Generative AI primarily creates content—such as text, images, audio, video or code—from an instruction. An agent may use a generative model, but it adds orchestration, tools, permissions, memory and action loops around that model.
The practical distinction is simple: generative AI is mainly about producing an answer or other content; agentic AI is about completing a goal through a sequence of decisions and actions. The two categories overlap, so the presence of generated text alone does not make a system an agent.

The short answer: content generation versus goal completion
A generative AI application normally follows a prompt-to-response pattern. You ask for a summary, a picture, a program or an explanation, and the system returns newly generated content. You then decide what to do with that result and provide the next instruction when revisions or additional work are needed.

An AI agent starts with a goal, event or request and determines what work must happen next. It can break a task into smaller steps, select from permitted tools, call an API, query a database, inspect the response, update a record, ask for approval and continue until a stopping condition is reached. Its output can include generated content, but the defining feature is the controlled pursuit of an outcome.

That makes an agent a broader system than a language model. A generative model can be the reasoning or language component inside an agent, while the agent supplies the workflow, state management, tool connections, identity and policy controls.
What is an AI agent?
There is no single universal technical standard for the term, but major definitions point to the same behavior.
Microsoft’s definition
Microsoft’s AI Agent FAQ describes an agent as “a system that achieves a set goal by taking action based on the inputs it perceives in its environment.” The important elements are a goal, information arriving from an environment and actions taken in response.

NIST’s definition
The NIST AI 100-2e2025 CSRC Glossary defines an agent as “Software programs that can interact with their environment, receive information, and undertake self-directed actions in service of a larger, externally-specified goal.” This wording emphasizes that the goal comes from outside the software, while the agent decides some of the intermediate work.
IBM’s definition
IBM describes an AI agent as “a system that autonomously performs tasks by designing workflows with available tools.” Here, workflow design and tool use distinguish an agent from a system that only produces a response.
In industry discussions, “agentic AI” generally refers to systems with more initiative and workflow execution. It does not mean unlimited independence. Every real deployment has boundaries set by its tools, credentials, data access, policies, approval requirements and stopping rules.
How generative AI and AI agents compare
| Axis | Generative AI application | AI agent system |
|---|---|---|
| Primary purpose | Produce content or an answer from an input | Pursue a goal and complete a task or workflow |
| Interaction | Usually prompt → response, with the user steering revisions | Goal or event → plan, tool calls, checks and possible handoff |
| External effects | Human normally applies the output | Agent may call APIs, write data or trigger workflows when authorized |
| State | Often limited to the current prompt or session | May maintain task state, context and persistent memory |
| Autonomy | Low to moderate; user specifies the next request | Higher initiative within configured permissions and policies |
| Failure impact | Incorrect or low-quality content | Incorrect content plus possible real-world side effects |
The table describes typical designs, not a rigid classification. A chatbot can have a small amount of state, and a content-generation application can call a retrieval or image tool. What matters is whether the system is configured to pursue a task through an action loop rather than simply return content for a person to apply.

How does agentic AI work?
Most agents follow a recurring control loop. The exact software architecture varies, but the stages below explain what happens in a typical system.
- Receive a goal or event. The trigger might be a user request, a scheduled event, a message in a support queue or a change detected in another system.
- Interpret context. The agent identifies the desired outcome, relevant constraints, available information and the identity or permissions under which it is operating.
- Plan or decompose the task. It turns the objective into a sequence of sub-tasks. Planning can be a single next-step decision or a longer workflow that is revised as new information arrives.
- Select and call permitted tools. Tools may include search, a database query, a calculator, an internal service, an API or an application action. The agent should only see tools and credentials that its policy allows.
- Inspect the results. The system checks returned data, errors and status information. It may retry, choose another tool, revise its plan or ask a person for clarification.
- Update context or memory. Short-term state tracks the current task. Some systems also retain longer-term information, such as preferences or prior case details, subject to retention and privacy rules.
- Stop, hand off or continue. The loop ends when the goal is met, a stopping condition is reached, an approval is required or the agent cannot proceed safely.
Microsoft documents planning and looping, tool and API calls, memory and a distinct agent identity as practical properties. Google’s descriptions similarly identify orchestration, memory, state and decision-making as core components. These are architectural capabilities, not a promise that every product implements them to the same depth.
The parts that make a system an agent
Goal and task state
An agent needs an explicit objective and a way to track progress. “Resolve this support case” is a goal; the case number, attempted steps, returned errors and pending approval are task state. Without state, a system cannot reliably know which work is complete or what should happen next.
Reasoning and planning
A model may propose a plan, choose the next action or evaluate whether a result satisfies the objective. Planning can be deterministic, model-driven or a combination of both. The planning component should be constrained by allowed actions rather than treated as an unrestricted command channel.
Tools and environment access
Tools give an agent the ability to affect or inspect something outside its model. Read-only search and database queries are lower-risk than sending messages, changing account settings or issuing a payment. Tool schemas, input validation and error handling determine how safely the agent can interact with an environment.
Memory
Short-term memory holds the current conversation and intermediate results. Persistent memory can carry information between tasks. Retaining information changes the privacy and security profile, so systems need rules for what may be stored, for how long and who can retrieve it.
Identity and permissions
An agent should operate under a distinct identity with narrowly scoped credentials. This makes it possible to audit actions, revoke access and separate the agent’s authority from a human user’s broader account privileges.

