Post-quantum cryptography (PQC) is classical cryptography designed to resist attacks from both ordinary computers and future quantum computers. Bitcoin does not use PQC today: its spending system relies on ECDSA and Schnorr signatures, whose elliptic-curve assumptions could be broken by a sufficiently capable quantum computer.
Bitcoin could adopt PQC by adding a new quantum-resistant output and witness path, updating wallets and custody systems, giving users time to move coins, and deciding what happens to coins that remain in legacy outputs. The algorithm, activation method, migration deadline and treatment of old outputs are not settled network rules.

What post-quantum cryptography is
Post-quantum cryptography is a family of algorithms intended to remain secure against classical computers and against quantum algorithms known to threaten today’s public-key systems. The algorithms run on conventional hardware; PQC is not the same as quantum key distribution, which uses specialised quantum communication equipment.
Public-key cryptography normally lets anyone see a public key while only the owner knows the private key. A digital signature proves that the person authorising a transaction controls that private key. PQC replaces vulnerable mathematical assumptions with constructions believed to resist both classical attacks and the quantum algorithms currently considered practical threats.

The US National Institute of Standards and Technology (NIST) finalised its first three PQC standards in 2024:
- ML-KEM is a key-establishment mechanism for creating shared secrets. It is not a Bitcoin transaction-signature scheme.
- ML-DSA is a standardised digital-signature algorithm and a possible building block for future signing systems.
- SLH-DSA is a hash-based digital-signature standard offering a different security and performance trade-off.
NIST says organisations should begin applying these standards now to migrate systems to quantum-resistant cryptography. That advice does not select an algorithm or transaction format for Bitcoin; it provides standardised primitives and a migration process from which a Bitcoin design could draw.
How a quantum computer could threaten Bitcoin
Bitcoin’s clearest quantum exposure is its public-key signature system. ECDSA and Schnorr signatures depend on elliptic-curve problems that a sufficiently capable, fault-tolerant quantum computer could attack with Shor’s algorithm. If an attacker could derive a private key from a visible public key, the attacker could create a valid-looking signature and attempt to spend the coins.

Quantum search can weaken the security margin of hash functions, but the urgent and specific Bitcoin concern is recovery of private keys from exposed public keys and the forging of signatures.
Why public-key exposure matters
Many Bitcoin outputs initially reveal a hash or commitment rather than the full public key. Until the owner spends, an observer may see only that hash. When the owner spends, the transaction generally reveals the public key needed to verify the signature. A quantum attacker would have a better target once that key is visible.

Address hashing therefore buys time; it does not make ECDSA or Schnorr quantum-resistant. Coins sent to an output whose public key has already been revealed face greater long-term exposure than coins kept in outputs that commit to an undisclosed key.
Reusing an address can expose the same public key repeatedly and extends the period in which an attacker could target it. BIP 360 describes a Pay-to-Merkle-Root output intended to reduce long-exposure risk. Its protection does not depend on activating a post-quantum signature immediately; it depends on users avoiding public-key reuse and other practices that expose keys unnecessarily.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The “harvest now, decrypt later” issue
NIST warns that attackers can collect protected data today and decrypt it later if a sufficiently powerful quantum computer becomes available. Bitcoin is not confidential in the same way as an encrypted archive, but the underlying lesson still matters: a migration can take years, and coins or keys exposed today may remain valuable targets until the network changes its signature rules.
When Bitcoin will need to become quantum-safe
No reliable “Q-day” date exists. The date when a cryptographically relevant quantum computer becomes practical depends on engineering progress, error correction, hardware scale and the cost of an attack. A specific year is an estimate, not an established fact.
Bitcoin also needs lead time after a threat becomes credible. Wallet software, exchanges, hardware signing devices, custodians, block explorers, payment processors and recovery procedures all need to understand a new output type. Users must move funds, and nodes must deploy compatible validation software. Waiting until a quantum attack is operational would leave too little time for an orderly transition.

How Bitcoin could adopt post-quantum signatures
A complete response requires more than selecting a cryptographic primitive. Bitcoin would need consensus rules, transaction encoding, wallet interfaces, operational guidance and a policy for old outputs. A staged approach covers those dependencies.
1. Prepare and measure exposure
- Inventory output types. Developers and service operators would identify which outputs reveal public keys immediately, which reveal them only when spent, and which already use reused keys.
- Improve wallet defaults. Wallets should generate fresh receiving addresses, avoid unnecessary key reuse and warn when a user is about to spend from an exposed key.
- Map operational dependencies. Exchanges, custodians and signing devices would need to track support for new addresses, new signatures, backups and recovery before activation.
- Test migration tooling. Software should be able to create a quantum-resistant destination and sign a transaction that moves funds from a legacy output.
BIP 360 focuses on reducing long-exposure risk through a new output type. It does not activate a quantum-resistant signature system by itself.
2. Add a quantum-resistant script path
Bitcoin could define a new output or witness version whose spending rules verify a selected PQ signature. The rule would specify how public keys and signatures are encoded, what transaction data is signed, how failures are handled and which security level is required.
The design must account for signature and public-key size, verification cost for every node, fee and block-space pressure, implementation maturity, audit history, wallet compatibility and the way the address format exposes keys. NIST’s ML-DSA and SLH-DSA are standardised candidates, but NIST does not decide Bitcoin’s consensus encoding or fee policy.

