What the CHIPS Act Means for TSMC, NVIDIA, and U.S. Chip Production

The CHIPS and Science Act is designed to make more critical semiconductor capacity economically viable in the United States—not to manufacture every chip domestically. Its combination of grants, loans, tax credits, research funding, workforce programs, and national-security rules is already reshaping TSMC’s Arizona plans and giving NVIDIA an additional U.S. manufacturing link. The policy’s success will depend on whether factories, suppliers, skilled workers, packaging capacity, and commercial demand scale together.

What the CHIPS Act actually does

The bipartisan CHIPS and Science Act provides $50 billion, according to the U.S. Department of Commerce’s 2026 program description, to revitalize semiconductor production, jobs, innovation, and national security. It is not a single subsidy check. Several policy tools work together to reduce the cost and risk of building an entire chip ecosystem.

Direct incentives for factories and equipment

The Commerce Department’s CHIPS Program Office awards direct incentives to qualifying semiconductor projects. Payments are tied to milestones such as construction, production, and commercial operation, so an announced award is not necessarily money already paid in full.

Loans and loan authority

The program can support major capital projects with proposed loans or other loan authority. Loans complement grants by helping finance the large, long-lived investments required for fabs, advanced packaging, and related facilities.

Research, packaging, and workforce programs

CHIPS funding also supports research and development, including the National Semiconductor Technology Center and advanced-packaging initiatives. Workforce programs address the technicians, engineers, operators, and construction specialists needed to run facilities at scale. A fab can be completed on schedule and still underperform if it cannot recruit enough qualified people or connect reliably to suppliers and packaging operations.

The advanced-manufacturing investment tax credit

The IRS describes a credit for qualified property placed in service in advanced-manufacturing facilities whose primary purpose is semiconductor or semiconductor-equipment manufacturing. Its current page states a 25% credit for qualified property placed in service from December 31, 2022, through December 31, 2025, and a 35% credit for property placed in service afterward under the 2025 law described on that page. Tax rules and eligibility can change, so companies must verify the applicable rate and requirements before relying on it.

National-security guardrails

Recipients accept restrictions as well as financial support. Commerce’s final guardrails rule creates a notification process for certain expansions of legacy facilities and defines a material expansion as increasing a facility’s production capacity by more than 5%. It also restricts certain transactions involving semiconductor manufacturing capacity in countries of concern. The rule is more specific than a blanket ban: it does not prohibit every foreign investment or every sale to China.

Why TSMC Arizona is the flagship example

TSMC is the clearest direct test of the policy because it operates the foundries that manufacture chips designed by companies such as NVIDIA. On November 15, 2024, Commerce finalized an award of up to $6.6 billion in direct CHIPS funding for TSMC Arizona and proposed up to $5 billion in loans.

The support is attached to more than $65 billion of planned private investment in three greenfield leading-edge fabs in the Phoenix area. Commerce said the project includes a commitment to produce TSMC’s A16 technology and is expected to create approximately 6,000 direct manufacturing jobs and more than 20,000 unique construction jobs.

What the public money changes

Leading-edge fabs require enormous upfront spending, long construction periods, specialized equipment, and a local supplier and labor base. Public incentives reduce the financial penalty of locating that capacity in the United States, where construction and operating costs can differ from established Asian manufacturing clusters. They also help make the project strategically attractive to customers that want a larger geographic mix of production.

TSMC remains the manufacturer and operator. The government is not taking ownership of the fabs or becoming a chipmaker. The award makes U.S. capacity more viable; it does not transfer control of TSMC’s production network to Washington.

Why the headline amount needs a qualification

The phrase “up to $6.6 billion” describes the maximum direct award under the agreement, not a payment made in one installment. Commerce says CHIPS funds are disbursed as the recipient reaches construction, production, and commercial milestones. A delay, cost change, or failure to meet a milestone can affect the timing and amount of money released.

“The signing of this agreement helps us to accelerate the development of the most advanced semiconductor manufacturing technology available in the U.S.,” TSMC Chairman and CEO C.C. Wei said on November 15, 2024.

What the CHIPS Act changes for NVIDIA

NVIDIA is a fabless chip designer, not the owner of a wafer-fabrication network. It relies on foundries and a broad chain of equipment, materials, packaging, assembly, testing, logistics, and software partners. That makes its benefit from CHIPS indirect but strategically important.

A U.S. manufacturing link for Blackwell

NVIDIA said the first Blackwell wafer produced on U.S. soil at TSMC’s Arizona facility represented a revival of U.S. manufacturing as Blackwell reached volume production. This is a concrete domestic manufacturing milestone, but it does not mean that all Blackwell components, packaging steps, suppliers, or finished systems are U.S.-based.

NVIDIA’s filing says the company is increasing U.S.-based manufacturing and investing in specialized equipment and processes to support domestic production. The same filing warns that expansion depends on whether the domestic manufacturing ecosystem can ramp supply to the required volume on time. In practice, a U.S. wafer source is only one part of the chain NVIDIA needs.

NVIDIA’s larger U.S. production plan

NVIDIA’s fiscal 2025 sustainability report says it is working with TSMC, Foxconn, Wistron, Amkor, and SPIL and plans to produce up to $500 billion of AI infrastructure in the United States over four years, with hundreds of thousands of American jobs. That is NVIDIA’s corporate plan with partners, not a federal CHIPS award and not a guarantee that every part will be fabricated domestically.

