AI does not create a separate PCI DSS rulebook. An AI agent is assessed under the existing requirements according to the payment data it receives, the systems and credentials it can reach, the actions it can take, and whether its provider can affect payment-account-data security. PCI Security Standards Council (PCI SSC) guidance published in September 2025 applies familiar controls—least privilege, protection of data at rest and in transit, logging, change approval, and human accountability—to AI-based systems.
That means a merchant cannot make an agent “out of scope” simply by calling it a chatbot, placing it behind an API, or outsourcing the model. Conversely, an agent that never sees account data and has no path to the cardholder-data environment (CDE) may have a much narrower assessment boundary. The correct answer comes from documenting the deployment’s actual data flows, access paths, functions, and service-provider responsibilities.

What PCI DSS applies to when AI is involved
PCI DSS applies to entities that store, process, or transmit cardholder data, and to entities that could affect the security of payment account data. PCI SSC’s AI article, AI Principles: Securing the Use of AI in Payment Environments (11 September 2025), does not establish a new AI-agent standard. It explains how existing requirements should be applied when AI is part of a payment environment.
Scope therefore follows capability and impact, not the marketing label “AI.” An agent can be in scope when it receives a primary account number (PAN), queries a repository containing PANs, uses credentials that reach CDE systems, changes security configurations, or provides a service that helps meet a PCI DSS requirement. A model host, orchestration platform, plug-in, support team, or managed service can also matter if it can access or influence those systems.

PCI SSC’s FAQ on provider assessment scope (FAQ 1580) makes the same point for service providers: not storing, processing, or transmitting payment data directly does not automatically remove a provider from consideration when it can access a customer’s CDE, data, or components that could grant such access. The merchant and its assessor must determine the boundary from the real architecture and security impact.
PCI DSS version and the AI guidance
PCI SSC’s “Just Published: PCI DSS v4.0.1” announcement identifies v4.0.1 as the active version after PCI DSS v4.0 retired on 31 December 2024. PCI SSC describes v4.0.1 as a limited revision with no new or deleted requirements compared with v4.0. Version status can change, so confirm the current version on PCI SSC’s official version page when the assessment is scheduled.
The 2025 AI principles are implementation guidance, not a replacement for the standard or a standalone certification. They map AI use to requirements that already govern software, access, data protection, monitoring, and third-party services. The evidence expected still depends on the applicable PCI DSS requirements and the entity’s validation method.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to determine an AI agent’s scope
Start with a data-flow and privilege inventory. Record the model, prompts, tools, plug-ins, retrieval stores, logs, administrators, service providers, and every system the agent can call. Then answer these questions for the deployed configuration—not for a generic product description.
Does the agent receive account data?
Identify whether prompts, tool arguments, memory, transcripts, training pipelines, telemetry, backups, or error reports contain full PAN, truncated PAN, tokens, expiration data, or other account data. A system that sends PAN to a model for classification has a different boundary from one that receives only a payment-token reference.

Can it query stored-cardholder-data repositories?
Map direct database connections, APIs, search indexes, vector stores, caches, data lakes, and administrative consoles. Include indirect paths: an agent may not connect to a database itself but may invoke a service account or workflow that does.
Can it reach or change CDE components?
List network routes and identities that reach payment applications, servers, endpoints, security tools, cloud control planes, and configuration systems. Read-only access, command execution, deployment rights, and privilege escalation have different risk and approval implications.
Can the provider affect payment-account-data security?
Assess the model host, orchestration vendor, managed operations team, logging provider, and support channels. Consider remote administration, incident response access, software updates, and the ability to change controls or availability. This is the same impact-based analysis PCI SSC applies to other third-party service providers (TPSPs).
What is the agent actually allowed to do?
Separate generating advice from executing an action. An agent that drafts a ticket is not equivalent to one that changes firewall rules, refunds a transaction, rotates keys, or exports records. Document tool permissions, approval gates, rate limits, environment restrictions, and emergency access.
| Deployment characteristic | Why it matters for PCI DSS scope |
|---|---|
| Full PAN in prompts, memory, logs, or training data | Creates payment-data handling points that must be protected and governed. |
| Token, single-use PAN, or reduced PAN only | May reduce exposure when the agent genuinely does not need the full PAN; PCI SSC presents these as options to consider, not a universal mandate. |
| Read access to CDE systems or repositories | Can bring the agent and relevant provider components into scope even without data storage. |
| Write, administrative, or deployment capability | Raises change-management, approval, monitoring, and segregation-of-duties requirements. |
| No account data and no path to CDE components | May support a narrower boundary, subject to documented verification of isolation. |
Controls required for an AI agent handling cardholder data
1. Limit access by role and need to know
PCI SSC’s AI principles apply least privilege and need-to-know to AI systems. Give the agent only the data, tools, records, and time-limited credentials required for a defined task. Separate development, test, and production identities; prohibit broad administrator tokens in prompts or configuration; and make tool permissions explicit rather than inheriting a user’s unrestricted session.

