What Is Apple Private Cloud Compute (PCC)?

Apple Private Cloud Compute is cloud inference for Apple Intelligence requests that need more computing power than a device can provide locally. Here’s how Apple says it works and what its assurance reports cover.

Apple Private Cloud Compute (PCC) is the cloud inference system Apple Intelligence can use when a request needs a larger model or more computing power than an iPhone, iPad, or Mac can provide on-device. Apple says PCC is designed to apply its device-security approach to that cloud processing. It is not a general-purpose cloud storage service, and not every Apple Intelligence request uses it.

When Apple Intelligence uses PCC

Apple Intelligence first determines whether a request can be handled on the user’s device. If the task needs greater computational capacity or a larger server-based model, it can route the request to PCC. The system receives data relevant to that request to perform inference—the processing needed to generate a response—rather than to store files as a consumer cloud service would. Apple describes PCC as a cloud intelligence system built for private AI processing.

Local processing and PCC therefore differ in where inference runs and what information must leave the device. Apple says the device sends only data relevant to the task when cloud processing is needed. Its description does not mean users can choose PCC as a separate retail service or that every request is sent to the cloud.

Apple’s five stated privacy requirements

Apple says PCC is built around five requirements. These are Apple’s design commitments; they should not be confused with independent verification of every privacy claim or of the quality of AI responses.

  • Stateless computation on personal data: Data is used to fulfil the request and, Apple says, is not retained afterward, including through logging or debugging.
  • Enforceable guarantees: Critical system components must be constrained and analyzable so that protections are technical properties, not policy alone.
  • No privileged runtime access: PCC should not provide privileged interfaces that let Apple operations staff bypass its privacy requirements.
  • Non-targetability: An attacker should not be able to single out one person’s data for compromise without attempting a broader attack on PCC.
  • Verifiable transparency: Researchers should be able to inspect PCC software and compare it with the software running in production.

How devices verify a PCC request

In Apple’s technical description of the original system, the device encrypts a request to the keys of validated PCC nodes. Attestation provides cryptographic evidence about a node’s identity and software measurements; the device checks those measurements against a public transparency log before sending the request. This is Apple’s account of the system’s design, not a claim that a public log alone proves every aspect of a live service. Where PCC runs today

PCC originally used custom Apple silicon server hardware and a hardened operating system. On June 8, 2026, Apple announced that some new Apple Intelligence workloads would also use Google Cloud. Apple says the five core requirements remain in force, while the expanded implementation uses NVIDIA GPUs and confidential-computing technology, Intel CPUs with TDX, and Google’s Titan chip. Apple says it retains control of PCC software and that devices trust only PCC software cryptographically approved by Apple. The current system should therefore not be described as running exclusively on Apple silicon or solely in Apple-operated data centers. What the SOC 3 report does—and does not—cover

Apple publishes SOC 3 reports on a rolling 12-month basis. Its listed April 2026 report covers an examination period ending April 30, 2026. The stated scope is the PCC Provisioning System, including provisioning, ongoing verification, and protection of information within compute nodes. Apple expressly says the examinations did not evaluate Apple Intelligence service performance or integrity, so the report is not evidence of AI output quality or an audit of every PCC claim. What Apple says about data retention

In Apple’s June 10, 2024 announcement, senior vice president of Software Engineering Craig Federighi said: “Private Cloud Compute uses your data only to fulfill your request, and never stores it, making sure it’s never accessible to anyone, including Apple.” This is Apple’s stated commitment. The technical controls and report scope described above clarify what Apple says it has built and what its published examination covers. Federighi’s statement appears in Apple’s announcement introducing Apple Intelligence.