“TSMC is bringing NVIDIA AI and accelerated computing into the fab itself, tackling some of the world’s most complex design and manufacturing challenges with simulation, optimization and AI to improve speed, efficiency and yield for the next generation of chips,” NVIDIA founder and CEO Jensen Huang said on June 1, 2026.

  • Leading-edge logic and mature-node logic: a new facility may target a particular class of process technology rather than all logic chips.
  • Logic and memory: processor manufacturing and DRAM production use different equipment, supply chains, and economics.
  • Wafer fabrication and advanced packaging: making a wafer is different from assembling, packaging, and testing a finished processor.
  • Announced investment and operating capacity: a project must be built, equipped, qualified, and brought to volume production.
  • Nominal process node and usable yield: a facility’s advertised node does not by itself establish how many good chips it can produce at commercial yields.
  • Domestic ownership and domestic physical production: a U.S. subsidiary, foreign-owned fab, and U.S.-made wafer represent different things.
  • Public funding and total capital: a grant or loan can support a project whose private investment is much larger.

Commerce’s production projections

Category Projected U.S. share Target date Starting point cited by Commerce
Global leading-edge logic Approximately 20% 2030 Zero in 2022
Leading-edge DRAM Approximately 10% 2035 Zero before the projected buildout

These figures come from Commerce’s 2025 impact report and are projections, not guaranteed output. Reaching them requires factories to finish construction, secure tools and materials, hire and retain workers, achieve acceptable yields, and find enough commercial demand to run at scale.

Does the CHIPS Act make the United States self-sufficient?

No. The strategic objective is resilience and leverage rather than autarky. Semiconductors are produced through a geographically distributed system: chip design, intellectual property, wafer fabrication, specialty chemicals, lithography and other equipment, substrates, packaging, testing, logistics, and software all matter.

A larger U.S. base can reduce the consequences of a disruption in any one location and give American companies more options for critical production. It does not eliminate dependence on overseas suppliers or guarantee that every chip sold in the country is made domestically. TSMC’s Arizona fabs can be U.S.-located while TSMC, NVIDIA, and their partners continue using a global network.

The main execution risks

Construction and equipment delays

Fabs depend on specialized tools that must be installed, calibrated, and integrated. Delays in construction or equipment delivery push back production milestones and postpone the point at which public funds are fully disbursed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Workforce and operating know-how

A completed building is not a functioning high-volume fab. Operators, process engineers, maintenance specialists, and construction workers must be available in the right numbers. Workforce programs are therefore an operating requirement, not an optional add-on.

Packaging and testing bottlenecks

Advanced processors require sophisticated packaging and testing after wafer fabrication. If those steps cannot expand with front-end capacity, more U.S.-made wafers will not automatically produce more finished AI accelerators or processors.

Yield, cost, and customer demand

Commercial success depends on the proportion of wafers that become usable chips, the cost of running the facility, and whether customers commit enough orders. A project can meet a construction milestone without immediately matching the economics or volume of an established overseas site.

Policy and geopolitical trade-offs

Guardrails can limit how a recipient expands certain overseas facilities or transfers specified technologies. That can support national-security goals while reducing a company’s flexibility to allocate investment globally. The restrictions must be read by transaction and facility type; they should not be described as a universal prohibition on operating in China or elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What the policy means for Taiwan, China, and U.S. leverage

TSMC’s Arizona investment gives the United States physical access to more advanced foundry capacity while TSMC remains a Taiwan-based company with a worldwide network. The arrangement diversifies where critical wafers can be made, but it does not remove Taiwan’s importance or turn the United States into the sole source of advanced chips.

The guardrails add conditions to the public support. Recipients must notify Commerce about certain legacy-facility expansions, and material expansion is defined as more than a 5% increase in production capacity. Certain transactions involving semiconductor manufacturing capacity in countries of concern are restricted. These rules are intended to prevent public support for U.S. capacity from enabling specific forms of risky expansion elsewhere.

How to judge whether CHIPS is working

The most useful scorecard goes beyond ribbon cuttings and award totals:

  1. Capacity: Are funded fabs built, equipped, qualified, and producing at volume?
  2. Technology: Are they making the process generations and memory products promised in the agreements?
  3. Yield and competitiveness: Can they produce usable chips at commercially viable yields and costs?
  4. Ecosystem depth: Are packaging, testing, materials, equipment service, and suppliers expanding alongside wafer fabrication?
  5. Workforce: Can facilities recruit and retain the people required for continuous operation?
  6. Customer adoption: Are companies such as NVIDIA actually routing meaningful products through the new capacity?
  7. Resilience: Does the United States have more options during a disruption without pretending that every link is domestic?

The practical bottom line for TSMC and NVIDIA

TSMC is the clearest direct beneficiary: its Arizona project combines up to $6.6 billion in direct funding, proposed loans of up to $5 billion, and more than $65 billion in planned private investment. NVIDIA benefits as a major customer because that capacity adds a U.S. manufacturing option, illustrated by the first Blackwell wafer produced at TSMC Arizona. Neither development makes the entire semiconductor supply chain American.

The Act’s real test is whether public incentives create durable, commercially competitive capacity across fabs, packaging, suppliers, research, and labor. If they do, the United States will hold a larger share of strategically important production and more leverage during disruptions. That is a resilience strategy—not a promise of complete self-sufficiency.
