What Panos Panay Said About Hardware and Software—and Why Surface Matters

Panos Panay’s full quote links great software and hardware in both directions. Microsoft’s Surface launch shows how he applied that design philosophy.

Panos Panay’s full point was reciprocal: “To make a great product, you can’t have great software without the hardware; you can’t have great hardware without the software.” In an interview about Microsoft Surface and its move into PC hardware, he was describing a design philosophy—not offering proof that making hardware in-house automatically produces better software.

What did Panos Panay say?

In a TechCentral interview about Microsoft’s Surface and PC-hardware strategy, Panay said: “To make a great product, you can’t have great software without the hardware; you can’t have great hardware without the software.” Windows Central dates the interview to around 2020; the TechCentral article itself does not display a precise publication date.

The second clause matters. The statement is not simply an argument for hardware: it says that each side of a product has to work with the other. Software shapes what a device can do, while the device’s design and components shape how people encounter that software.

Why Surface is the relevant example

Microsoft’s 2012 Surface launch transcript gives a concrete example of the thinking behind the quote. Panay called Surface a “stage for Windows” and described working across software and hardware teams to express Windows through the device. The transcript discusses choices such as display size, casing, component layout, and the kickstand alongside the experience of using Windows.

That is a more specific claim than “hardware matters.” A kickstand, for example, is not just a component: it affects how a person positions and uses a device. In Panay’s framing, the physical design and software experience were parts of one product-design problem rather than separate decisions to be joined at the end. Microsoft’s Surface launch transcript records his description.

How Panay described the design goal

In Microsoft UK’s 2019 account of the Surface line, Panay described a goal of making products that “fade into the background,” allowing customers to focus on their work. In a separate 2019 Quartz interview, he said, “I think if you’re going to make great software, you have to make hardware,” and argued that quality, design, and emotional experience come from considering the two together.

  • 512 GB SSD is enough to store your essential documents and files, favorite songs, movies and pictures
  • 8 Hours battery run time helps you stay unwired and work longer non-stop

These remarks are consistent with the TechCentral quote: the intended outcome is a coherent experience, not hardware for its own sake. They remain Panay’s account of how products should be designed, rather than independent evidence that a particular approach guarantees better results.

What the quote does—and does not—establish

The quote helps explain why Microsoft built Surface alongside Windows and how Panay described the relationship between the device and its operating system. It does not establish that Microsoft’s ownership of hardware caused Windows to improve, nor does it show that first-party devices are inherently superior to PCs made by other companies.

Microsoft’s first-party Surface devices and PCs made by Windows partners such as Dell and HP have different roles in the ecosystem: Surface can serve as a reference for how Microsoft wants Windows experienced, while partner-made PCs offer other implementations of Windows. The cited material raises the question of competition with OEM partners, but does not provide a current model-by-model or market-share comparison.

Panay’s later career context

The quote is associated with Panay’s Microsoft-era work on Surface. The Associated Press reported that he left Microsoft in September 2023 after nearly two decades at the company; his most recent Microsoft position was chief product officer. Windows Central reported that he joined Amazon’s Devices and Services segment after leaving Microsoft.
