The University of Michigan Consumer Sentiment Index is a survey-based gauge of how U.S. households view their own finances, present economic conditions, future prospects and the timing of major purchases. It measures reported attitudes and expectations—not a count of what consumers actually spent.
Read the headline together with the Index of Current Economic Conditions and the Index of Consumer Expectations. Then check the survey month, whether the release is preliminary or final, and the underlying questions on finances, the economy, buying conditions, inflation, unemployment, interest rates and economic policy.

What the University of Michigan Consumer Sentiment Index measures
The Surveys of Consumers ask households how their financial position has changed, what they expect for their income and finances, how they view the national economy and whether current conditions favor large purchases. The headline Index of Consumer Sentiment condenses selected answers into one summary measure of changing attitudes.
The survey covers three broad areas:
- Personal finances: respondents report past and expected changes in their family finances and expected income.
- Business and economic conditions: respondents assess the national economy over the next year and the next five years.
- Buying conditions: respondents say whether it is a favorable time to buy large household durables, vehicles and homes.
Additional questions ask about expected inflation, unemployment, interest rates and confidence in government economic policy. Those answers add context to the headline but are not interchangeable with it.

Personal finances and income expectations
Questions about a household’s own finances distinguish personal experience from views about the wider economy. A respondent may say that family finances have worsened even while expecting national conditions to improve, or may feel secure personally while becoming more pessimistic about the economy. Keeping those perspectives separate helps explain why a headline can move without every component moving in the same direction.
Views of the national economy
The survey asks about the economy’s prospects over a near-term, one-year horizon and a longer, five-year horizon. These are expectations, not forecasts produced by a statistical model. They show how respondents interpret the information available to them and how confident they are about the path ahead.
Buying conditions for major commitments
Households are asked whether conditions favor buying large durables, vehicles and homes. Answers can reflect prices, financing costs, income security and the perceived value of waiting. A favorable buying assessment does not prove that a purchase occurred; it indicates that respondents see the timing as acceptable.
How the survey is conducted
The University of Michigan Survey Research Center has conducted the Surveys of Consumers since their founding by George Katona in 1946. The program was quarterly through 1977 and has been monthly since then, so very long historical comparisons must acknowledge that change in frequency.
The University of Michigan’s 2025 survey description says each monthly survey contains approximately 50 core questions, with each question tracking a different aspect of consumer attitudes and expectations. About 1,000 interviews are conducted each month. Postal-address-based recruitment is used, and the sample is designed to represent American households except those in Alaska and Hawaii.

The ICPSR collection description characterizes the design as a national sample of dwelling units selected by area-probability sampling and representative of the adult population of the United States, subject to the stated geographic exclusion. As with any sample survey, the results summarize responses from interviewed households rather than every household individually.
Preliminary and final releases
A preliminary reading is published around the middle of the month. A final reading appears at the end of that month and can replace the preliminary value. Always identify both the month and the release vintage when quoting a number. Saying that “the March index” rose without stating whether the figure was preliminary or final can make two otherwise accurate reports appear to disagree.

| Reading | What it summarizes | Question it helps answer |
|---|---|---|
| Index of Consumer Sentiment | Selected questions about household finances, economic conditions, expectations and buying attitudes. | How favorable are consumers’ overall reported views compared with the index’s recent readings? |
| Index of Current Economic Conditions | Assessments of present personal and economic conditions, including whether major purchases are currently well timed. | How do households say conditions feel right now? |
| Index of Consumer Expectations | Views of household financial prospects, the economy over the next year and the economy over the next five years. | How do households say the outlook is changing? |
The University of Michigan publishes separate tables for the headline index, its components and expected-inflation measures. Use like-for-like comparisons: compare the headline with another headline reading, current conditions with current conditions and expectations with expectations.
Why the split matters
Current conditions and expectations can diverge. If expectations decline while current conditions remain steady, respondents are expressing a darker outlook without necessarily reporting an immediate deterioration in their finances. If current conditions decline while expectations hold up, present experience is weakening even though households remain relatively hopeful about the future. Those descriptions follow the component structure; they do not establish that the index mechanically predicts a particular economic event.
How the headline index is calculated
The headline is a summary measure built from selected survey questions. The complete monthly questionnaire contains substantially more information than the headline, including open-ended answers in which respondents explain why they hold their views. The published tables show the headline, the two subindexes and related measures, but the material available here does not specify a full weighting formula that readers can reproduce from the questionnaire alone.

That distinction is important. The index is not an average of household spending, a transaction count or a direct measure of income. It is an aggregation of answers about perceived financial conditions, economic prospects and purchase timing. A change means that the balance of reported answers to the selected questions became more favorable or less favorable than before.
Do these 3 things before closing this tab:

