Start with the least destructive fix: pause the download, resume it, and wait a moment. If it remains at 0% or never enters the queue, cancel and delete the stalled item, then start it again from your Game Library. Before repeatedly restarting the console, check PlayStation’s service status, test your internet connection, verify free storage, and install pending system software updates.
A padlock, a missing purchase, or a download that refuses to validate usually indicates an account, PlayStation Plus, console-sharing, or license problem rather than a damaged download. Safe Mode database tools belong near the end of the process, because some Safe Mode choices can erase data.

PS5 and PS4 troubleshooting paths at a glance
| Task | PS5 | PS4 |
|---|---|---|
| Open the download queue | Control center > Downloads/Uploads | Function screen > Notification > Downloads |
| Check available storage | Settings > Storage; game page: Game Library > game > … > View Product | Settings > Storage; game page: PlayStation Store > Details |
| Restore licenses | Settings > Users and Accounts > Other > Restore Licenses | Settings > Account Management > Restore Licenses |
| Safe Mode database tools | Safe Mode > Clear Cache and Rebuild Database | Safe Mode > Rebuild Database |
The names above are the current console menu routes. A system-software update can change wording slightly, but the functions remain in these areas.
1. Pause and resume the download
Pausing and resuming is the fastest first intervention for a queue item stuck at 0%, “waiting,” or apparently doing nothing. It forces the console to renegotiate the download without removing the game entry or your existing data.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
On PS5
- Press the PS button to open the control center.
- Select Downloads/Uploads.
- Highlight the game download and choose Pause.
- Select the same item again and choose Resume.
PlayStation Support describes this action as “Select Pause and Resume to restart.” Give the queue time to reconnect before trying another fix.
On PS4
- Open the function screen.
- Select Notification, then Downloads.
- Highlight the stalled game.
- Choose Pause, then choose Resume.
2. Cancel and delete, then start the download again
If resume does not move the download, remove only the failed queue item and create a fresh download request. This is different from deleting a finished game: you are clearing the incomplete transfer so the console can build it again.
- Open the download list using your console’s path in the table above.
- Select the stuck game and choose Cancel and Delete.
- Open Game Library and find the title in your purchased or installed collection.
- Select the game and choose Download or the download option shown on its product page.
If the title was installed previously, canceling the incomplete download does not change your ownership. It simply removes that failed attempt. Do not choose a full console reset as a substitute for this step.

3. Check whether PlayStation services are down
A PlayStation Store or account-service outage can prevent a download from starting even when your home internet works normally. Visit the official PlayStation service-status page and look for an alert affecting gaming, PlayStation Store, account management, or downloads.

If an incident is listed, wait for service restoration before repeatedly deleting the queue, changing network settings, or rebuilding the database. A local reset cannot repair an outage on PlayStation’s servers. When the status page returns to normal, retry the download from Game Library.
4. Test the internet connection
A console can show as connected while still failing the sustained connection required for a large game. Run the built-in test, then retry the download after addressing any reported failure.
PS5 connection test
- Open Settings.
- Select Network.
- Open Connection Status.
- Choose Test Internet Connection.
PS4 connection test
- Open Settings.
- Select Network.
- Choose Test Internet Connection.
For a useful comparison, run the test once on Wi-Fi and again with the console connected directly to the router. PlayStation’s game-launch guidance says to use a wired connection if possible when re-downloading. A Cat6 Ethernet cable can help you perform that test; it is an optional accessory, not a guaranteed cure.

- Restart the router only if other devices also show connection problems; an outage or weak broadband link will affect more than the console.
- After switching to Ethernet, rerun the console’s connection test rather than assuming the cable fixed the issue.
5. Confirm that the console has enough free storage
PlayStation needs room for the download and for installation or unpacking. A queue can appear stalled when the console cannot reserve the required space.

