Refresh rate is how often a phone screen updates, FPS is how many frames a game renders or presents each second, and touch sampling rate is how often the touchscreen checks for input. They describe different parts of gaming: display, game rendering and touch input. A higher number in one category does not guarantee a faster or smoother overall experience.
What does each measurement mean?
Refresh rate: how often the screen updates
Refresh rate, measured in hertz (Hz), is the number of times a display can update its image in one second. A 120 Hz mode can update up to 120 times per second, but the active rate depends on the phone’s display mode, software policy and what the app is doing. Samsung’s explanation of Galaxy refresh-rate options describes the setting from the user’s perspective.

FPS: how often the game produces frames
FPS means frames per second: the number of frames a game renders or presents each second. The game’s own settings and limits matter, as does the phone’s ability to do the work consistently. Android provides APIs for apps to communicate their intended frame rate to the platform; that intent is not a guarantee that the game will sustain it. See Android’s frame-rate guidance.

Touch sampling rate: how often the screen checks for touch
Touch sampling rate describes how frequently the touchscreen samples touch input. It is an input-side specification, not a display refresh rate or a direct measurement of how long a press takes to affect what you see. The Android materials cited here do not establish a universal definition or certification method for phone makers’ touch-sampling figures, so treat those figures as manufacturer specifications rather than standardized end-to-end latency results.

How refresh rate and FPS work together
The game, Android, the display mode, frame scheduling and the phone’s hardware all contribute to the result. Android can coordinate an app’s frame-rate intent with the display modes available on a device, but the highest advertised refresh rate is not necessarily active during play. Android advises games to account for supported refresh rates and configure frame-rate choices accordingly; adaptive-refresh behavior can also use touch as a signal for a temporary refresh-rate increase. See Android’s adaptive refresh-rate guidance and its guidance for games adapting to display refresh-rate changes.
If a game renders fewer frames than the screen refreshes, the screen may show a rendered frame more than once. Android’s example is a game running at 60 FPS on a 120 Hz display: the display updates twice for each game frame. The higher display rate does not create additional frames that the game has not rendered. Android describes this coordination in its multiple-refresh-rate documentation.

Why stable frame pacing matters
Average or peak FPS does not tell the whole story: the regularity of the time between frames affects whether motion looks smooth. Android’s 2020 example explains that a game unable to sustain 60 FPS on a 60 Hz display may need to fall to 30 FPS to maintain a regular cadence: at 60 Hz, the illustrative intervals are about 16.6 milliseconds per refresh and 33.3 milliseconds for every other refresh. These are timing values in Android’s example, not a universal rule for every phone or display mode. Read Android Developers Blog’s explanation of high-refresh-rate rendering and the Android Frame Pacing library documentation.
Does a higher touch sampling rate make a game more responsive?
Not by itself. A sampling-rate figure describes one part of the input path; it does not say how quickly a touch is processed, how the game responds, or when the resulting frame appears on screen. Those steps contribute to touch-to-display latency. Qualcomm describes its Game Quick Touch feature as intended to reduce touch-to-display latency, but that vendor description is not an independent comparative test of every phone. For a responsiveness comparison, seek device-specific evidence that measures touch-to-display response rather than relying only on the sampling-rate number. See Qualcomm’s gaming technology page.

What to check when comparing phones for a particular game
- Confirm the game’s FPS options on that phone. Check the exact title, phone model, software version and game build. A screen’s refresh-rate capability does not prove that the game offers a matching FPS setting.
- Check sustained performance and frame consistency. Look for evidence about whether the phone can hold the selected frame rate during the kind of session you care about, and whether frame delivery is regular rather than merely fast at a peak.
- Find the refresh rate actually used during play. The platform selects among supported display modes based on app intent and system policy, so the maximum listed specification may not be the active mode.
- Evaluate input response separately. Treat touch sampling as one characteristic of the input path. Prefer device-specific touch-to-display measurements if low response delay is important.
- Consider heat and battery behavior at the settings you will use. Higher refresh and sustained high frame rates involve more display and rendering activity. There is no universal battery-cost figure that applies to all phones, so check device-specific behavior instead of assuming the maximum setting is always the best choice.
Quick comparison
| Term | What it describes | What it does not establish |
|---|---|---|
| Refresh rate (Hz) | How often the display can update; the active mode may vary by device and software behavior. | How many frames a game renders, or whether its highest mode is active during play. |
| FPS | How many frames the game renders or presents per second. | That the rate will be sustained or delivered with consistent frame pacing. |
| Touch sampling rate (Hz) | How frequently the touchscreen samples touch input. | Total touch-to-display latency or a standardized cross-phone comparison. |
