
Compare replacement routes on the dimensions that matter

Availability alone does not establish equivalence. A replacement can produce different tool-call arguments, refusals, tokenization, latency and output quality. Keep an evaluation report tied to the workload that matters, rather than relying on a model name or marketing description.

Common mistakes and how to recover
Rotating a key without checking scope
If every project and identity fails, issuing more keys will not resolve an organization hold. Record the scope first and use the account owner’s appeal route.
Deleting evidence during cleanup
Preserve request IDs, timestamps, usage and billing records before purging logs. Redact secrets in copies instead of destroying the chronology needed for review.
Putting secrets in the appeal
Support staff do not need an API key to understand a suspension. Describe the key identifier or last-used location, rotate it, and submit only the requested account facts.
Assuming an outage is enforcement
Check provider status, retry behavior and whether unrelated models work. A broad incident can produce the same HTTP failures as a local restriction.
Switching hosts without a data review
Moving requests to a cloud platform can change processor, region, retention and contractual obligations. Complete the privacy and security review before sending production or personal data.
Waiting for the appeal before planning continuity
Export accessible assets and test a qualified route while the appeal is pending. Do not send full production traffic to an untested replacement; use a canary and a documented rollback.
Build a recovery runbook before the next denial
Store a provider-neutral runbook with named owners and current account details. It should contain:
- Provider and organization inventory, model versions, endpoints, regions and quota owners.
- Credential locations, rotation procedure, emergency contacts and billing administrators.
- Export steps and the independent storage location for prompts, schemas, evaluations and logs.
- Appeal links as they appear in current provider notices, plus the information each route requests.
- A tested secondary route, data-processing assessment, quality baseline, canary plan and rollback threshold.
- Communication rules for customers, developers, security staff and legal or compliance teams.
Review the runbook whenever a model, endpoint, region or provider term changes. The goal is not to bypass a legitimate restriction; it is to preserve evidence, protect credentials, follow the provider’s process and keep an authorized service operating safely.
