A message broadcasting system sends one message from a sender or authorized source to many recipients. “Broadcast” describes the one-to-many distribution pattern, not a single technology: recipients might be selected from a contact list, a group, or a geographic area, and messages may travel through one or several channels.
What “message broadcasting system” means
The phrase has no single implementation implied by it. In business, it can mean software that sends a notification to a selected set of contacts or members. In public warning, it can mean infrastructure that distributes an alert to phones in an affected area or relays a consistent warning through multiple systems. Those uses share the one-to-many pattern but differ in recipient selection, channel, authorization, and privacy.
Broadcast does not mean every intended person will receive or read the message. It also does not mean that the message is public or that recipients are selected at random.
How the main types work
Recipient-list broadcast
A sender chooses records or members—such as customers, employees, or subscribers—and sends a message to that audience. A contact-list SMS broadcast therefore depends on available recipient data and the messaging service’s supported channels. Salesforce documentation describes this general one-to-many model, but its documented standard SMS channels were retired on February 14, 2026; that page should not be read as confirmation that the feature remains available or that a replacement exists: Salesforce Broadcast Messaging documentation.

Geographic cell broadcast
Cell broadcast sends a short message simultaneously to mobile phones in a defined geographic area. The recipient is selected by location rather than by a sender’s list of phone numbers. ITU says recipients need not share personal information such as their phone number or location with the sender. A handset must be switched on and configured to accept cell-broadcast messages: ITU: Cell broadcast.
Multichannel public warning
Public-warning authorities may distribute alerts through several warning systems and channels. The Common Alerting Protocol (CAP) helps exchange a consistent warning message across ICT networks; CAP is a message format, not a complete alert-delivery network or broadcasting service. The ITU describes CAP as a general format for exchanging all-hazard emergency alerts and public warnings over different ICT networks: ITU: Common Alerting Protocol.

Broadcast messaging versus ordinary SMS
SMS is a channel for sending text messages. A broadcast is a way of choosing and reaching many recipients, so an SMS broadcast is one possible combination—not a synonym for every broadcasting system. A business SMS broadcast commonly addresses a list; cell broadcast uses a geographic area and does not require the sender to have each recipient’s phone number. The two approaches differ in how recipients are selected and what personal data the sender needs.
What to check when choosing or evaluating a system
- Recipient selection: Does it target a contact list, a subscription or group, or phones in a geographic area?
- Channels: Does it send through one channel, or can an alert be relayed across several systems?
- Recipient requirements and data: Must people opt in, install an app, or provide contact information? Cell broadcast can reach compatible phones in an area without the sender collecting each person’s number.
- Authorization: Who is permitted to issue messages, and how are access and message approval controlled?
- Delivery expectations: What does the service actually report about sending and receipt? The term broadcast alone does not establish delivery, reading, or performance during network congestion.
- Accessibility and consistency: For public warnings, consider whether people can access the message and whether its meaning remains consistent across channels.
ITU reported in its Facts and Figures 2025 discussion of cell-broadcast early warning that over 98 per cent of the world’s population was covered by a mobile network and four out of five people owned a mobile phone. These broad connectivity figures do not establish that a particular alert system can reach, deliver to, or be read by a specific person: ITU: Cell broadcast.

Responsible use and limits
For business messaging, use an appropriate audience and follow the rules that apply to the channel and recipients. Bulk messaging is not automatically spam, but unsolicited bulk communications can be problematic. ITU-T Recommendation X.1238, published in December 2025, notes there is no globally agreed definition of spam and describes common usage involving unsolicited electronic bulk communications for commercial marketing: ITU-T Recommendation X.1238.
For emergency alerts, the authority to issue a message and the system’s coverage matter as much as the broadcast mechanism. A 2018 NIST publication discussed alerting via outdoor sirens and short messages through social media or SMS platforms, and reported that an earlier tornado investigation found no widely accepted standards for tornado emergency communications and related advance-alert policies. That is dated, U.S.-oriented context, not a statement about current standards everywhere: NIST Technical Note 1952.
