Safety depends on the complete robot application—not on a humanoid shape or a “collaborative” label. Before staff share space with a robot, assess its movements, software and controls, tools, payload, surrounding equipment, work area, and the tasks people may perform nearby. Then select and validate safeguards for both routine production and foreseeable abnormal situations, including setup, maintenance, fault recovery, and unexpected restart.

What should a factory assess before workers share space with a humanoid robot?

Start with the work the robot will actually do and the people who may be exposed. A robot that moves through a shared area, carries a load, or uses a tool presents a different application from a fixed robot behind a barrier. Assess the installed system and its surroundings, not just the robot’s specifications or a supplier’s general safety claims.

  • Robot and controls: intended movements, operating modes, speed and force behavior, stopping behavior, sensors, software, and foreseeable faults.
  • Tools and loads: end-effectors, workpieces, and payloads that may be sharp, hot, heavy, unstable, or capable of causing harm if dropped or pushed.
  • People and place: worker tasks, access routes, nearby machines, floor conditions, workcell boundaries, and who can enter the area.
  • Lifecycle and exceptions: production as well as teaching, programming, testing, adjustment, jam clearing, maintenance, fault recovery, and return to service.

Consider credible abnormal conditions such as unintended motion, loss of communication or power, a sensor or software fault, a dropped object, human error, and restart after a stop. The assessment should also consider foreseeable ways that people might bypass or defeat a safeguard.

Which standards and legal requirements may apply?

Industrial robot standards offer a starting point, but they do not automatically settle the requirements for every humanoid configuration. ISO published its 2025 editions of ISO 10218 in February 2025. Part 1 addresses industrial robot safety at the robot level; Part 2 addresses integration of robot applications and cells across activities such as design, commissioning, operation, and maintenance. The distinction matters: integration can introduce hazards that a robot-level specification alone does not address.

ISO 10218-1:2025 Safety requirements for industrial robots at the robot level. Its scope excludes some uses, including mobility when a robot or manipulator is integrated with a mobile platform. Applicability depends on the particular machine and use.
ISO 10218-2:2025 Safety requirements for integrating industrial robot applications and robot cells, including lifecycle activities. It also excludes some uses, including mobility when robots or manipulators are integrated with mobile platforms. Determine the applicable scope for the installation.
ISO/TS 15066:2016 Collaborative industrial robot systems and their work environment; it supplements ISO 10218 guidance. ISO reviewed and confirmed it in 2022. The 2025 ISO 10218 revisions incorporate collaborative-application material previously addressed in ISO/TS 15066, according to the European Agency for Safety and Health at Work’s OSHwiki overview.

A walking humanoid or a robot mounted on a mobile platform may raise a scope question; that does not mean every humanoid is excluded from industrial robot standards. Have a qualified person determine which standards, machinery requirements, and workplace duties apply to the specific configuration, task, sector, and jurisdiction. The sources cited here do not establish one humanoid-specific consensus standard that resolves every case.

United States requirements

OSHA states on its Robotics — Standards page: “There are currently no specific OSHA standards for the robotics industry.” OSHA also explains that national consensus standards are guidance from their originating organizations, not OSHA regulations. That does not remove employers’ duties under otherwise applicable workplace requirements. OSHA’s Technical Manual identifies examples including machine guarding, walking-working surfaces, noise exposure, and PPE hazard assessment.

How should a factory choose safeguards?

Choose protections to address the hazards identified in the application assessment. The right combination depends on the task, layout, system architecture, and how workers access the area. Possible measures include physical separation or guarding, controlled access, protective devices and safety-rated stopping functions, warning signs, and safe methods for setup or servicing.

  • Do not treat force-limiting behavior, proximity sensing, an emergency stop, a soft exterior, or a “collaborative” designation as proof that a particular installation is safe.
  • Do not assume warning signs control hazardous motion. OSHA identifies collaborative-application warning signs as a possible aid; signs communicate risk but do not replace effective safeguards, safe integration, or training.
  • Include the end-effector, tool, workpiece, and load in the assessment. A harmless-looking robot body can still present hazards through a sharp tool, hot part, or unsecured payload.
  • Set device selection and required performance from the actual hazard assessment and applicable standards—not from a universal checklist or an assumed separation distance.

How should the factory protect workers during setup, service, and recovery?

Non-routine work deserves explicit planning. OSHA identifies programming, maintenance, testing, setup, and adjustment as circumstances associated with robot accidents, including situations in which a worker enters the working envelope and unintended movement can cause injury.

  1. Define safe access: specify who may enter the work area, for what tasks, and which operating modes and controls are permitted.
  2. Control hazardous motion: establish safe stopping or isolation methods appropriate to the task, and measures to prevent unexpected restart while someone is exposed.
  3. Coordinate people: make communication responsibilities clear between operators, maintainers, and anyone authorizing a restart.
  4. Verify before production resumes: confirm the person is clear, the fault or maintenance task is resolved, and required safeguards are working before authorizing return to service.

Train affected workers to understand the application’s hazards and controls, including operating modes, restricted areas, stop devices, warning indicators, fault response, and who may authorize restart. Give staff a way to report near misses or changes in robot behavior so the assessment can be revisited. NIOSH has noted a growing knowledge gap around human-robot interaction as workplace robot types expand; that supports worker-centered deployment and ongoing evaluation, not assumptions that existing practice answers every humanoid-specific question.

How should safeguards be validated and maintained?

Check that protections work in the installed configuration and under intended operating conditions. The assessment and validation should cover access paths, stopping behavior and distance, whether people could be exposed before protective action takes effect, foreseeable bypasses, and relevant system faults. Document the assessment and the reason for the selected safeguards.

Repeat appropriate checks after changes that could affect risk, such as modifications to software, tools, payloads, layout, or operating modes. Use acceptance criteria and test procedures from the applicable standards and the manufacturer’s or integrator’s documentation. Exact values and test procedures cannot be specified without knowing the robot, task, configuration, and jurisdiction.

What should a deployment decision compare?

Before approving a deployment, compare the actual alternatives against the same application-specific questions:

  • Configuration and mobility: fixed installation versus walking or mobile platform, and whether the relevant robot standards cover the use.
  • Task and interaction: shared-space proximity, possible contact, carried loads, tools, and whether workers need to enter the work area.
  • Risk controls: separation, protective-device coverage, stopping behavior, and whether safeguards remain effective during faults and recovery.
  • Lifecycle coverage: whether protections and procedures address setup, programming, testing, maintenance, jam clearing, and decommissioning as well as production.
  • Jurisdiction and evidence: applicable regulations and adopted standards, documented assessment, validation, and worker training.