3. Migrate funds during a transition window
Once a new path is available, wallet software could make quantum-resistant outputs the default for new receipts. Exchanges and custodians would add deposit and withdrawal support, while users would move funds from legacy outputs before any deadline. The transition would need to last long enough for dormant wallets, offline backups and infrequently used accounts to be updated.
Migration transactions would still require the old signature system when spending legacy outputs. That means the network must provide a period in which both legacy and quantum-resistant paths are validated, with clear fee estimation and reliable replay and backup handling.
4. Decide how to handle legacy coins
The hardest policy question is what happens to coins that remain in old output types after the migration window. Options could include leaving legacy signatures valid indefinitely, adding warnings and economic incentives to migrate, or eventually restricting old signature forms. Each option affects lost coins, long-term security, miner incentives, legal expectations and the ability to recover funds from old backups.
BIP 361 frames a legacy-signature sunset and migration framework as a proposal, not as an activated Bitcoin rule. No deadline or final policy has been agreed by the network.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Would Bitcoin need a hard fork or a soft fork?
There is no settled answer because the activation mechanism depends on the final transaction design and legacy policy.
Best Value
A new output or witness version can often be introduced as a soft fork: upgraded nodes enforce additional spending rules, while older nodes may treat the new form as an unfamiliar or anyone-can-spend construction. This approach still requires broad deployment, careful review and miner and ecosystem coordination.
Restricting signatures that were previously valid is more disruptive. A rule that permanently invalidates or limits spending from legacy outputs could require a different consensus change, potentially a hard fork or a highly contentious soft-fork design. The distinction cannot be determined from BIP 360 or BIP 361 alone, because neither proposal is an activated network rule and the final legacy policy is unsettled.
How candidate schemes should be compared
Bitcoin should not choose a PQ algorithm solely because it has a standard number. The relevant comparison includes:
- Security assumptions: resistance to classical and quantum attacks at the intended security level.
- Signature and public-key size: larger objects increase transaction weight, fees, bandwidth and storage.
- Verification cost: every validating node must check signatures without making block validation impractically slow.
- Implementation maturity: independent review, test vectors, constant-time implementations and experience handling failures matter as much as a published specification.
- Wallet and hardware support: users need compatible address generation, signing, backups and recovery.
- Exposure behaviour: the output format should minimise unnecessary public-key disclosure and make key reuse harder.
- Migration complexity: the scheme must work in a transition where legacy and new outputs coexist.
- Upgrade flexibility: Bitcoin may want a way to add or retire algorithms if cryptanalysis changes.
ML-KEM belongs to key establishment rather than transaction signatures. ML-DSA and SLH-DSA are signature standards, but choosing between them would still require Bitcoin-specific engineering, benchmarking and security review. The cited standards do not establish a Bitcoin winner.
What users and businesses can do now
No user can make an existing ECDSA or Schnorr coin quantum-resistant merely by changing a label or buying a different device. Practical preparation is about limiting exposure and being ready to migrate.
- Use fresh receiving addresses instead of reusing an address after it has spent.
- Prefer wallet software that clearly separates address generation, signing and backup operations and can be upgraded when a Bitcoin PQ path is approved.
- Keep recovery material offline and verify that backups can be restored before moving substantial funds.
- For exchanges and custodians, inventory public-key reuse, identify exposed deposits and plan an automated migration process.
- Do not describe a generic hardware wallet, encryption product or cryptography book as quantum-resistant unless it explicitly supports a Bitcoin-approved PQ signature scheme.
These steps reduce long-exposure risk, but they do not replace a consensus-level migration. A coin remains dependent on the signature rules of the output holding it.
What is settled and what remains open
Established
- NIST finalised ML-KEM, ML-DSA and SLH-DSA in 2024 and published migration guidance.
- Quantum attacks on the elliptic-curve assumptions behind ECDSA and Schnorr are the principal public-key risk discussed for Bitcoin.
- Keeping public keys hidden until spending and avoiding key reuse can reduce the period of exposure.
Proposed, not activated
- BIP 360’s Pay-to-Merkle-Root output is a proposal for reducing long-exposure risk.
- BIP 361’s migration and legacy-signature-sunset framework is a proposal, not a current consensus rule.
Still undecided
- The final Bitcoin signature algorithm and security level.
- The address, script and witness encoding.
- Whether activation would use a soft fork, a hard fork or another coordinated mechanism.
- The length of the migration window and any deadline.
- Whether unconverted legacy coins remain spendable indefinitely or face restrictions.
- The date, capability and cost of a quantum computer able to attack Bitcoin keys.
Bitcoin’s quantum response is therefore an engineering and governance programme, not a single patch. Preparing wallets, reducing public-key exposure and designing a new validated output path can begin before the network agrees on a final activation and legacy-coin policy.
