What Is the JVM? How Java Programs Run on the Virtual Machine

The JVM is an abstract machine specification that defines how compatible runtimes load and execute Java class-file instructions across platforms.

The Java Virtual Machine (JVM) is an abstract computing machine that runs Java class-file instructions. It is a specification for how compatible runtimes behave—not one particular program, device, or vendor’s implementation. Java code can therefore run on different operating systems and hardware when a compatible JVM implementation is available.

What the Java Virtual Machine is

Oracle’s Java SE 27 JVM specification, released in September 2026, defines the JVM as “an abstract computing machine.” The specification describes the instruction set, class-file format, and runtime behavior that an implementation must support. It does not prescribe one implementation technology, host operating system, or hardware platform.

That distinction matters: the JVM is the agreed execution model, while a JVM implementation is concrete software that follows that model. Oracle’s Java SE 26 JVM Guide, dated March 2026, discusses HotSpot VM technology as one concrete implementation context. HotSpot is not the definition of the JVM, nor the only possible JVM.

How a JVM runs a Java program

  1. Source is compiled. A Java compiler translates source code into class files. Those files contain bytecode: instructions in the JVM’s defined, hardware- and operating-system-independent format.
  2. A runtime loads the class files. A JVM implementation loads the program’s classes and makes their instructions available for execution.
  3. The implementation executes the instructions. It may interpret bytecode, compile it into native machine code, or combine approaches. The specification defines required behavior, not a single execution strategy.

This is why “the JVM converts Java into machine code” is an incomplete definition. Compilation from Java source to class files happens before the JVM executes the program; conversion to native code, if used, is an implementation choice.

What the specification defines—and what implementations can vary

The specification establishes the behavior a compatible implementation must provide, while leaving room for different internal designs. The Java SE 26 specification, Chapter 2, describes the JVM’s structure and explicitly leaves implementation choices such as memory layout, garbage collection, and instruction optimization to implementors.

The runtime model includes areas such as stacks, the heap, the method area, and the runtime constant pool. These names describe parts of the specified model; they do not mean every JVM must arrange physical memory identically.

Why the JVM matters

Because class files use a defined representation rather than instructions for just one processor, the same compiled program can be used across different host platforms when an implementation supports it. The JVM provides the common execution rules; individual implementations supply the software that applies those rules on a particular platform.

For details about a specific runtime’s internals or behavior, identify the implementation and Java edition. The Java SE 27 specification is the current edition listed by Oracle’s Java SE Specifications index; details in another edition or a particular implementation guide may differ.
