What the Dark Web Is—and What Tor Can and Can’t Hide

The dark web is not the deep web, and Tor is not a guarantee of safety or anonymity. Here is what onion services provide—and where their protections end.

The dark web is a small, deliberately hidden part of the internet—not the same thing as the deep web, and not a place where Tor makes every user or website untraceable. Tor can conceal a user’s network location from an onion service and provide encrypted, authenticated connections to it. It cannot make a site honest, protect a compromised device, or guarantee anonymity against every threat.

Deep web, dark web, and onion services are different things

The deep web is content ordinary search engines do not index, such as private account pages, subscription databases, and other material behind access controls. It is not inherently secret or suspicious. The FBI’s primer on darknet marketplaces distinguishes this broad category from the dark web.

The dark web generally refers to services reached through special overlay networks rather than through the ordinary web alone. Tor is one such network; I2P is another, as described in the Congressional Research Service’s 2024 overview of the dark web.

A Tor onion service is a service reachable only through Tor, typically using an address ending in .onion. An onion address is not simply a conventional website with a hidden link: Tor’s protocol provides a way for the service and visitor to connect through the network.

What Tor provides when you visit an onion service

Tor routes traffic through relays so the destination has a harder time learning the visitor’s network location. For onion services, Tor uses rendezvous circuits: both the visitor and service establish circuits, and neither needs to reveal its network location to the other. Tor’s onion-service overview describes three relevant properties: location hiding, end-to-end authentication, and end-to-end encryption.

Those are properties of the connection and protocol, not a seal of approval for the content. Authentication helps establish that the onion address corresponds to the service reached; encryption protects traffic in transit between the endpoints. Neither proves that the operator is trustworthy or that the device at either end is secure.

Tor’s cryptographic-key explanation says circuit keys are discarded when a circuit ends. It also notes that, as of 2025, Tor has nine directory authorities. These details describe aspects of the network’s design; they do not establish that deanonymization is impossible.

What Tor does not guarantee

“Harder to link” is not the same as “impossible to identify.” Tor’s network protections do not cover every way a person, website, or device can expose information. A user can disclose identifying details directly, an endpoint can be compromised, or a service can be deceptive. Tor’s protocol cannot make unsafe behavior or untrusted software safe.

  • It does not certify a site. An onion address can lead to legitimate material, illegal activity, fraud, or a service that disappears.
  • It does not protect an insecure endpoint. Network encryption does not prevent malware, account compromise, or information a user chooses to submit.
  • It is not a universal anonymity guarantee. The protection a user gets depends on the threat and on behavior beyond the network protocol.

So, “Is Tor still safe to use?” has no one-size-fits-all answer. Tor’s documented protocol features can improve privacy, but they are not a promise of safety for every site, device, or user.

Criminal markets are documented, but they are not the whole dark web

Hidden services have been used for illicit marketplaces, and law-enforcement agencies have pursued them. The FBI’s primer recounts historical enforcement activity, while the U.S. Department of Justice Office of the Inspector General examined the FBI’s strategy and efforts to disrupt illegal dark-web activity in its 2021 audit. These records establish that criminal activity exists; they do not establish that all dark-web services are criminal.

Europol’s IOCTA 2024 says recurring takedowns of forums and marketplaces have shortened the lifecycles of criminal sites. That points to instability in this illicit ecosystem, not to a reliable directory or a claim that every site is fraudulent.

Tor and onion services also have legitimate privacy and censorship-resistance uses. The same location-hiding and encryption features can matter to people who need to communicate or publish without exposing a conventional network location. The technology’s use does not determine whether particular content or conduct is lawful.

Tor users are not the same as dark-web visitors

The Congressional Research Service, citing Tor Project metrics, reported a mean of 430,054 daily Tor users in the United States during the first ten months of 2024. That was 13.7% of the worldwide mean daily Tor-user total. These are estimates of Tor users—not a count of dark-web visitors—and they are not a current 2026 measurement.

Finding an onion address is not a trust check

An onion address is specific to a service. There is no basis here for claiming that a tool can reliably find an onion address for any ordinary website, or that a directory is complete, current, or safe. Even when an address is correct, it does not tell you whether the service is legitimate or stable.

If your reason for using Tor is privacy or access to a known service, treat the address and the service as separate questions: the protocol can authenticate the onion address you connect to, but you still need to decide whether the service itself is one you trust. Do not treat search results, a directory listing, or the .onion suffix as an endorsement.
