You also need records that let you reconstruct what it did and a way to stop or revoke its access if something goes wrong. NIST is developing practical guidance in this area; its current work is not a finished universal checklist.
Start by defining the agent’s job and access boundary
Write down the agent’s approved purpose before granting access. Name the business owner, the applications and data it needs, the actions it may take, and the systems or users that fall outside its remit. An agent that can read a mailbox, ticket queue, or shared drive may encounter sensitive material even if its assigned task sounds narrow.

Map each connection separately: an agent’s ability to read a record does not automatically justify permission to change, share, delete, or submit it. Revisit the boundary when you add a tool, data source, or workflow, because combining information from multiple sources can change what the agent can infer or expose. NIST’s concept paper identifies least privilege, data sensitivity, and changing authorization context as open design questions, rather than prescribing one universal model (NIST NCCoE concept paper, February 5, 2026).

Decide how the agent appears in your identity architecture. It may have a distinct service identity, use a person’s delegated authority, or use both in different circumstances. Whichever pattern you choose, an owner should be accountable for it, and the identity should be distinguishable in application records from an ordinary user or an unidentified integration.

Document how the agent authenticates and how credentials are issued, protected, updated or rotated, and revoked. Treat access tokens and assertions as security-sensitive credentials: verify which systems issue and validate them, where signing keys are controlled, and how expired or compromised credentials are invalidated. NIST’s September 15, 2026 token recommendations cover key management, token verification and lifecycle controls, and protection of SSO, federation, and API access for agencies and cloud service providers. They are relevant credential guidance, not a complete agent-specific authorization design (NIST token and assertion recommendations).
- Record the agent’s name, owner, purpose, operating boundary, and identity metadata.
- Specify the authentication method and credential issuance, update or rotation, expiration, and revocation process.
- Know who can suspend credentials and how quickly the connected apps will stop accepting them.
Decide which permissions it needs—and whose authority it uses
Inventory every connected application, resource, and action. Grant only the permissions required for approved tasks, with the narrowest useful scope. For each operation, state whether the agent acts under its own identity or on behalf of a person, and what evidence links that specific operation to the person’s authority when delegation is involved.
Do not treat a user’s broad access as a reason to give an agent the same broad reach. Define which user, task, resource, and context allow delegated access; determine what happens when that user’s access changes; and consider whether a new tool or data source alters the sensitivity of the agent’s possible outputs. NIST’s concept paper raises these questions about delegation, proof of authority, and dynamic authorization as design challenges for the project (NIST NCCoE concept paper).

Set an approval boundary for actions
Classify actions by their effect, not just by the application that exposes them. A useful starting point is to separate read-only retrieval, reversible changes, and actions with external, financial, production, or other significant consequences. Decide which category may run automatically, what safeguards or limits apply, and where a human must approve before execution. The organization must set those boundaries for its own risks; this is a decision framework, not a universal rule that every action in one category is safe to automate.
| Action class | Questions to settle before access |
|---|---|
| Read-only retrieval | Which records may be read? Are sensitive fields excluded or masked? Can retrieved content be sent to another system or user? |
| Reversible change | What change can the agent make, how can it be undone, and what limits or confirmation steps apply? |
| Consequential action | Does a person need to review the exact action and its target before execution? What evidence of approval is recorded, and can the operation be stopped before it takes effect? |
For each approval step, identify who is authorized to approve, what information they see, and whether approval applies to one action or a broader task. NIST’s concept paper explicitly treats human-in-the-loop authorization and delegated authority as areas for design and implementation work, not as settled guarantees.
Test for prompt injection and unintended actions
An agent can encounter instructions in content it retrieves from email, documents, web pages, tickets, or other connected systems. That content may be hostile even when the application that stores it is trusted. Test whether embedded instructions can redirect the agent, trigger tool calls, expose data, or alter records beyond the user’s request. NIST’s January 17, 2025 technical blog described agent hijacking as indirect prompt injection in which malicious instructions are embedded in data an agent may ingest and can lead to unintended harmful actions; the dated statement does not establish how prevalent such incidents are today (NIST CAISI technical blog).

NIST’s January 12, 2026 request for information also identifies insecure models and harmful agent behavior that can occur without adversarial input, and asks about interventions to constrain and monitor agent access (NIST CAISI request for information). Treat this as a reason to test both maliciously influenced behavior and ordinary failure modes, not as a claim that any specific integration has been tested.
- Use representative connected content, including deliberately hostile instructions, in a controlled test environment.
- Check whether content can cause the agent to invoke tools or change data outside the user’s intended task.
- Restrict tools and actions so that a bad instruction cannot become an unrestricted change.
- Re-run relevant tests when models, prompts, tools, connected sources, or permissions change.
Make actions reconstructable and establish response steps
Decide what evidence an investigator would need to understand an event. Depending on the workflow, records may need to show the agent identity, the person or authority behind a delegated action, the task context, tools invoked, resources accessed, approvals, and resulting changes. Protect the records and assess their integrity; do not call logs tamper-proof unless the implementation demonstrates that property.

Assign responsibility for reviewing activity and escalating unexpected behavior. Write down how to halt the agent, disable a connection, revoke credentials, and investigate affected records. NIST’s concept paper raises auditable actions and intent, verifiable logging, non-repudiation, and the ability to bind actions back to human authorization as questions for the emerging project—not as solved guarantees.

Before granting access, ask the application or agent owner to demonstrate how the design handles each area below. These are evaluation questions derived from NIST’s identity, authorization, credential, and agent-security work; they are not a tested vendor scorecard.
| Area | Evidence to request |
|---|---|
| Identity | A clear agent identity and accountable owner, plus a defined identity and credential lifecycle. |
| Permission scope | Application-, resource-, and action-level controls that support least privilege and can be reviewed when context or connected data changes. |
| Delegation and approvals | A way to distinguish the agent’s own authority from a person’s delegated authority, and a defined human approval boundary. |
| Credential protection | Documented authentication, token or assertion validation, key handling, and revocation processes relevant to the integration. |
| Audit evidence | Records that let reviewers connect actions and results to the agent, task, authority, and approvals. |
| Failure containment | Controls to constrain tool use, monitor activity, stop execution, and revoke access when behavior is suspicious. |
Account for guidance that is still developing
NIST published its concept paper on agent identity and authorization on February 5, 2026, and announced its AI Agent Standards Initiative on February 17, 2026. Its NCCoE project page and resource hub describe ongoing work toward practical identity and authorization guidance, rather than a completed universal standard (NCCoE project page; project resource hub; NIST initiative announcement).
Best Value
The NCCoE describes the motivation for its work this way:
“With the advancement of software and AI agents—systems that have the capability for autonomous decision-making and taking action to operate with limited human supervision to achieve complex goals—the scale and range of actions taken by these systems has the potential to increase exponentially.”
NIST’s May 18, 2026 analysis of responses to its RFI says respondents widely agreed that agent security presents novel risks and that established cybersecurity practices may need adaptation. That is a summary of participant views, not a measured incident rate (NIST analysis of RFI responses).
