P@SHA is a trade association that represents Pakistan’s information technology and IT-enabled services (ITeS) businesses. It advocates for member interests and contributes an industry perspective to policy discussions and export planning. It does not set government policy, and its participation in planning is not evidence that it caused changes in Pakistan’s exports.
What P@SHA is—and whom it represents
P@SHA, the Pakistan Software Houses Association for IT & ITES, describes itself as a trade association for Pakistan’s IT and ITeS sector. Its stated remit extends beyond software-development companies to businesses providing IT-enabled services. The association says it represents the industry, protects member interests and advocates for policies it believes can support business growth. P@SHA’s description of its role

That is an industry-association perspective, not a government mandate or an independent assessment of the sector. P@SHA can articulate member concerns and seek changes; government bodies retain responsibility for public policy.

Advocacy and government engagement
P@SHA’s 2022 annual progress report describes policy recommendations and engagement with government bodies, including activity relating to budget and export matters. These examples show how the association says it has represented industry concerns. They do not, by themselves, establish that a particular policy changed because of P@SHA’s intervention. Participation in a government-led export strategy
Pakistan’s Software Development Export Strategy 2023–2027 was developed under the Ministry of Commerce and the Trade Development Authority of Pakistan (TDAP), in close collaboration with the Ministry of Information Technology and Telecommunication (MoITT) and P@SHA. This places P@SHA in a collaborative, industry-input role; the strategy remains a government-led document. Pakistan’s Software Development Export Strategy 2023–2027
What the export strategy says the industry needs
In a message included in the strategy, P@SHA Chairman Badar Khushnood outlined priorities that go beyond tax relief or incentives:
Rank #2
- Improve Pakistan’s global positioning as a software-development destination.
- Address regulatory and policy bottlenecks.
- Make the country more attractive to investors.
- Promote the sector in growth markets.
- Develop workforce skills.
- Strengthen companies’ delivery capabilities.
These are priorities proposed in the context of the 2023–2027 strategy, not proof that the measures have been completed or that they produced a measured export impact. Khushnood also wrote, “Meanwhile, our industry is a pioneer in recognizing the importance of diversity and inclusion.” That is the chairman’s stated view, not an independently established comparison.

Who can apply for P@SHA membership
P@SHA’s membership page says an applicant must be a business registered in Pakistan and engaged in software development, IT services or ITeS, or have IT/ITeS as its primary business and meet the page’s stated IT-revenue threshold. The page describes associate and corporate company categories based on annual turnover. P@SHA membership information
The published application process includes a form, a fee and proof of tax filing. The page also gives processing windows and fees, but those practical details can change. Check the live membership page for current eligibility thresholds, category definitions, charges and timing before applying.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What cannot be concluded from P@SHA’s role
P@SHA’s advocacy and participation in strategy discussions establish routes through which the industry association can represent sector concerns. They do not establish that it controls export policy or that it alone is responsible for national export performance. The material cited here also does not provide an authoritative, clearly period-defined current export series suitable for quoting, or a consistent basis for stating a current member-company count. Avoid treating an unsourced export total or conflicting membership figures as definitive.
For export figures, consult the latest official reporting from Pakistan’s Bureau of Statistics, the State Bank of Pakistan or relevant government sources, and check whether the measure covers IT/ITeS or broader ICT exports and which fiscal period it uses. For membership scale, use a figure only when its publisher, counting method and as-of date are clear.
