Before moving a workload to a South African data center, check its data and dependency map, the rules that apply to that specific workload, the destination provider’s controls, measured performance, recoverability, and your ability to leave. Hosting in South Africa does not by itself establish legal compliance or prove that a facility can meet your technical and recovery needs.
Start with the workload, not the facility
A move can fail even when the destination is secure and available if an application depends on an overlooked database, identity service, network route, integration, or licensing arrangement. Build an inventory before choosing a site or migration date.

- List servers, applications, databases, storage, network services, identity systems, external APIs, integrations, and business owners.
- Record each data set’s classification, sensitivity, volume, expected growth, and relevant retention needs.
- Capture software and hardware dependencies, licenses, resource use, peak and seasonal demand, latency needs, and maintenance windows.
- Map upstream and downstream dependencies so you can sequence migrations without breaking connected services.
For each workload, decide whether to move it unchanged, modify or re-platform it, keep it where it is, or replace it. The South African Reserve Bank’s G5/2018 guidance for banks recommends asset registers, data classification, interdependency analysis, readiness assessment, and review of gaps and integration requirements. It is banking guidance, not a general legal opinion for every organization.

Find out where the data and access will actually be
“Hosted locally” is not a sufficient answer to a residency question. Map where production data, replicas, backups, logs, support access, and management-plane access will be located. Ask the provider for specific site and access locations, including subcontractors’ roles, and require notice if those arrangements change.

Determine whether the workload contains personal information, financial or health records, government information, or data associated with Critical Information Infrastructure. Then have your legal or compliance owner assess the applicable POPIA transfer conditions, sector rules, government obligations, and contract terms for the actual organization and data. A rule relevant to one industry or public-sector workload should not be assumed to apply to every private business.
The South African Government’s National Data and Cloud Policy is dated 31 May 2024; check its text alongside applicable legislation and current sector requirements. In a speech on 18 June 2021, then Minister of Communications and Digital Technologies Stella Ndabeni-Abrahams said that Critical Information Infrastructure data should be stored within South Africa’s borders. In the next sentence, she said: “Kindly also note that there is no intention to force the private sector to store their data in the High-Performance Computing Data Processing Centre.” That statement provides context, not a substitute for checking current requirements for your workload.
Verify the facility and the provider’s operating model
A data center is both a physical site and a service relationship. Assess the specific facility and the provider’s controls, evidence, capacity, and responsibilities rather than relying on a general description or a list of certificate names.

- Operations: Ask who handles monitoring, patching, privileged access, incident response, capacity planning, and maintenance notices; check support coverage and escalation paths.
- Third parties: Identify subcontractors and the services they perform, including any access to data or systems.
- Accountability: Assign each security control and migration task to your organization, the provider, or another party. Agree how performance is measured, what evidence you can inspect, and what remedies apply if commitments are missed.
SARB banking guidance calls for due diligence proportionate to data criticality, third-party assurance and security requirements, and explicit continuity responsibilities. Public procurement specifications also illustrate the value of requesting disclosed data locations, certifications, and security attestations.
Measure connectivity and workload performance
Do not infer application performance from a facility’s location or advertised capacity. Establish a baseline for the actual workload and test a representative load at the destination against the response times and resource levels the business needs.
- Map network paths, bandwidth, latency, DNS, IP addressing, routing, firewalls, VPN or private connectivity, identity services, external APIs, and integrations.
- Measure current CPU, memory, storage throughput and IOPS, network use, application response, peak demand, and expected growth.
- Estimate how much data must move and how long the initial transfer and any synchronization window will take.
- Test destination performance with representative and peak workloads, not just an idle system or a provider’s generic capacity figures.
For a hybrid or cloud-integrated design, check whether dedicated links to the named hyperscaler are available, their capacity and resilience, who operates them, and how connectivity fails over. Dedicated hyperscaler connectivity was requested in an Auditor-General South Africa (AGSA) IaaS procurement because integration or data transfer was in scope; it is not automatically necessary for every migration.

Agree on security, backup, and recovery before cutover
Set recovery targets by workload and business impact. Define a recovery time objective (RTO)—how long a service can be unavailable—and a recovery point objective (RPO)—how much recent data loss is tolerable. Agree what the provider is responsible for achieving and what remains your responsibility.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Agree encryption in transit and at rest, key custody and recovery, identity integration, least privilege, administrator MFA, logging, monitoring, vulnerability management, and network segmentation.
- Define incident notification, decision-making roles, escalation, failover triggers, and communications.
- Protect backups from production credentials and routine deletion paths. Set retention, immutability, recovery priority, and authority to initiate a restore.
- Check that backup copies and replicas meet the same applicable residency and access requirements as production data.
- Keep an alternative recovery route for a situation in which the provider or primary site is unavailable.
A successful backup job does not prove that an application can be recovered. Rehearse migration, restore data into an isolated environment, simulate disaster recovery, and test failover and failback. Verify that the application works and restored data is readable and intact.
Procurement examples show why recovery targets and test schedules must be workload-specific. The National Lotteries Commission’s NLC2026-002 procurement document, dated 2026, lists a business-critical workload RTO of 1–3 hours and RPO of 15 minutes–1 hour, alongside less stringent ranges for other workload classes; it requires failover tests twice a year and backup/restoration tests quarterly. These are that procurement’s assumptions, not national benchmarks or universal legal requirements. AGSA procurement clarification AGSA13/2023 required its disaster-recovery site to be at least 100 km from the primary data center and called for simulated DR testing without production impact and two formal tests per year. That separation distance is also procurement-specific, not a statutory minimum.

Plan the migration, rollback, and exit
Before production cutover, document the sequence, owners, dependencies, validation criteria, and decision points. Set a rollback threshold and keep the previous environment or another recovery option available until the migrated service has passed its agreed checks. Define who can call off a cutover or initiate recovery and how users and dependent teams will be informed.
Make portability part of the contract, not a task to consider after a dispute or service termination. Specify data ownership and rights, export formats, documentation, access to logs and audit evidence, transition support, costs, time limits, return or transfer arrangements, and deletion certification. Test export and import or recovery portability while you can still obtain provider assistance. Confirm that the data can be returned in usable, readable form without a provider-specific integration that disappears when the contract ends. SARB guidance asks banks to preserve data in usable, readable, portable form and plan the hardware, software, and procedures needed to move to another provider or back in-house.

Use a go/no-go check for each workload
Do not make a single pass/fail decision for an entire estate if workloads have different data, performance, and recovery needs. Approve each move only when its owner can answer these questions with evidence:
Quick Recap
- Are the workload’s dependencies, data classification, volumes, and business owner documented?
- Have legal and compliance owners identified the applicable residency, sector, public-sector, and contractual obligations?
- Are the exact facility locations, provider controls, assurance evidence, subcontractors, and responsibilities acceptable?
- Have connectivity, representative performance, migration timing, and capacity been tested against workload requirements?
- Are RTO and RPO agreed, and have restore, failover, failback, and data-integrity checks been demonstrated?
- Can the organization retrieve, read, restore, or transfer its data and exit the service on documented terms?