Policies, approvals and stopping rules
Guardrails define which tools may be used, which data may be accessed and which actions require confirmation. A spending limit, a requirement for human approval before sending an external message or a maximum number of retries are examples of stopping conditions.

Consider a service-desk request to restore access to an account. A generative application could draft a reply explaining the recovery process. An agent could authenticate the ticket, look up the account status, check whether the request meets policy, call an identity-management API, record the result and draft or send a response. If the request requires proof or a privileged change, it can pause and route the case to a human.
In a data workflow, a generative application might summarize a spreadsheet that you upload. An agent could watch for a new file, validate its format, query related records, calculate exceptions, write a report to a designated folder and notify an owner. Each external action depends on the tools and permissions configured by the organization.
These examples also show why “agent” is not synonymous with “fully automatic.” An agent can be deliberately designed to perform only read operations, to prepare actions for review or to hand off at every sensitive step.
Is an AI agent the same as ChatGPT?
ChatGPT is commonly experienced as a generative AI application: you provide an instruction and receive generated text or other content. A chat interface alone does not establish that a system is an agent. The relevant question is what the surrounding software is authorized and configured to do.

Are AI agents autonomous?
They can be autonomous within a defined operating envelope, but “autonomous” does not mean unrestricted. The agent’s effective freedom is bounded by:

An agent with read-only access may independently assemble a report but cannot alter a customer record. Another agent may be allowed to update records but must obtain confirmation before sending an external communication. Describing the boundary is more informative than labeling a system simply autonomous or non-autonomous.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why agent systems need stronger safety controls
A flawed generated answer is usually corrected by the person who reads it. An agent can turn a flawed interpretation into a real-world side effect. Security guidance from Microsoft highlights capabilities such as invoking tools, calling APIs, writing data, triggering workflows, planning and looping, retaining memory and operating with a distinct identity. Those capabilities create additional attack and reliability concerns.
Prompt injection
Untrusted text in a document, web page, email or ticket can contain instructions designed to redirect the agent. Treat retrieved content as data, not as authority, and validate every proposed tool call against policy.
Excessive agency
An agent may have more permission than its task requires. Apply least privilege, separate read and write tools and require explicit approval for high-impact operations.
Confused-deputy behavior
If an agent uses a trusted identity on behalf of an untrusted request, it can accidentally grant that request the trusted identity’s power. Bind authorization to the user, task and specific action, and log the identity responsible for each call.
Operational controls
- Test workflows in a sandbox with synthetic or limited data.
- Log prompts, plans, tool arguments, results, approvals and final actions.
- Monitor for unusual volume, repeated failures and access outside normal patterns.
- Use human approval for irreversible, financial, legal, safety-related or externally visible actions.
- Provide a clear kill switch and a recovery path when a loop behaves unexpectedly.
How to tell whether a product is really agentic
Marketing language is inconsistent, so evaluate the implementation rather than the label. Ask these questions:
- What goal can the system pursue without a new prompt for every step?
- Which tools and APIs can it call, and are they read-only or write-capable?
- Does it inspect tool results and revise its plan?
- What short-term state or persistent memory does it retain?
- Which identity and credentials are used for each action?
- Where are approval gates, spending limits and stopping conditions configured?
- What is logged, and can an operator reconstruct why an action occurred?
- What happens when a tool fails, data conflicts or the agent cannot establish that the goal is complete?
A system that cannot answer these questions may still be useful generative AI, but its agent claims should be treated cautiously.
Best Value
When to use generative AI and when to use an agent
Choose generative AI for content-centered work
Use a generative application when a person will review and apply the result: drafting, summarizing, brainstorming, translating, explaining or generating code for inspection. The simpler interaction reduces integration and authorization overhead.
Choose an agent for repeatable, multi-step workflows
An agent is appropriate when the task has a defined outcome, requires several tools or systems, benefits from state across steps and can be bounded by clear policies. Examples include triaging a queue, reconciling records, preparing a report from several sources or coordinating an approval process.
Use a hybrid design when judgment matters
Many practical systems generate a draft, gather evidence and prepare a proposed action, then require a person to approve the consequential step. This preserves automation for routine work while keeping human oversight where an error would be costly.
Common misconceptions
“Every chatbot is an agent.”
No. A chatbot may only generate replies. Agent behavior requires some combination of goal pursuit, state, tool use, decision-making and controlled action.
“An agent is just a larger language model.”
No. The model may provide language understanding or planning, but the agent also includes orchestration, tools, identity, memory and safeguards.
“More autonomy is always better.”
Not for high-impact tasks. Additional initiative increases the value of automation and the possible damage from a wrong plan, an unsafe tool call or compromised instructions.
“If an agent can call a tool, it will complete the task reliably.”
Tool access is only one capability. Reliable operation also requires accurate context, validated inputs, error handling, observability, permissions and a defined handoff when the system is uncertain.
Bottom line
Generative AI creates content from instructions. An AI agent is a goal-directed system that can decide and execute multiple steps using tools, state and policies. Agents often contain generative models, so the categories overlap; the practical difference is whether the system merely returns content or is authorized to pursue an outcome in an environment. Judge any agent by its tools, memory, identity, approval gates, monitoring and consequences when it fails.