Find the required size
On PS5, open Game Library, select the game, choose the … menu, and select View Product. On PS4, open the game’s Details section in PlayStation Store. Treat the displayed requirement as the minimum shown for that edition; updates and add-on content may require additional room later.
Check and free storage
Open Settings > Storage on either console. If free space is tight, remove games you can redownload, old captures, or unused applications. Review the item before deleting it so you do not remove saved data you still need. Once sufficient space is available, return to the download queue and resume or restart the download.
6. Install the latest system software
Out-of-date PS5 or PS4 system software can interfere with Store transactions, downloads, and license checks. Install any pending system update through the console’s system-software update settings, restart when prompted, and retry the download from Game Library.
Do not interrupt an update by unplugging the console. If the update itself fails, record the displayed error code and complete the ordinary network and storage checks before trying again.

7. Fix account, PlayStation Plus, and license problems
When a downloaded game shows a padlock, disappears from the library, or refuses to validate, check ownership before treating it as a network failure.
Sign in to the purchasing account
Confirm that the console is signed in to the account that bought the game. Review the account’s transaction history or receipt and make sure the purchase completed. A failed or pending transaction will not create a valid entitlement for another account.
Check PlayStation Plus availability
If the game came through PlayStation Plus, verify that the subscription is active and that the title is still available through the service. A game removed from the catalog, or a subscription that has ended, can leave the installation present while access is locked.

Check console sharing or the primary PS4
If another account owns the game, that owner’s sharing setting must cover the console. On PS5, the owner should enable Console Sharing and Offline Play. On PS4, the owner should activate that console as the account’s primary PS4. Without the appropriate setting, another local user may see a padlock even though the owner can sign in.

Restore licenses
Restoring licenses makes the console recheck digital entitlements. On PS5, go to Settings > Users and Accounts > Other > Restore Licenses. On PS4, go to Settings > Account Management > Restore Licenses. PlayStation states that restoring licenses will not affect your data. After it finishes, restart the download or launch the game again.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Use Safe Mode database tools only after normal checks
Safe Mode provides basic startup and maintenance functions when ordinary menus do not resolve a persistent queue or launch problem. Use it after checking service status, network, storage, software, and licenses.
- Turn the console completely off, not into Rest Mode.
- Press and hold the power button until you hear the second beep.
- Connect the controller to the console with a USB cable.
- Press the PS button when prompted.
PS5 choices
Choose Clear Cache and Rebuild Database. Use Clear System Software Cache when temporary system data is suspected, or Rebuild Database when the console’s content index appears damaged. Follow the on-screen description for the option you select.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
PS4 choice
Select Rebuild Database. The console scans its storage and recreates the content index; the duration varies with the amount of stored content.
PlayStation warns that some Safe Mode options result in data loss. Back up saved data and captures before choosing any option described as resetting, initializing, or reinstalling system software. Do not select those destructive choices merely because a download is slow.
9. Escalate a persistent failure with useful evidence
If the same game still will not download after the steps above, contact PlayStation Support rather than repeating the entire sequence without new information. Include:
- The exact error code and message, including capitalization or punctuation.
- Whether the download is stuck at 0%, stops at a later percentage, or never appears in the queue.
- The console model, current system-software version, and the account type involved.
- The title’s edition and whether it was purchased, redeemed through PlayStation Plus, or shared from another account.
- The date and time of the failed attempt.
- The steps that reliably reproduce the failure.
- A screenshot or short video showing the queue, padlock, or error, if possible.
This information helps support distinguish a service incident, entitlement problem, storage error, or console-specific fault without asking you to repeat fixes you have already tried.
Quick Recap
What the symptom usually points to
| Symptom | Most useful first check |
|---|---|
| Download remains at 0% or says waiting | Pause and resume, then cancel and delete if it does not move |
| Several games fail to start downloading | Check PlayStation service status and test the internet connection |
| Download stops after beginning | Check wired versus Wi-Fi performance and available storage |
| Game has a padlock | Verify purchasing account, PlayStation Plus status, sharing settings, and licenses |
| Download returns after a system update or database issue | Install current system software, then use the appropriate Safe Mode database tool |
Preventing the next stuck download
- Keep enough free space for the game and its installation process, not just the visible download size.
- Install system-software updates when offered so Store and license components remain compatible.
- Use a wired connection when practical for large re-downloads or when Wi-Fi is unstable.
- Keep access to the account that purchased the game, and maintain the correct PS5 sharing or PS4 primary-console setting for shared purchases.
- Back up important saved data before using Safe Mode maintenance or any reset option.
