Stop sending money, verify the freeze through the exchange’s authenticated channels, document every detail, and escalate in writing. A withdrawal freeze during a sell-off can result from network congestion, maintenance, a compliance review, or financial distress; the freeze alone does not prove insolvency.
Treat the restriction as a custody and counterparty warning. Preserve evidence while pages and balances are still visible, read the account’s custody and insolvency terms, and never pay an unofficial “unlock” fee or disclose a password or recovery phrase.

Do these things first
- Stop new transfers. Do not deposit more funds to satisfy an alleged margin call, tax, verification charge, recovery fee, or withdrawal requirement. Ignore direct messages claiming to be support. The CFTC warns that virtual-currency markets face hacking, phishing, exchange scams, and other risks, and that there is no guaranteed investment or trading strategy.
- Use only official channels. Open the exchange’s website or mobile app by using your normal bookmark or manually entered address. Check the status page, in-app notices, incident updates, and the account agreement. Save copies or screenshots because a notice can later be edited or removed.
- Record exactly what is frozen. Note whether the problem affects one asset or every asset; one blockchain network or all networks; crypto withdrawals, fiat withdrawals, trading, or deposits; and whether the exchange cites maintenance, congestion, compliance, liquidity, or another reason.
- Preserve your records. Export statements and transaction history. Save balances, deposit addresses, withdrawal addresses, transaction IDs, failed withdrawal attempts, error messages, support tickets, status notices, and the account agreement. Keep the original files with UTC timestamps.
- Escalate formally. Open a ticket from inside the authenticated account, ask for a written explanation and an expected review date, and follow the exchange’s published complaint route. If you suspect fraud or theft, report it through the appropriate regulator or law-enforcement channel; in the United States, the CFTC directs suspected-fraud victims to its complaint process.
- Prepare for an insolvency scenario without declaring one. Read clauses covering custody, lending, staking, rehypothecation, commingling, suspension rights, and bankruptcy. These terms can affect whether you retain a claim to specific assets or only a contractual claim against the company.
If anyone contacts you privately with a “recovery” solution, end the conversation. Do not provide passwords, one-time codes, private keys, or seed phrases. A person who already knows your balance or transaction history may still be an impersonator.
What a withdrawal freeze can mean
A sell-off can put unusual pressure on an exchange and the networks it uses. A blockchain may become congested, a wallet system may be undergoing maintenance, or an exchange may pause activity while it reviews a transaction or account. An exchange can also impose a compliance hold, limit a particular asset, or suspend fiat rails while banks or payment processors investigate activity.

- Genuine Check: confirm your signer is authentic during setup with the Ledger Wallet app.
- Protect your signer: keep it in mint condition at all times with a bespoke Pod or Case to avoid scratches and everyday wear and tear.
Those possibilities are not interchangeable. A notice that one token’s network is under maintenance is different from a platform-wide halt that includes every crypto asset and fiat currency. Classifying the restriction helps you decide what evidence to gather and what questions to ask, but it does not establish the exchange’s financial condition.
Questions that narrow the event
- Is the pause limited to one asset, one blockchain, or one wallet type?
- Can you trade internally but not withdraw, or are trading and deposits also disabled?
- Does the notice give a start time, technical reason, affected networks, and expected review date?
- Are fiat withdrawals working while crypto withdrawals fail, or is every withdrawal method unavailable?
- Does your account show a specific compliance or identity-review request?
- Do the terms reserve the right to suspend withdrawals, lend assets, stake them, or combine customer assets with company assets?
Regulatory guidance does not establish a universal cause for freezes during market declines. Avoid treating social-media speculation, a falling token price, or a promotional “proof of reserves” statement as proof that the exchange is solvent or insolvent.
How to preserve evidence that may matter later
Assume that you may eventually need to show what the exchange displayed, what you owned, and when you attempted to withdraw. SEC staff describes prudent recordkeeping as essential for investor protection, examinations, and liquidation proceedings.
Capture account and transaction data
- Download monthly and current account statements in their original format.
- Export deposits, trades, conversions, staking entries, loans, and withdrawals.
- Record each asset balance and the date and time shown by the platform.
- Save the destination address, selected network, transaction ID, and amount for every attempted withdrawal.
- Capture the exact error text and the exchange’s status-page or incident notice.
- Keep support-ticket numbers, email headers, and the full text of replies.
- Save the user agreement, fee schedule, privacy policy, and custody disclosures that applied when you deposited the assets.
Use UTC in filenames or a separate log so events can be ordered across time zones. Keep an untouched copy in a separate location. Do not alter screenshots, crop away dates, or rely on a browser bookmark as your only record.
What to ask the exchange
Use the authenticated support system and request specific, answerable information rather than a general promise that withdrawals will resume.

