Start by identifying exactly what has been restricted, then preserve the notice and your records, ask the processor for a written reason and release conditions, and meet every documentation or chargeback deadline. A “freeze” may be a single-transaction hold, a rolling reserve, a payout delay, an investigation, or a chargeback withholding; account closure has different consequences again. The agreement, account type, country and state, and stated reason determine what happens next, so there is no universal number of days or guaranteed appeal.
First, determine what “frozen” means
Processors use different labels for restrictions that look similar in a dashboard. Do not assume that every unavailable balance follows the same timeline. Read the email and dashboard banner word for word and record the date, account identifier, affected transactions, amount or percentage, and whether new payments are still enabled.
| Restriction | What it usually affects | What to ask about |
|---|---|---|
| Individual transaction hold | One payment or a small group of payments | Why those transactions were selected, the review date, and the evidence needed for release |
| Rolling or minimum reserve | A stated percentage or dollar amount held while later sales continue | Reserve formula, start date, release cycle, minimum balance, and whether refunds or disputes reduce the amount |
| Account limitation or payout delay | Payouts, processing, or selected features | Which functions are disabled, required verification, and the next review date |
| Chargeback withholding | The disputed amount, fees, or an estimated exposure | Dispute deadline, evidence format, amount withheld, and what happens if the cardholder wins |
| Investigation hold | Some or all funds while risk, identity, fulfillment, or activity is reviewed | Investigation scope, documents, review cadence, and conditions for release |
| Termination or closure | Future processing, access to the dashboard, and sometimes payouts | How pending refunds, disputes, reserves, fees, and remaining payouts will be handled |
These categories can overlap. A closed account may still have a reserve or chargeback exposure, while an open account can have a payout delayed for an investigation.

- Save the notice. Download the email, export or screenshot the dashboard message, and note the time zone and date. Keep the account number or merchant identifier visible in your private records, but do not publish it.
- Secure the governing agreement. Save a dated copy of the terms and any addendum that covers reserves, access to proceeds, chargebacks, payouts, termination, and dispute resolution. Terms can vary by country, state, account setup, and version; the version accepted for your account is the relevant starting point.
- Reconcile the balance. Build a simple ledger showing gross sales, refunds, fees, payouts already received, disputed payments, and the amount currently unavailable. Separate a processor’s reserve from money that is merely pending settlement.
- Preserve fulfillment evidence. Keep invoices, orders, proof of shipment or service delivery, tracking information, refund confirmations, customer messages, identity documents, and bank-account verification records. Retain the original files and submission dates.
- Contact the processor through an authenticated channel. Use the signed-in dashboard or the support route shown in the notice. Avoid sending passwords, one-time codes, full payment-card numbers, or unrelated personal data.
Ask for a written response that answers each of these points:
- What contractual or risk reason caused the restriction?
- Which transactions and exact dollar amount are affected?
- Is this a reserve, limitation, investigation, chargeback hold, payout delay, or termination?
- What percentage, minimum, start date, and release cycle apply if it is a reserve?
- Which documents are required, in what format, and by what deadline?
- What is the next review date and the expected payout schedule?
- Are fees, refunds, disputes, or legal-process requests being deducted or held?
- How can you request reconsideration, and where is the contract’s formal complaint or dispute procedure?
Keep your questions factual and send one complete package rather than a series of contradictory explanations. Save ticket numbers and every response in a dated contact log.

Respond correctly to a chargeback
A chargeback is not the same as a routine refund. The cardholder’s bank, your processor, the card networks, and sometimes other financial institutions operate on deadlines. Square’s U.S. Payment Terms state: “Chargebacks are time sensitive and can involve many parties (you, your bank, your customer, their bank, card brands, etc.), so we need you to contest chargebacks quickly and diligently.”
Build the evidence around the dispute reason
- Goods not received: order confirmation, shipping record, delivery or pickup proof, and the customer’s delivery address as permitted by the processor.
- Services not provided: signed agreement, appointment or service log, completion record, and communications showing what was delivered.
- Not as described or defective: listing or contract, quality records, customer communications, and any offered remedy.
- Unauthorized payment: account-access records, authentication results, device or delivery evidence requested by the processor, and communications that do not expose unnecessary personal data.
- Credit not processed: refund approval, date, amount, and the transaction record showing when the credit was issued.
Follow the processor’s requested format and submit before its deadline. Square says insufficient or late documentation can make a chargeback irreversible. Do not assume that a customer’s later promise to withdraw a dispute ends the formal process; obtain the processor’s confirmation and continue meeting the stated deadline.

