Start by measuring the problem, then change one thing at a time. Low average FPS and stuttering are different symptoms, and neither points to one universal RX 9070 XT fix. The right next step depends on the game, driver, Windows version, CPU, display settings, temperatures, and frame-time pattern.
Measure the problem before changing settings
Record the same repeatable scene before and after each change. Note the game and scene, graphics settings, resolution, refresh rate, average FPS, and whether the issue is a consistently low frame rate or intermittent hitching. Also record your driver version and system configuration; these details help distinguish a game-specific problem from a broader one.

AMD’s Adrenalin Game Advisor can report average frame rate, 95th-percentile frame time, a frame-time graph, and recommendations. AMD describes the 95th-percentile figure as the longest time taken to process a single frame. After a new installation or a reset of game statistics or factory reset, AMD says to play for at least 180 seconds so Game Advisor can gather performance information. Use its results as diagnostic evidence, not as proof of a specific cause. AMD: How to Optimize In-Game Experience with Game Advisor
What’s actually slowing this PC down?

- If average FPS is low throughout a scene, investigate game settings, the driver, and system configuration.
- If average FPS looks acceptable but the frame-time graph shows spikes, focus on when the hitches occur and whether they repeat in the same scene.
Check the driver and the affected game’s release notes
Use AMD’s Radeon RX 9070 XT support page to check the current Windows driver listing and identify the version installed on your PC. The page is updated over time; when accessed on October 7, 2026, it listed Adrenalin 26.8.1 WHQL Recommended, dated August 20, 2026, and 26.9.2 WHQL Optional, dated September 29, 2026. AMD also offers Auto-Detect and Install.

Do not assume the newest optional release will fix every game. Read the release notes for your game, driver version, operating system, and enabled features before updating or rolling back. AMD documents version- and configuration-specific examples:
- Adrenalin 25.6.2 listed lower-than-expected performance in Warhammer 40,000: Darktide on RX 9070 series cards. AMD Adrenalin 25.6.2 release notes
- Adrenalin 25.3.2 listed lower-than-expected performance in Assetto Corsa Competizione on RX 9000 products. The same notes identified a SteamVR memory-leak crash on some RX 9000 products and recommended turning off Motion Smoothing. AMD Adrenalin 25.3.2 release notes
- Adrenalin 26.8.1 noted that Smart Access Memory may become disabled after driver installation on Windows 10. AMD Adrenalin 26.8.1 release notes
These notes describe specific known issues; they do not diagnose every PC with similar symptoms. If you are downgrading, AMD’s 26.8.1 notes recommend using the AMD Cleanup Utility. That is guidance for a downgrade scenario, not a requirement for every routine update.
Review Radeon settings one at a time
AMD Adrenalin includes GPU, VRAM, fan, and power tuning, as well as per-game profiles. A tuning change can affect clocks, power, or fan behavior, so avoid changing several controls together: make one adjustment, repeat the same scene and measurements, and keep the change only if the result improves consistently.

- Axial-tech fans now feature a smaller fan hub that facilitates longer blades and a barrier ring that increases downward air pressure
- Phase-change GPU thermal pad helps ensure optimal heat transfer, lowering GPU temperatures for enhanced performance and reliability
- 2.5-slot design allows for greater build compatibility while maintaining cooling performance
- Dual-ball fan bearings last up to twice as long as standard conventional sleeve bearings designs
- 0dB technology lets you enjoy light gaming in relative silence
Check Smart Access Memory
AMD says Smart Access Memory (SAM) can improve performance “in certain situations” and is automatically enabled during driver installation on compatible systems. It is not a guaranteed FPS fix. If you suspect it is relevant, check whether the feature is enabled on your compatible system and compare performance under the same conditions. AMD’s tuning guidance is available at AMD: Configure AMD Radeon Settings for Gaming.
Be cautious with tuning presets and manual changes
AMD identifies Quiet, Balanced, and Rage presets for supported hardware. A different preset can change performance, power use, or fan behavior; it is not automatically an improvement for every setup. Avoid starting with manual overclocking or voltage changes. AMD’s tuning instructions use older Adrenalin screenshots and an RX 7900 XTX, so exact menus may differ from the software and hardware you use.
Check power compatibility without assuming the PSU is at fault
AMD specifies 304 W typical board power for the RX 9070 XT and recommends a minimum 750 W power supply. Treat the recommendation as a compatibility check against your whole system, not evidence that the PSU caused low FPS or stuttering. The specification alone does not establish that replacing a power supply will improve performance. AMD Radeon RX 9070 XT specifications and support

Use a controlled comparison to identify what helped
- Choose a repeatable scene and record the game, graphics settings, resolution, refresh rate, average FPS, frame-time behavior, driver version, and relevant system details.
- Change one item only, such as a game-specific setting, driver version, or Radeon profile.
- Repeat the same scene and compare average FPS and frame-time behavior with the original result.
- Keep the change only if the improvement is repeatable; otherwise restore the prior setting and test a different factor.
AMD’s published performance figures for selected games are not guaranteed outcomes for an individual PC. A meaningful comparison requires matching the game version, settings, resolution, hardware configuration, and test method.
What information is needed for a more specific diagnosis?
A specific cause cannot be identified from “low FPS” or “stuttering” alone. For targeted next steps, gather the affected game, Windows version, CPU, resolution and refresh rate, driver version, temperatures, and repeatable FPS and frame-time measurements. That information narrows the troubleshooting path without treating a release-note issue, tuning option, or power specification as a universal explanation.
