What Is an IP Address Manager (IPAM)?

An IP address manager (IPAM) helps organizations plan, assign, track, and monitor address space across networks and cloud environments.

An IP address manager (IPAM) is a system or operating practice for planning, assigning, tracking, and monitoring an organization’s IP address space. It gives network teams a shared inventory of address blocks and subnets, helps identify available addresses and conflicts, and can keep a history of assignments and changes. Some IPAM products also integrate with DHCP and DNS; the extent of that integration depends on the product.

What does an IP address manager do?

IPAM treats address space as an inventory to manage, not just a collection of individual addresses to look up. Teams use it to keep track of which ranges exist, how they are divided, what has been assigned, and what remains available. The U.S. Department of Veterans Affairs’ Technical Reference Model describes IP address management in terms that include scanning, tracking, management history, and event logs.

  • Inventory and visibility: Record address blocks, subnets, and whether addresses or ranges are in use or available.
  • Planning and allocation: Organize address space into ranges or pools and assign CIDR blocks to networks or resources according to policies.
  • Monitoring and conflict investigation: Check utilization, identify possible address conflicts, and help troubleshoot connectivity issues.
  • History and auditing: Keep records of address assignments or changes so administrators can investigate how address space was used.
  • DHCP and DNS coordination: Some tools bring IP inventory together with DHCP and DNS management. DHCP leases addresses to devices; DNS maps domain or host names to IP addresses and, for some records, IP addresses back to names.

These features are common goals, not a guarantee that every product performs each task automatically. For example, discovery, monitoring, and DHCP/DNS controls vary across implementations.

How are IPAM, DHCP, and DNS different?

They address related but distinct jobs. IPAM plans and tracks the address space. DHCP assigns addresses to devices, often for a defined lease period. DNS lets systems find services or hosts by name by associating names with address records. An IPAM product may display or manage DHCP and DNS data alongside its inventory, but that does not make the terms interchangeable or mean that every IPAM product replaces separate DHCP or DNS services.

What do “scope,” “pool,” and “allocation” mean in AWS IPAM?

Those terms have specific meanings in AWS’s IPAM model and should not be assumed to work identically in every vendor’s product. AWS describes IPAM as a VPC feature for planning, tracking, and monitoring addresses for AWS workloads. In that model:

  • Scope: A container for an IP address space.
  • Pool: A grouping of contiguous CIDR ranges within that space.
  • Allocation: The assignment of a CIDR block from a pool to a resource or to another pool.

This hierarchy helps administrators organize cloud address space and control how CIDR ranges are assigned. See AWS’s IPAM overview and documentation on creating an IPAM for the service-specific details.

When is IPAM useful?

IPAM is most useful when a network’s address plan is too broad, distributed, or changeable to manage reliably with disconnected spreadsheets or informal records. A shared inventory can help teams see address use across subnets, cloud accounts, regions, or business units, find capacity before creating a network, and reduce the chance of overlapping assignments. Discovery, allocation rules, utilization monitoring, and history can also make ongoing administration and troubleshooting more organized.

The right scope depends on the environment. A cloud provider’s built-in IPAM manages within that provider’s service boundaries; a self-hosted network-management product may be intended to cover other infrastructure as well. For example, AWS documents IPAM for AWS workloads, Scaleway documents its own cloud implementation, and SolarWinds describes a self-hosted IP Address Manager on the SolarWinds Platform. These are examples of different deployment models, not interchangeable products.

How should you compare IPAM tools?

Start with where the address space lives and which teams need to use the inventory. Then check the operational capabilities that matter in that environment:

  • Deployment boundary: Does the tool cover one cloud provider, multiple cloud environments, on-premises networks, or a combination?
  • Discovery and inventory: How does it find and update address usage, and can it represent your subnets and address ranges clearly?
  • IPv4 and IPv6: Confirm support for the protocols and address plans your organization uses.
  • Allocation controls: Can you define pools, policies, permissions, or approval steps that fit your network design?
  • DHCP/DNS integration: Determine whether the product only displays related information or also manages those services, and which server implementations it supports.
  • Conflict monitoring and history: Check how it flags potential conflicts and what assignment or change history it retains.

Product documentation should establish these capabilities for the specific edition and deployment. A feature described for one cloud provider or vendor should not be read as a general property of every IPAM system.