How reserves and provider timelines work
“A reserve is a temporary hold on a portion of a business’s funds for a predetermined period of time,” according to Stripe Support. A reserve is designed to cover anticipated refunds and disputes, not necessarily to indicate that a specific transaction is fraudulent. The notice should state an amount or percentage and a period, although the exact contract controls.
| Published figure | Provider and context | What it does—and does not—mean |
|---|---|---|
| 30–90 days | Stripe Support, current/undated reserves guidance, described as a normal reserve period | A provider-specific description, not an industry maximum or guaranteed release date |
| Up to 21 days | PayPal current U.S. User Agreement, general risk-based hold | A general term in that U.S. agreement; other provisions and the account facts can change the outcome |
| Up to 180 days | PayPal current U.S. User Agreement, challenged-payment hold | Applies to the agreement’s described situation; court orders, legal process, regulatory holds, and other provisions may allow a longer period |
| 10% for 90 days | PayPal agreement example of a rolling reserve structure | An illustration of how a rolling reserve can be calculated, not a standard imposed on every account |
Use these figures only when they match the named provider and hold type. They are not promises about another processor or another country. A provider may change reserve terms when it perceives a change in risk or when a financial provider requires it. Stripe’s service terms describe funding a reserve from transaction proceeds, user-provided funds, or an associated bank account where the agreement permits it.

Calculate the practical release date
Ask whether the term is fixed from the date of each transaction, rolling from the date funds enter the reserve, or dependent on a later review. Then account for the normal payout schedule, weekends or bank holidays where the agreement does so, pending refunds, and unresolved disputes. Request the calculation in writing; a headline “90-day hold” may not mean that the entire balance is released on one day.
If the processor closes your account
Closure normally stops future processing, but it does not automatically answer when every dollar becomes available. Applicable fees, chargebacks, reserves, an investigation, and the provider’s payout schedule can affect timing. Square’s archived U.S. closure terms illustrate this structure: funds held at closure, less applicable fees, are paid according to the payout schedule subject to the terms, while funds may remain held during a pending investigation. The page is archived, so rely on the live agreement that governs your account rather than treating the archived wording as a current promise.

Request a closure and payout statement
Ask the processor to identify the closure date, the balance subject to payout, any reserve or access-to-proceeds provision that survives termination, pending chargebacks and refunds, fees that will be deducted, the bank account to which funds will be sent, and the date or event that triggers each release. Ask how you will receive future notices if dashboard access is removed.
Keep serving existing customers responsibly
Stop accepting payments through a closed account and make a plan for refunds, cancellations, subscriptions, deliveries, and support requests. Do not promise customers a payout date that the processor has not confirmed. Keep fulfillment records and communicate plainly about any delay without disclosing confidential risk-review details.

Prepare a concise escalation package
If support has not resolved the issue, send a single chronology with attachments named by date. Include:
- the notice and agreement version;
- a one-page balance reconciliation;
- transaction IDs and customer or order references;
- proof of delivery or service completion;
- refund and chargeback records;
- identity, business-registration, and bank-verification documents requested by the processor; and
- a list of unanswered questions and the review date that has passed, if applicable.
Request reconsideration through the route stated in the agreement or dashboard. If a support agent gives a verbal explanation, ask for it in writing and compare it with the contract. Do not alter invoices, backdate delivery records, create replacement accounts to disguise activity, or submit documents unrelated to the request.
Plan business continuity without creating a second problem
A backup processor may have its own underwriting, reserves, prohibited-activity rules, and disclosure requirements. Opening another account does not itself release an existing balance, and the materials governing the providers reviewed do not establish that a second account will resolve a current hold.
- Estimate cash needed for payroll, refunds, shipping, taxes, and chargeback exposure while funds are unavailable.
- Offer payment methods that you can lawfully and transparently support, without routing transactions intended for the closed account.
- Tell any prospective processor about relevant account history when its application asks; inaccurate or incomplete answers can create another restriction.
- Keep customer receipts and fulfillment records independent of any one dashboard so you can answer disputes later.
When legal advice or a formal complaint is sensible
Consider a qualified attorney familiar with merchant-processing agreements when a substantial balance remains held, the explanation is unclear, the processor ignores the stated review date, or a contract-based dispute procedure must be started. Bring the agreement, notices, ledger, correspondence, and chargeback documents. Counsel can assess the contract and applicable local law; neither a lawyer nor a complaint guarantees release.
Regulatory complaint channels and legal remedies differ by jurisdiction and were not established here as universal options. Before filing anything, check the processor’s current agreement, your state or country’s rules, and any deadline in the dispute-resolution clause. A complaint should accurately describe the facts and should not replace a time-sensitive chargeback response.
Quick Recap
Common mistakes that prolong a hold
- Assuming “pending” means the same thing as “reserve” or “investigation.”
- Using a published provider timeline as a guaranteed deadline for a different hold type or country.
- Sending partial, inconsistent, or late chargeback evidence.
- Ignoring refunds and disputes while calculating the supposedly available balance.
- Submitting passwords, full card numbers, or unrelated customer data.
- Opening another account under misleading information or assuming it will transfer the old balance.
- Relying on an archived agreement without checking the live terms accepted for the account.
- Waiting until a promised review date passes before creating a written escalation record.
A practical decision checklist
- Today: save the notice, agreement, ledger, and fulfillment records.
- Within the stated deadline: answer every chargeback or verification request with the requested evidence.
- At the next review date: ask for the written result, release calculation, and payout date.
- If the date passes: use the contract’s complaint or reconsideration route and send your chronology.
- If the balance is material or remains unexplained: obtain local legal advice before signing a settlement, waiving a claim, or missing a dispute deadline.