PCI DSS v4.0 SAQ D for Service Providers, Requirement 7.2.6, illustrates the expected control for stored-cardholder-data repositories: access is restricted through applications or other programmatic methods, based on roles and least privileges, while only responsible administrators can directly access or query repositories. The SAQ is supporting material rather than a universal checklist, so confirm the current document and applicability before adopting its wording as an assessment test.

Record who approved the permissions, what business purpose they serve, and when they expire. Review them after model, tool, data-store, or workflow changes.
2. Protect data at rest and in transit
PCI SSC states that Requirements 3 and 4 apply equally to AI-based systems. Requirement 3 covers stored cardholder data; Requirement 4 covers transmission. Apply those controls to prompts, conversation history, retrieval indexes, temporary files, observability data, backups, and provider-side storage—not only the payment database.
When full PAN is unnecessary, consider a payment token, a single-use PAN, a truncated PAN, or PAN encrypted while clear-text BIN data is retained. PCI SSC presents these as design options, not an automatic requirement or a guarantee of reduced scope. Verify that the agent cannot reconstruct the original PAN through another tool or data set, and document where detokenization keys reside and who can invoke them.
Protect every connection between the user interface, agent gateway, model host, tools, payment systems, and logging services. Define key ownership, rotation, access, and revocation. Encryption alone does not settle scope: a provider may be able to treat encrypted data as out of scope only when another entity controls the decryption keys and the provider has no access to keys or clear text.

3. Log and monitor what the agent does
PCI SSC maps AI activity to Requirement 10. Actions should be attributable to the system and to a responsible human. Capture authentication, authorization decisions, tool calls, records accessed, outputs that trigger actions, approvals, failures, administrative changes, and provider access. Protect logs from alteration, restrict who can view sensitive fields, and retain them according to the applicable PCI DSS requirements and assessment method.
The AI principles say that, where possible, logs should support auditing prompt inputs and the reasoning process associated with an output. “Where possible” matters: do not claim that a proprietary model’s private chain of thought is fully captured when it is not. Instead, retain reproducible evidence such as the prompt and relevant context supplied to the model, model and policy versions, retrieved documents, tool requests and responses, approval events, and the final action. Redact PAN and secrets from telemetry while preserving enough context for investigation.
4. Put human approval around consequential changes
PCI SSC maps AI-provided input, approval decisions, and subsequent actions to Requirement 6 change management. A human with assigned responsibility should authorize the use of AI for changes that can affect security or payment processing. The approval model can be broad or per-system, provided it follows an appropriate risk analysis.
For high-impact tools, require an explicit approval step before production changes, block self-approval, and preserve the proposed change, reviewer, decision, timestamp, test evidence, and rollback plan. For lower-risk assistance, a pre-approved workflow may be reasonable, but it still needs boundaries, monitoring, and periodic review. PCI SSC’s wording is direct: “PCI DSS Requirement 6 covers the security of software development and remains a good reference for use of AI systems.”

Treat prompts, system instructions, tool definitions, retrieval connectors, model updates, plug-ins, and policy files as change-controlled software components. Validate that untrusted text cannot rewrite system instructions or induce an export of payment data.
Best Value
Keep development and test data free of live PAN unless a documented requirement and approved protections exist. Record model, library, container, and connector versions. Review vendor release notes and security advisories, test updates before production, and maintain a rollback path. The relevant PCI DSS obligations remain the ordinary software-development and vulnerability-management requirements; AI changes the attack surface, not the existence of those obligations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Responsibilities when a TPSP hosts or operates the agent
Outsourcing a model, payment workflow, or support function does not erase the merchant’s responsibility. PCI SSC’s FAQ on merchants outsourcing all payment processing explains that the merchant still has obligations to protect account data and validate compliance. Requirement 12.8 requires due diligence, appropriate agreements, identification of which PCI DSS requirements apply to each party, and monitoring of a TPSP’s compliance status at least annually.
Contracts should describe data elements, retention and deletion, locations, subcontractors, incident notification, access by support staff, encryption and key custody, logging, change notification, testing, and return or destruction of data. The responsibility matrix should name the party that configures each control, supplies evidence, investigates alerts, approves changes, and handles an incident. “The provider is PCI compliant” is not a sufficient allocation of responsibility.

