What’s actually slowing this PC down?

Before choosing a model or agent framework, define the task, decide how much autonomy it actually needs, and set the limits on what the system may access or change. Then plan how to test failures, protect data, and keep people accountable for consequential actions. An agent can pursue complex goals with limited direct supervision, so its authority and oversight are core design choices—not details to add after implementation, as OpenAI’s guidance on governing agentic AI systems explains.
Does this workflow need an AI agent?
Start with the job, not the word “agent.” Write down who needs the system, what it should produce or do, and what observable result would count as success. Include unacceptable outcomes and conditions that should make it stop or ask a person for help.

Then ask whether the work genuinely requires multi-step autonomy. If a fixed sequence of rules and checks can do it, a deterministic workflow may be easier to test and control. If a person needs help interpreting or drafting but should choose the action, an assistant may fit. Use an agent when the task benefits from pursuing a goal across multiple steps without a person directing every step—and when the extra autonomy can be bounded and evaluated.

| Approach | Typical autonomy | Good fit | Key design question |
|---|---|---|---|
| Deterministic workflow | Follows predefined steps and conditions. | Tasks with stable rules, predictable inputs, and clear checks. | Can rules cover the expected cases and exceptions? |
| AI assistant | Interprets or drafts; a person decides what to do next. | Tasks where language help is useful but a person should retain control of actions. | Can the person review the output before it affects a system or someone else? |
| AI agent | Can pursue a goal through multiple steps with limited direct supervision. | Tasks that need adaptive, multi-step work and have explicit limits, review points, and recovery options. | What may it decide or do on its own, and how will people intervene? |
Compare the options by the consequences and reversibility of their actions, the sensitivity and scope of their data and tool access, how visible and interruptible their work is, and the effort required to evaluate and operate them. More autonomy is not automatically more useful: it also increases the importance of clear authority, oversight, and recovery.

What should be decided before implementation?
Define the task and its stopping conditions
Describe the user, the goal, expected output or actions, and success criteria in terms that can be checked. State what the system must not do, how it should handle missing or conflicting information, and when it should stop rather than improvise. A request such as “organize my files” can be interpreted as permission to delete duplicates or restructure folders; the Anthropic agent framework uses this kind of ambiguity to illustrate why the outcome and its limits need to be explicit.
Set authority and approval boundaries
Inventory the tools, data, identities, and side effects the system could reach. For each capability, decide whether it is available for reading, drafting, changing state, or taking an external action. Specify which actions require approval before each occurrence, which are prohibited, and what the agent should do if a tool returns an unexpected result.
- Read: Which sources may the agent inspect, and which information is out of scope?
- Draft: May it prepare a message, code change, or transaction for review without submitting it?
- Change: Which files, records, or settings may it modify, and under what limits?
- Act externally: Which actions—such as cancelling a subscription or changing a system—need a person’s approval first?
Anthropic’s framework says people should retain control over goal pursuit, particularly before high-stakes decisions. It describes approval before an agent changes code or systems in its Claude Code example, and notes that approval can be appropriate for consequential actions such as cancelling a subscription. Treat approval as a defined control point, not a general instruction to “be careful.”

Map security risks and dependencies
Threat-model the full system, not only the model: prompts, data, tools, credentials, identities, integrations, and infrastructure all matter. Consider how a failure or attack could affect confidentiality, integrity, or availability, the familiar security objectives that also apply to AI systems. NIST’s security overview describes those concerns alongside AI-specific attack surfaces and abuses. It also lists single-agent and multi-agent security overlays as work under development, not finalized agent controls.
For secure development practices across the lifecycle, NIST SP 800-218A, published in July 2024, augments SSDF 1.1 with AI-specific recommendations and tasks. It is intended for model producers, producers of systems that use models, and acquirers. Distinguish which role applies: building an application that consumes a model is not the same activity as producing the model itself.
Set privacy and retention rules
Decide what information may enter a task’s context, what may persist after it ends, who can access retained information, and which connected tools can retrieve or share it. Check for cross-task and cross-team leakage: confidential information retained for one purpose could appear in assistance for a different person or department. Anthropic’s framework discusses this privacy risk and the need to control access to connected tools.

How should an AI agent be evaluated before it is trusted?
Write evaluation cases before settling the architecture. A useful set should reflect the real task as well as the ways it can go wrong; a polished demo on a straightforward request is not enough to show that boundaries hold.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Typical requests and representative variations in phrasing or available context.
- Ambiguous, incomplete, or conflicting requests that should prompt a question or a stop.
- Tool failures, unavailable data, and unexpected tool results.
- Requests for actions outside the agent’s authority, including high-impact actions that should require approval.
- Cases where private information must not carry into another task or user’s context.
- Recovery cases: interruption, a partial change, or a result that needs correction.
Measure whether the task succeeds and whether the relevant safety properties hold: for example, whether the agent respects permissions, seeks approval at the right point, and avoids acting when it lacks necessary information. The right measures depend on the use case; the cited guidance does not establish a universal agent benchmark or a pass score that proves an agent is safe.
NIST’s AI Risk Management Framework (AI RMF) is voluntary guidance for incorporating trustworthiness into AI design, development, use, and evaluation. NIST says the framework is being revised. Treat it as an aid to risk management and engineering judgment, not as certification that an agent is safe.

How should review and operations work?
Plan how generated requirements, code, configuration, and deployment inputs will be traced to their context and checked before they affect a system. Establish peer review, security validation, automated tests, audit logging, and accountable approval gates appropriate to the consequences of the deployment. The NIST DevSecOps reference calls for reviewing generated outputs through established processes; corrective actions should not modify software, configuration, or system state without review and approval.
Define operational ownership before release: who monitors the agent, who handles escalations, and who can interrupt it? For consequential actions, plan a way to stop execution and a recovery or rollback path where one is available. Keep enough information in the audit trail to understand what the agent was asked to do, which tools it used, what it changed, and where human approval occurred—while applying the privacy and retention rules set for the system.
What is the practical decision rule?
Do not give an agent more authority than the task requires. If the goal, permissions, test cases, or human review points cannot be stated clearly, the design is not ready to rely on autonomous action. Start with the least autonomous approach that meets the need, and expand authority only where evaluation and operational controls support it.