- Which assets, networks, and withdrawal methods are affected?
- Is the restriction account-specific or platform-wide?
- What event triggered the hold: maintenance, network congestion, compliance review, liquidity management, or another reason?
- What documents or actions are required from you, if any?
- What is the next review date, and how will the decision be communicated?
- Are assets held in custody, lent, staked, rehypothecated, or commingled?
- Which legal entity is your counterparty, and which jurisdiction’s complaint or insolvency process applies?
Keep the tone factual. A written answer may later be more useful than a phone conversation, especially if the exchange changes its public explanation.
Does a freeze prove the exchange is insolvent?
No. A freeze is a warning about access to your property and your exposure to the platform, not a diagnosis of insolvency. It can be operational or compliance-related, and a genuine technical problem can affect withdrawals even when an exchange has sufficient assets.
At the same time, a broad or indefinite suspension is a reason to examine counterparty risk immediately. SEC Investor.gov warns that investors who deposit funds or crypto assets with a crypto-asset securities entity might cease to have legal ownership of those assets and might not be able to get them back when they want them. The same guidance notes that some crypto-asset entities have entered bankruptcy proceedings and that it can be unclear how much customers might recover.
Do not promise yourself a recovery percentage. Any recovery depends on the account contract, the asset’s legal classification, the entity that holds it, custody and lending records, court orders, and the governing jurisdiction. Different customers can have different claims even on the same platform.
Are exchange balances insured like bank deposits?
Generally, no. Investor.gov states that crypto held in a wallet or on an exchange does not receive the same SIPC or FDIC-style protection people associate with securities accounts or bank deposits.

SEC staff further states that non-security crypto assets are not protected by SIPA and may not be protected by another specific insolvency regime. Customers can therefore face losses if the entity becomes insolvent. Whether a particular token, account, or service receives any protection is fact-specific and depends on the legal entity and jurisdiction; do not infer coverage from the exchange’s branding or from the fact that it serves customers in a regulated country.

Why proof of reserves does not solve the problem
A proof-of-reserves report can show assets observed at a particular time, but it is not automatically an audited balance sheet and it is not a promise that you can withdraw on demand. SEC guidance warns that such reports may be point-in-time snapshots, may omit liabilities, and may provide no audit-level assurance or protection against assets moving after the snapshot.
That means a large wallet balance published by an exchange does not by itself show that customer liabilities are fully covered, that the assets belong to customers, or that they are not pledged, lent, or otherwise encumbered. Investor.gov advises exercising extreme caution when relying on proof of reserves to conclude that an entity has enough reserve assets to meet customer liabilities.

- Confirm the destination. Check the address character by character and select the correct blockchain network. A valid address on the wrong network can still result in an unrecoverable transfer.
- Send a small test amount. Wait for the transaction to appear and confirm it at the destination before moving a larger balance.
- Move only what you can safely control. Keep trading liquidity on an exchange only for as long as you need it. Avoid concentrating long-term holdings on one platform.
- Re-read the terms. Confirm whether the platform lends, stakes, rehypothecates, or commingles assets and what rights apply if withdrawals are suspended again.
- Update your records. Save the completed withdrawal, network confirmation, fees, and final destination balance.
If a withdrawal fails again, preserve the new error and ticket rather than repeatedly submitting transactions that could create confusion or duplicate requests.
Choosing a future custody arrangement
There is no risk-free custody model. The decision is a trade-off between platform dependence and the responsibility of controlling cryptographic keys.
| Factor | Exchange custody | Self-custody |
|---|---|---|
| Counterparty exposure | You depend on the exchange’s operations, policies, solvency, and withdrawal systems. | You are less dependent on an exchange but bear direct responsibility for the keys. |
| Access and recovery | Account recovery may be available through the platform’s procedures. | Recovery depends on protecting the recovery phrase; losing it can mean losing access. |
| Security model | Exchange controls, authentication, account reviews, and withdrawal policies govern access. | Device security, phishing resistance, backup protection, and transaction verification govern access. |
| Liquidity | Trading and conversion are usually convenient while the platform is operating. | Trading requires transferring assets to a service when you want to transact. |
| Legal protection | Read the entity’s registration, custody disclosures, contract, and applicable insolvency framework. | There is no exchange counterparty, but ordinary theft, loss, and legal risks remain your responsibility. |
Hardware wallets and their limits
A hardware wallet can reduce exposure to an exchange for long-term holdings, but it adds key-management work. Learn the device’s secure initialization, protect the recovery phrase offline, resist phishing, and verify transaction details on the device screen before approving a transfer.
A hardware wallet cannot unlock assets that are still frozen inside an exchange account. You must first obtain a valid withdrawal from the platform; the wallet only controls assets after they arrive at an address you control.

- Sending additional funds to satisfy an unofficial unlock demand.
- Giving a supposed support agent your password, one-time code, private key, or seed phrase.
- Clicking a recovery link delivered by direct message instead of opening the official app yourself.
- Assuming a proof-of-reserves page guarantees immediate withdrawals.
- Deleting failed-withdrawal emails or closing tickets because the exchange later reopens access.
- Moving funds to a wallet without checking the network or preserving the recovery phrase.
- Declaring insolvency publicly or making legal demands before identifying the contracting entity and applicable jurisdiction.
These precautions are general information, not individualized legal, tax, or investment advice. Exchange policies, regulatory rules, and insolvency protections change; check the named exchange’s current terms and the rules where you live before acting.
