USDA Section 502 Guaranteed loans may offer eligible borrowers 100% financing on a primary residence in an eligible rural area. FHA-insured purchase loans allow down payments as low as 3.5% and are available for 1–4 unit properties. Which fits better depends on USDA income and location limits, property eligibility, insurance costs, lender terms, and the cash you need to close.

USDA home loans vs. FHA loans

This is a first-pass comparison of two different loan programs, not a full underwriting guide. USDA’s Section 502 Guaranteed program is designed for eligible low- and moderate-income households buying or building a primary home in an eligible rural area. FHA-insured purchase loans have no USDA rural-location gate, but borrowers and properties must still meet FHA rules, loan limits, and lender requirements.

Comparison USDA Section 502 Guaranteed FHA-insured purchase loan
Location The home must be in an eligible rural area. Online map results are preliminary; Rural Development makes the final determination after a complete application. USDA eligibility portal HUD describes FHA purchase loans for 1–4 unit properties. Confirm FHA eligibility and the applicable county loan limit; the USDA rural-location test does not apply simply because a loan is FHA-insured. HUD FHA Loans
Income Household income may not exceed 115% of area median household income for this program. Limits depend on household and location. USDA Section 502 Guaranteed Loan Program The cited HUD borrower page does not state a comparable area-median income ceiling. FHA borrowers remain subject to underwriting and loan-limit constraints. HUD FHA Loans
Down payment USDA says eligible borrowers may receive 100% financing. This does not eliminate closing costs or other cash-to-close needs. USDA Section 502 Guaranteed Loan Program HUD says the down payment can be as low as 3.5% of the purchase price. The minimum is not a promise of approval or the full amount due at closing. HUD FHA Loans
Occupancy and property Must be a primary residence. USDA lists detached and attached homes, planned unit developments, condominiums, modular homes, and manufactured homes, subject to program rules; income-producing property is not eligible. USDA Section 502 Guaranteed Loan Program HUD’s borrower page describes 1–4 unit properties. Detailed property and case rules are in HUD Handbook 4000.1 and lender underwriting; they are not the USDA rules. HUD SFH Handbook 4000.1
Mortgage insurance or program fees The program has guarantee and annual fee provisions. Verify current amounts with USDA’s fee schedule and the lender; the cited source does not establish current Single Family Guaranteed fee figures. USDA directives and fee resources Most FHA single-family programs charge upfront mortgage insurance premium (MIP); annual MIP is paid monthly. Rate and duration depend on loan term, base loan amount, and loan-to-value ratio. HUD mortgage insurance premiums
Application route Apply through a USDA-approved lender. USDA Section 502 Guaranteed Loan Program Use an FHA lender; HUD also points borrowers to housing counselors. HUD FHA Loans

USDA vs FHA: which is better?

Neither program is universally cheaper or easier to qualify for. USDA may be a strong fit when the household meets the income limit, the address is eligible, and 100% financing helps preserve cash. FHA may be a better fit when the home or household does not meet USDA’s gates and the borrower can meet FHA’s down-payment, underwriting, and property rules.

Compare written Loan Estimates rather than headline down-payment claims. Ask lenders to price both routes, if you qualify for both, using the same purchase price, loan term, rate-lock period, property taxes, homeowners insurance, and estimated closing date. Compare cash to close, monthly payment including mortgage insurance or guarantee fees, and total payments over the period you expect to keep the loan. Treat refinancing assumptions separately.

  • Include interest rate, lender charges, taxes, homeowners insurance, applicable program fees, and prepaid costs in the comparison.
  • Ask how insurance or guarantee fees affect both monthly payment and total cost.
  • Verify current fee schedules and FHA premium rules rather than relying on an undated estimate.

Can I get a USDA loan if I make too much?

The Section 502 Guaranteed program’s household-income ceiling is 115% of area median household income. The applicable limit varies by location and household, so check the official USDA eligibility portal rather than applying a single national dollar figure. USDA also lists qualifying citizenship or immigration statuses, primary-residence occupancy, and the borrower’s ability and willingness to manage debt as program considerations. The program page says there is no set credit score requirement, but a lender still underwrites repayment ability.

If your household exceeds the applicable USDA limit, that rules out this USDA program based on income; it does not by itself establish whether you qualify for FHA. FHA eligibility still depends on the lender’s underwriting, the property, and applicable loan limits.

Does my house qualify for a USDA loan?

Check the specific address using USDA’s online property eligibility tool, but treat the result as preliminary. USDA states: “Final determination of property eligibility must be made by Rural Development upon receipt of a complete application.” The home must be in an eligible rural area and serve as your primary residence.

USDA lists detached and attached homes, planned unit developments, condominiums, modular homes, and manufactured homes among eligible categories. Program-level rules also allow certain purchase-related repairs and rehabilitation, and do not set a fixed acreage limit, though acreage should be common for the area. The property cannot be income-producing. The lender and USDA determine whether a particular home and transaction meet the requirements.

For an FHA purchase, consult the current HUD Handbook 4000.1 and your lender’s appraisal and underwriting requirements. HUD’s handbook landing page reports an update dated August 12, 2026; property-condition and case details should be checked against the applicable current provisions.

How much do I need down for an FHA loan?

HUD says the minimum down payment can be as low as 3.5% of the purchase price. That is a minimum investment rule, not a guarantee that a borrower will be approved or the complete amount needed at closing. Closing costs, prepaid items, lender requirements, and transaction details can increase the cash required.

Do USDA loans have mortgage insurance?

USDA Guaranteed loans have program guarantee and annual fee provisions, while FHA single-family loans generally have upfront MIP and annual MIP paid monthly. The current USDA Single Family Guaranteed fee amounts and an applicable borrower-specific FHA MIP rate are not established here, so request the figures in a lender estimate and verify the current official schedules before comparing payments.

  2. Contact lenders that originate the program or programs you are considering. USDA directs applicants to approved lenders; HUD provides an FHA lender route.
  3. Request written, comparable Loan Estimates based on the same home price, loan term, rate-lock period, taxes, insurance, and closing date.