- Recruit and interview households. The monthly sample is drawn through postal-address-based recruitment and is intended to represent U.S. households other than those in Alaska and Hawaii.
- Collect core and supplemental answers. Approximately 50 core questions cover personal finances, business conditions, buying conditions and expectations. Other questions probe inflation, unemployment, interest rates and policy confidence.
- Compile the selected index questions. Answers to the questions used for the headline are combined into the Index of Consumer Sentiment. Related answers are organized into the current-conditions and expectations subindexes.
- Release a preliminary estimate. A mid-month publication provides the first reading for that month.
- Publish the final estimate. The end-of-month release incorporates the completed monthly process and may revise the preliminary value.
How to read a monthly release step by step
- Write down the exact vintage. Record the month and whether the number is preliminary or final. Do not mix a preliminary current-month figure with a final prior-month figure without labeling both.
- Start with the direction of change. A rising reading means respondents gave more favorable answers to the questions used in that index; a falling reading means more unfavorable answers.
- Check both subindexes. Determine whether the move came mainly from current conditions, expectations or both. The headline alone cannot tell you which part of sentiment changed.
- Inspect the component questions. Look at family finances, expected income, the one-year and five-year economic outlook, buying conditions, expected inflation, unemployment, interest rates and policy confidence.
- Compare the same measure across time. Use headline-to-headline, current-to-current and expectations-to-expectations comparisons. A headline change is not directly comparable with a change in the expectations index.
- Describe the result narrowly. Say that households reported more or less favorable views. Do not convert the result into a claim that spending, gross domestic product, inflation or employment definitely rose or fell.
- Recheck after the final release. If you first reported a preliminary value, update the number and label when the final reading is published.
What a rising or falling reading can mean
A higher reading indicates more favorable responses to the selected questions; a lower reading indicates less favorable responses. The meaning depends on which subindex and component moved.
| Pattern | Reader-facing interpretation | What it does not prove |
|---|---|---|
| Headline rises; current conditions and expectations both rise | Households are reporting a broad improvement in present assessments and the outlook. | That consumer spending has already increased by a specific amount. |
| Expectations fall; current conditions are steady | The outlook has deteriorated while reported present conditions have not materially changed. | That a recession or another specific outcome is certain. |
| Current conditions fall; expectations hold up | Immediate experience has weakened even though respondents remain comparatively hopeful about the future. | That future income or output will definitely improve. |
| Buying conditions fall while other measures are stable | Households see major purchases as less attractive or less affordable at that time. | That purchases stopped or that every household postponed a transaction. |
| Inflation expectations rise while sentiment falls | Greater concern about future prices may be contributing to weaker attitudes. | That the survey measured the official inflation rate. |
Why economists watch purchase attitudes
The survey’s economic logic is that optimism can support large purchases and new debt commitments, while uncertainty can lead households to delay spending and rebuild savings. Homes, vehicles, household durables, borrowing decisions and financial-asset choices can affect the wider economy when many households act in the same direction. The index therefore offers information about a possible channel from attitudes to behavior, but it is not a ledger of completed transactions and does not establish causation by itself.
How the extra questions add context
Expected inflation
Expected-inflation questions show what respondents think prices may do in the future. They can help explain a change in buying attitudes: a household that expects prices or financing costs to rise may alter the timing of a vehicle, home or durable-goods purchase. These expectations should not be labeled the same as a measured inflation rate.
Unemployment and interest rates
Questions about unemployment and interest rates capture how households perceive labor-market and borrowing conditions. A person may report stable family finances but become less willing to commit to a major purchase if they expect joblessness or borrowing costs to rise.

Confidence in government economic policy
Policy-confidence answers identify whether respondents view economic policy as helping or hindering prospects. They are an attitude measure and should not be presented as an independent assessment of policy effectiveness.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to avoid them
- Calling it a spending index. The sentiment measure records answers about perceptions and expectations. Use actual spending data when the question is how much households bought.
- Treating it as GDP, inflation or employment. None of those is measured directly by the headline index.
- Quoting an unlabeled month. Include the month and the preliminary or final status every time.
- Mixing unlike series. Do not compare a current-conditions reading with an expectations reading as though they were the same measure.
- Ignoring the component questions. A headline move can hide a split between present experience, future expectations and purchase timing.
- Assuming a survey answer is a transaction. Saying that a purchase is a good idea is different from making the purchase.
- Overstating historical comparisons. The survey was quarterly through 1977 and monthly thereafter. A comparison across that break should state the frequency change.
- Forgetting the sample’s geography. The published sample is designed to represent American households except those in Alaska and Hawaii.
- Confusing preliminary revisions with a contradiction. A final value can replace a preliminary value for the same month; report the vintage rather than presenting both as simultaneous estimates.
Illustrative ways to explain a release
The following examples show wording, not actual readings. Replace the illustrative directions with the published values for the month you are covering.
Outlook weakens before current conditions
“The headline declined because expectations weakened while the current-conditions index was little changed. Respondents therefore reported a darker view of the next year or longer-term economy, not necessarily an immediate collapse in their present finances.” This statement stays within what the component structure can show.
Present experience worsens first
“Current conditions fell while expectations were broadly stable. Households described less favorable conditions now, even as their forward-looking answers remained comparatively resilient.” It does not claim that future growth is guaranteed.

Buying attitudes deteriorate
“Respondents became less positive about the timing of major purchases. The change may reflect concerns about prices, income, interest rates or job security; the separate component answers are needed to identify which concerns were most prominent.”

Release timing, tables and data access
The University of Michigan publishes a preliminary release in the middle of each month and a final release at the end. Its published tables separate the headline index, the two component indexes and expected-inflation measures, allowing readers to trace a headline change to more specific answers.
The official FAQ says the public site is updated after an embargo that ends four weeks after the month’s final release. It directs prospective subscribers who need additional data or reports to contact the survey team. That timing means a reader looking for the newest public historical table should check which final release has cleared the stated embargo, rather than assuming every preliminary result is already included.
What the index can—and cannot—tell you
It can tell you how surveyed U.S. households report their financial situation, how they view present economic conditions, whether they expect the economy to improve or weaken over near- and long-term horizons, and whether major purchases appear well timed to them. It can also show how concerns about inflation, unemployment, interest rates and policy confidence change alongside those views.
It cannot tell you exactly how much households spent, what national output did, what the official inflation rate was, how many people were employed or what every household believes. It is best used as a timely measure of perceived conditions and expectations, read with its month, release status, subindexes and component questions attached.
