Phishing uses deceptive messages to push someone into revealing information or taking an unsafe action; vishing is phishing over a voice channel, such as a phone call, voicemail, or VoIP call. Either can involve spoofing or AI-generated impersonation, but neither requires AI. If a caller sounds familiar, do not use the voice or caller ID as proof: end the conversation and contact the person or organization through a number you find independently.
How phishing, vishing, spoofing, and AI impersonation differ
These terms describe related but distinct parts of a fraud attempt. Phishing and vishing describe deceptive approaches and their channels; spoofing is the disguise used to make a sender, caller, or web address appear trustworthy. AI-enabled impersonation describes one way a scammer may make that disguise more convincing.

| Term | What it means | Where it may appear | What to question |
|---|---|---|---|
| Phishing | A deceptive communication intended to make someone disclose information or take an unsafe action. | Often email or a link to an imitation website; it can target one person or many. | Unexpected urgency, requests for credentials, links, attachments, or payment instructions. |
| Vishing | Voice-channel phishing. | Phone calls, voicemail, voice email, or VoIP. | A familiar-sounding voice or caller ID does not independently establish who is calling. |
| Spoofing | Disguising a sender, number, name, or URL to look legitimate. | Email, calls, texts, or web addresses. | Small differences in a number or spelling; verify through a separately sourced contact method. |
| AI-enabled impersonation | Use of generative tools or voice or video cloning to make a fraudulent identity or message more convincing. | Email, text, voice, video, or a combination of channels. | Urgency, secrecy, trust, or a sudden request to move to another platform. |
The FBI describes phishing as schemes that trick people into giving criminals information and includes deceptive emails and fake websites in its examples. Its definition of vishing covers phone, voice email, and VoIP. A spoofed number or cloned voice can support a vishing attempt, but AI is not a requirement for the label. See the FBI’s definitions of spoofing and phishing.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCan you tell if a caller’s voice is AI-generated?
Not reliably by listening alone. A convincing voice is not proof of identity, and a familiar voice, caller ID, polished wording, or apparent audio flaw cannot settle whether a request is genuine. In its May 2025 alert, the FBI warned that cloned voices can sound nearly identical to a real contact. The safest test is to verify the request through a separate, trusted channel—not to try to diagnose the audio.

AI can make familiar fraud more believable, faster to produce, and easier to tailor. The FBI has warned that attackers can use AI to write polished, targeted phishing messages and create voice or video clones. That makes AI an amplifier of social engineering, not a defining feature of every phishing email or vishing call. The FTC likewise cautions that there is no single solution to voice-cloning risks in its April 2024 analysis of approaches to AI-enabled voice cloning.
A documented AI voice-impersonation campaign
On May 15, 2025, the FBI described a campaign active since April in which malicious actors impersonated senior U.S. officials. According to the alert, actors used texts and AI-generated voice messages to build rapport, then could direct targets to another messaging platform through a malicious link to pursue account access. The FBI also described AI-generated audio used to impersonate well-known people or personal relations. This is a specific documented campaign, not evidence that all callers use the same sequence.

The practical warning is broader than that campaign: an unexpected request to switch channels, open a link, reveal credentials, share an authentication code, or move money should be verified independently, even if the caller seems genuine. Read the FBI’s May 15, 2025 campaign alert for its account of the tactics and safeguards.
How to verify a suspicious call, text, or email
- Pause the interaction. Do not rush because someone claims there is an emergency, a security problem, or a deadline. Stop replying, hang up, and do not open links, install apps, or move to another platform at the caller’s direction.
- Find a contact route independently. Use a number already saved for the person or one found through the organization’s official app, website, or other established contact method. Call back there. Do not rely on the number, link, or callback instructions in the suspicious message.
- Confirm the request, not just the identity. Ask the person or organization through that separate route whether they actually requested the payment, information, account change, or platform switch. For family emergencies, agree in advance on a private phrase and still call the person’s known number when possible.
- Keep credentials and authentication codes private. Never give a caller your password or a one-time MFA code. Do not approve an unexpected authentication prompt. If a message says you must disclose a code to prevent account loss, verify with the service through its official app or site.
- Use an extra check for money or sensitive changes. Independently confirm unexpected payment, wire-transfer, payroll, or account-change requests with the person responsible, using an established contact method. In a small business, require a second person or a callback for high-impact transactions.
This approach works whether the suspicious contact is a real person, a spoofed caller, or a synthetic voice. The FBI’s campaign guidance also recommends verifying identities, using strong passwords and MFA, and establishing a family code word.

Safeguards for personal accounts and small businesses
Protect accounts with layered controls
- Enable MFA wherever it is available, especially for email, financial accounts, and sensitive work systems. A hardware security key is one possible MFA factor; confirm it works with your accounts and devices. No single factor makes a deceptive request legitimate.
- Use unique passwords and do not share them or one-time codes with callers or through messages.
- Keep a trusted, independently sourced way to reach family, colleagues, banks, and service providers. Do not treat caller ID, an email display name, or a familiar voice as authentication.
Build a verification process at work
- Train staff to recognize suspicious requests and give them a clear way to report messages and calls without embarrassment or delay.
- Require an independent callback or second-person approval before wire transfers, changes to payment details, or other sensitive account changes.
- Use MFA for sensitive network access and make sure staff know not to approve unexpected prompts.
- Ask the organization’s email provider or IT team to configure SPF, DKIM, and DMARC for the business domain. These email-authentication controls help address domain spoofing; they do not authenticate phone callers or prove a request is legitimate.
The FTC’s Cybersecurity for Small Business guidance covers email authentication, MFA, staff practices, and reporting procedures. Voice-cloning detectors and synthetic-media checks may offer supporting evidence, but they are not dependable identity checks on their own: the FTC discusses limits to detection efficacy and notes that watermarks can be removed or altered.

The FBI’s 2025 Internet Crime Complaint Center (IC3) annual report recorded 22,364 complaints reporting AI-related information and $893,346,472 in adjusted losses. These figures cover AI-related complaints across scam and fraud contexts; they are not vishing-only complaint or loss totals. The report is available from the FBI IC3 2025 Annual Report.

In its April 6, 2026 summary of the 2025 report, the FBI said IC3 received 1,008,597 complaints in total and that phishing/spoofing was among the most frequently reported complaint categories. That broad category statement is not an AI-phishing count. The FBI’s summary does not isolate AI-enabled phishing, and the official figures cited here do not establish a vishing-only prevalence or loss total. See the FBI’s April 6, 2026 summary.

What to do if you clicked, shared information, or sent money
- If money or financial details are involved, contact your bank or payment provider immediately. Ask whether a payment can be stopped and whether affected accounts or cards should be secured.
- Change exposed passwords through the legitimate service. Use its official app or type its known website address yourself, then secure any other accounts that reused the password. Do not follow a link from the suspicious message.
- Tell your workplace promptly if a work account or device was involved. Contact IT or security and follow the organization’s incident plan. Do not install software or continue troubleshooting at a caller’s request.
- Preserve evidence. Keep the message, sender or caller details, link, time, payment information, and any transfer or wallet information. Avoid deleting material that may help an investigation.
- Report the incident. Report cyber-enabled fraud to the FBI’s Internet Crime Complaint Center (IC3). The FTC’s small-business guidance points to FTC ReportFraud and relevant law enforcement for spoofing reports. Contact the impersonated person or company using a channel you found independently.
