What Is Sub-Second Latency Streaming? Meaning, Measurement, and When You Need It

Sub-second latency means capture-to-screen delay under one second. Learn when it matters, how WebRTC differs from LL-HLS and LL-DASH, and how to measure real performance.

Sub-second latency streaming means the live video reaches a viewer less than one second after it is captured. It is useful when people need to react to what is happening in near real time, but it is not a universal standard for every use of “low latency,” nor does choosing a particular protocol guarantee that result. The only reliable way to know a stream’s delay is to measure the complete path from capture to playback.

What “sub-second latency” means

Streaming latency is the time between a defined starting event and a defined ending event. For the usual viewer-facing measure, the start is camera capture and the end is when the corresponding video appears on the viewer’s screen. Amazon IVS uses this capture-to-screen definition in its documentation. Other measurements may start or stop at different points, so a number is meaningful only when its boundaries are clear.

“Sub-second” means less than one second under the stated measurement conditions. The terminology is not fully uniform: the DASH Industry Forum’s 2022 WebRTC report discusses latency below one second as low latency and describes WebRTC as capable of end-to-end latency under half a second, while the CDN Alliance’s 2025 white paper distinguishes sub-second streaming from its broader low-latency category. ITU-T H.705.2 (September 2023) describes one to five seconds as low-latency live streaming and more than five seconds as high-latency. These are useful reference points, not one universal vocabulary.

When sub-second delivery matters

The deciding question is whether viewers must respond to the source quickly. Delay affects turn-taking, synchronized participation, and interactions where a viewer’s response needs to arrive while the live moment is still unfolding. Online education, live sports, and entertainment are among the use cases discussed in ITU-T H.705.2, but each can tolerate different delays depending on how people participate.

Beyond the device, our professional technical team provides customized solutions, continuous firmware updates, and expert guidance to ensure your live production stays seamless.
  • Two-way interaction or synchronized participation: investigate a WebRTC-based real-time approach when a delay of even a few seconds would disrupt the experience.
  • Large passive audience: a few seconds of delay may be acceptable. LL-HLS or LL-DASH can reduce delay while retaining HTTP/CDN delivery, which AWS architecture guidance says may suit passive broadcasts at lower cost than WebRTC.
  • Contribution over a variable or lossy network: assess the transport from the production location separately from the viewer playback protocol. A faster contribution path alone does not establish a sub-second capture-to-screen result.

“Live” does not automatically mean “real time.” If viewers are watching rather than responding, the extra complexity of a sub-second target may not improve the experience enough to justify it.

How WebRTC, LL-HLS, and LL-DASH differ

Approach What the sources support Best fit to investigate Important qualification
WebRTC The DASH Industry Forum’s 2022 report describes end-to-end latency under half a second as a WebRTC capability. Interactive use where timely responses or synchronized participation matter. A technology capability is not a deployment guarantee. Measure the actual capture-to-screen path and validate it for the intended audience.
LL-HLS Apple documents partial segments and playlist mechanisms to reduce waiting while using HTTP/CDN delivery. In a 2019 WWDC session, Apple engineer Roger Pantos described a design target of one to two seconds from live at scale over the public internet. Broadcasts to a large, mostly passive audience that need less delay than conventional delivery. Apple’s stated target was one to two seconds, not sub-second, and it was a 2019 design target rather than a guarantee for every stream.
LL-DASH AWS architecture guidance identifies LL-DASH among approaches that may meet passive-broadcast needs. Passive viewing where reduced delay matters but interactive, sub-second behavior is not essential. The cited sources do not establish a universal latency figure or head-to-head performance result for LL-DASH deployments.

For context, Amazon’s published specifications for its own IVS service are under five seconds for low-latency channels and under 300 milliseconds for real-time stages. Those figures describe IVS, not WebRTC, LL-HLS, LL-DASH, or streaming services generally; service specifications can change.

  • Professional Features Built-In Includes HDMI loop out, PTZ control, tally light, audio embed/de-embed, and LCD display for real-time monitoring and control.

Why the protocol cannot determine latency by itself

End-to-end delay accumulates across the complete video path: capture, encoding, when media becomes available, transport, network conditions, server or CDN delivery, client buffering, and playback. A protocol can help reduce particular waits, but it cannot erase every delay in the system.

For example, Apple’s LL-HLS design uses partial segments and playlist updates to make media available sooner, and its technical documentation specifies server and CDN behavior needed for timely delivery. RFC 9317 also discusses transport and recovery behavior, including bounded retransmission and abandoning recovery when necessary to avoid head-of-line blocking. Segment consumption depends on both segment availability and available bandwidth.

For a contribution feed, distinguish transport delay from the full viewer-facing delay. Recovery behavior on a lossy link may affect the contribution leg, but that leg is only one part of glass-to-glass latency. Likewise, a fast ingest measurement does not prove that viewers see the content within one second.

How to choose and verify a latency target

  1. Define the experience first. Identify what viewers need to do and the maximum delay they can tolerate. Do not set a sub-second target merely because the stream is described as live.
  2. Write down the measurement boundary. Specify the start event and end event—for example, camera capture to the corresponding image on a viewer’s screen. Keep that definition consistent when comparing results.
  3. Choose an architecture to evaluate. Investigate WebRTC for delay-sensitive interaction; investigate LL-HLS or LL-DASH for passive audiences that need reduced delay with HTTP/CDN delivery. Treat these as starting points, not guaranteed outcomes.
  4. Measure the deployed path. Test with the actual capture setup, encoder, ingest, delivery path, and player. Include the networks and devices your intended viewers use; a protocol’s published capability or a service’s specification does not establish your result.
  5. Assess more than the best-case delay. Consider audience scale and delivery topology, tolerance for loss and buffering, client and device support, operational complexity, and service cost. The cited sources offer decision guidance, not an independent benchmark comparing providers across deployments.

When reporting a latency figure, state its boundary, audience and network conditions, player behavior, and whether it is a design target, a service specification, or a measured result. Without those qualifications, two numbers may describe different things.

Common mistakes and what to do instead

  • Calling every low-latency stream sub-second: state the measured delay. Apple’s LL-HLS target, for instance, was one to two seconds.
  • Treating a protocol capability as a promise: validate the end-to-end path with the actual service, encoder, delivery system, and player.
  • Measuring only ingest or contribution: include delivery, client buffering, and playback through to the viewer’s screen.
  • Optimizing delay before confirming the need: decide whether the audience must interact in near real time; passive viewers may be well served by a longer delay.
  • Ignoring network and recovery behavior: evaluate how the chosen path behaves under the network conditions viewers or contributors actually encounter, including the trade-off between recovery and waiting.
