The Pentagon’s Defense Innovation Board (DIB) is an advisory committee that recommends ways the Department of Defense can adopt innovation. It advises the Secretary and Deputy Secretary of Defense through the Under Secretary of Defense for Research and Engineering (USD(R&E)); it does not make policy or acquisition decisions, and its charter excludes advice on individual procurements.
What the Defense Innovation Board is
The DIB is a Department of Defense discretionary advisory committee, not a military unit or the office that buys weapons. Its 2024–2026 charter describes its role as providing independent advice and recommendations to the Secretary and Deputy Secretary of Defense through USD(R&E). The board was established in 2016. At its first public meeting, then-Secretary of Defense Ash Carter said he created it to advise him and future defense secretaries on competitiveness and building a culture of innovation across people, practices, organizations, and technology. Carter’s remarks at the first public meeting describe that original purpose.

The charter focuses on how the department can identify, adapt, and scale innovation, rather than on choosing a vendor or approving a specific purchase. Its subject areas include:

The overall goal is to help address challenges and accelerate the adoption of innovation in the department’s culture, technologies, organizational structures, processes, and functions. Its membership balance plan reflects this broad scope, listing expertise in adopting innovation, entrepreneurship and technology development, early-stage investment, organizational and talent leadership, national-security and technology policy, and ethical and societal implications of emerging technology. Who receives its advice—and who makes decisions
The Secretary and Deputy Secretary of Defense are identified in the charter as the DoD Appointing Authority. USD(R&E) sponsors the board and serves as the channel for its advice. The relevant officials may act on its recommendations under DoD policy and procedures, but the DIB itself is not the department’s policy-maker or acquisition decision-maker.

Why the board does not decide individual purchases
The charter expressly says the DIB was not established to advise on individual DoD procurement or acquisition matters. It also bars assigning a task that would require a member to participate personally and substantially in a procurement or acquisition action, or put that person in the position of acting as—or consulting to—a contracting, procurement, or acquisition official.

Meetings, documented work, and current-status limits
The charter estimates four meetings per year; that is a planning estimate, not a record of meetings actually held. The DIB’s official public-meetings page lists January 13, 2025 as its latest meeting date. That date is the latest one shown on the page, not proof that no later meeting occurred.
A DoD release dated January 13, 2025 reported that the board met with Secretary of Defense Lloyd J. Austin III and Deputy Secretary Kathleen Hicks, under chair Michael R. Bloomberg, and released studies on scaling innovation in nontraditional industry and drone manufacturing. These are details of that dated event; they do not establish the board’s present leadership. The January 13, 2025 DoD release documents the meeting and studies.

The available charter is labeled 2024–2026, and the public meeting archive lists no date later than January 13, 2025. Those records do not establish whether the charter was renewed after its stated period, whether later meetings took place, or who serves as chair and member in October 2026.