Ask for an Attestation of Compliance (AOC) or other evidence that covers the actual service, environment, and applicable requirements. PCI SSC FAQ 1065 explains that evidence should let the customer or assessor confirm the requirements relevant to the service are met. An AOC for a different product, region, data flow, or service boundary does not establish coverage for the AI deployment. If no assessment or AOC exists, obtain specific alternative evidence and have the assessor determine whether it is adequate.
Special cases that change the analysis
Messaging channels that carry PAN
If an agent receives or sends PAN through email, SMS, chat, or another end-user messaging technology, PCI SSC FAQ 1310 says the channel must meet applicable PCI DSS requirements, including Requirements 4.2.1 and 4.2.2. Related systems, such as email servers, are in scope. Do not treat a message transcript as harmless conversational data simply because an AI system is the recipient.
Encrypted data without the decryption key
PCI SSC FAQ 1233 allows a conditional possibility: a TPSP that receives or stores only data encrypted by another entity, with no access to decryption keys or clear text, may be able to consider that encrypted data out of scope. This does not apply when the provider can obtain keys, see clear text, influence the decryption environment, or reach other systems that affect the CDE. Document key custody and technical isolation rather than relying on the word “encrypted.”
A practical implementation sequence
- Draw the data flow. Include user channels, prompts, model endpoints, memory, retrieval stores, tools, payment systems, logs, backups, and every provider.
- Classify the data. Mark full PAN, truncated PAN, tokens, single-use values, authentication data, secrets, and non-payment context at each hop.
- Inventory identities and actions. List service accounts, human administrators, network paths, API methods, commands, and write capabilities.
- Set the minimum boundary. Remove unnecessary PAN, disable unused tools, isolate environments, and enforce role-based, time-limited access.
- Design protections. Apply Requirement 3 controls to storage and Requirement 4 controls to transmission; define key custody, retention, deletion, and redaction.
- Build auditability. Log prompts and context where possible, model and policy versions, tool calls, approvals, outputs used for decisions, and resulting changes without exposing secrets.
- Install approval gates. Require accountable human authorization for consequential actions and retain change records and rollback evidence.
- Assess every provider. Obtain service-specific AOCs or alternative evidence, sign responsibility agreements, and schedule at least annual status monitoring.
- Validate and rehearse. Test prompt-injection and exfiltration defenses, review access, sample logs, simulate incidents, and reassess scope after material changes.
Common mistakes and how to correct them
- “The model is not a payment system, so it is out of scope.” Correct the assumption by tracing access and security impact, including indirect tool paths.
- “A token automatically removes PCI obligations.” Confirm what the token reveals, whether detokenization is reachable, and which systems can affect payment security.
- “Encryption ends the provider’s scope.” Verify that the provider has no keys, clear text, or influence over the decryption environment.
- “The provider’s AOC covers us.” Match the AOC’s service, requirements, locations, and boundaries to the deployed agent.
- “Human review means a person glanced at the output.” Define who is accountable, what must be approved, what evidence is retained, and whether the reviewer can reject or roll back the action.
- “Logs contain everything needed.” Check that logs connect prompts, context, tools, identities, approvals, and outcomes while masking PAN and credentials.
What to document for an assessor
Keep an architecture diagram, data inventory, scope rationale, role and permission matrix, network and API controls, encryption and key-management design, retention schedule, logging specification, model and connector inventory, change records, test results, incident procedures, provider contracts, responsibility matrix, annual TPSP monitoring, and service-specific compliance evidence. Update the package whenever the agent gains a tool, changes model host, receives a new data class, or moves into a production payment workflow.
The practical test is consistent: can you show what the agent can see, what it can do, who authorized it, how its actions are detected, and which party is accountable for each applicable PCI DSS requirement?
