In the Department for Work and Pensions (DWP) privileged-access model, Tier 1 access means administrative control over critical business data, applications and cloud services—systems whose compromise can cause widespread disruption. “Tier 1” is not a universal standard, however: the Federal Select Agent Program (FSAP) uses the same label for a separate regulated category involving select agents and toxins.
What does Tier 1 access mean in cybersecurity?
In DWP’s privileged-user framework, the tier reflects the potential impact of the asset a person can manage, not that person’s job title. The policy states: “Privilege criticality is determined by the impact of the asset managed, rather than the job title.” The policy page does not expose a publication date, so organizations making operational or compliance decisions should check its current text.

Tier 1 covers administrative control over critical business data, applications and cloud services. A compromised Tier 1 account could cause widespread disruption, which is why the DWP model calls for strong safeguards around these accounts.
How does Tier 1 compare with Tier 0, Tier 2 and Tier 3?
These are levels in DWP’s own privileged-access model, not universal labels. The tiers distinguish the criticality of the systems and functions an account can control.
#1 Best Overall
| Tier | Meaning in the DWP model |
|---|---|
| Tier 0 | Control of the identity root of trust. |
| Tier 1 | Control over critical business data, applications and cloud services. |
| Tier 2 | Support infrastructure. |
| Tier 3 | Constrained functions. |
Do not assume that a Tier 1 account in another organization or product has the same reach as DWP Tier 1. A tier number only has meaning within the framework that defines it.
Who should have Tier 1 access?
Under the DWP approach, access should be granted to people with a documented business need and approved through the appropriate process. The role itself does not determine the tier: an account’s privileges are critical because of the assets it can manage. Access should be time-limited and removed when no longer required, with rights reviewed regularly.

What safeguards does the DWP policy require?
The DWP policy describes controls for privileged access that assess identity, context and access requirements. Its requirements include documented approval, strong multi-factor authentication, lifecycle management, and logging and monitoring of privileged activity.
- Use privileged access workstations for Tier 0 and Tier 1 administrative activities, separated physically or logically from routine productivity work.
- Use secure intermediaries, such as bastion or jump hosts, for Tier 2 and Tier 3 work.
- Do not allow lower-level users to modify or reset credentials for higher-level accounts.
- Review access rights regularly and remove access when the business need ends.
These controls describe DWP’s policy; other organizations may define different requirements. Privileged access management software may help administer approvals, time limits, MFA and monitoring, but the policy does not endorse a specific product or establish that using one alone meets its requirements.

Does Tier 1 mean something different in the Federal Select Agent Program?
Yes. In FSAP, Tier 1 concerns access or the ability to access Tier 1 select agents or toxins. The guidance also identifies certain related handling activities involving inoculated animals, plant hosts or contaminated hazardous waste. This is a regulatory and personnel-security category, not an IT privilege tier. FSAP materials connect the status to additional personnel security and suitability-assessment requirements.
The cited FSAP Form 1 identifies itself as version 1.6, dated January 18, 2017, and tells users to verify they have the current version. Check current FSAP materials before making operational decisions.

Why does the framework matter?
Several unrelated systems use “Tier 1” for different purposes. For example, a vendor’s service terms may use it as a support-plan label, while a practitioner-proposed Microsoft Entra role model uses it for certain administrative write capabilities and control of major cloud service components. That Entra proposal is not an official Microsoft definition. Neither example makes its Tier 1 equivalent to DWP’s or FSAP’s.

When evaluating a tier label, identify who defines it, what the tier covers, what harm misuse could cause, and which approvals or safeguards apply. Never map tier numbers one-to-one across unrelated frameworks.
