The International Electrotechnical Commission (IEC) is a worldwide standards organization for electrical, electronic and related technologies. It brings national electrotechnical committees together to develop and publish international standards. The IEC does not itself certify products or make its standards automatically binding law; adoption and legal effect depend on the relevant country or region.

What does the IEC do?
The IEC prepares and publishes international standards and related publications covering electrical, electronic and related technologies. It says these standards are intended to facilitate technical innovation, efficient and sustainable energy access, smart urbanization and transportation, climate-change mitigation, and greater safety for people and the environment. These are the IEC’s stated aims, not a guarantee that every standard will produce each outcome in every application. IEC Webstore description
How standards are developed
IEC technical committees prepare publications. National committees interested in a topic may participate in that work, and international, governmental and non-governmental organizations with liaison status may also contribute. The IEC says formal decisions and agreements on technical matters express international consensus as nearly as possible, with relevant national committees represented in the technical committee. Are IEC standards laws or product certificates?
No—not by themselves. IEC publications are recommendations for international use. National committees undertake to apply them as far as possible in national or regional publications and to identify any divergence from the corresponding IEC publication. Whether a particular requirement has legal force depends on the applicable jurisdiction and how its laws, regulations or standards adopt or reference it. Check the rules that apply to the specific product and location rather than assuming an IEC publication applies automatically. IEC foreword
A standard also is not a certificate. The IEC states in the foreword to IEC 60071-1:2019 Redline Version: “IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity assessment services.” A manufacturer may seek assessment from a separate body; the relevant standard can provide requirements for that assessment, but publication by the IEC does not itself approve a product. How large and long-established is the IEC?
The IEC’s historical account gives 27 June 1906 as its official birthday and says Lord Kelvin was elected its first President. IEC history IEC history
In a February 2025 brochure, the IEC reported 173 members and affiliates, 20,000 experts, more than 200 technical committees and more than 10,000 international standards published. It also reported four global conformity-assessment systems and more than one million certificates issued through them. These are IEC-published figures dated to that brochure, not independently validated current totals. The brochure further said IEC members and affiliates cover 99% of the world’s population and energy generation. IEC brochure, February 2025
