An AI action model is a descriptive term for an AI model—or a larger system using one—that selects or performs actions to advance a goal. Unlike a system that only returns text, it may recommend an operation, call a software tool, interact with an app, or control a physical device. The term has no universally agreed technical definition, so the meaning depends on what the system can actually do.
What does “AI action model” mean?
In general use, an AI action model is a model-enabled system that chooses what to do next, or carries out an operation, in pursuit of a specified objective. “Action” can mean several different things: producing a recommendation, sending a tool or API call, clicking through a graphical interface, or controlling a physical actuator. Those are materially different capabilities, so a useful description should state which one is meant.

The phrase is not a standardized technical category with a universally accepted specification. It may also appear in narrower research discussions or as a company’s product name. Do not assume that a product called an “action model” represents an industry-wide definition.

The boundaries between these labels are not settled. The Australian Competition and Consumer Commission (ACCC) says in its 2026 report, Recent developments in artificial intelligence, “There does not appear to be one settled definition within industry on what exactly constitutes an AI agent or agentic AI.” The ACCC uses a working description of agents as software systems that can autonomously gather information and use tools to accomplish objectives on users’ behalf.

That description overlaps with many systems someone might call action models. Rather than infer capabilities from the label, compare what the system outputs, how it can execute, how much autonomy it has, what it can affect, and whether it checks results.
| Comparison axis | Questions to ask |
|---|---|
| Output | Does it return text or a recommendation, select an operation, or execute a task? |
| Execution channel | Does it have no execution channel, use an API or tool, interact with a graphical interface, or control a physical device? |
| Autonomy | Does it only suggest an action, require approval for each step, or carry out a delegated multi-step task? |
| Authority and impact | Which accounts, data, applications, or physical systems can it change? |
| Feedback | Can it observe the result, recognize an error, and respond to it? |
These are practical comparison questions, not an official classification scheme. In particular, the word “action” alone does not tell you that a system operates autonomously, has permission to change an application, or verifies that a task is complete.

How can an AI action model work?
A common high-level pattern is to interpret a goal, work out one or more steps, choose an available tool or interface operation, execute it, and inspect the result. In a real system, these jobs need not all belong to the model. Planning, memory or state, tool connections, permissions, execution, and result checking may be handled by separate components.
A 2026 patent publication describes one example involving generative AI and an interactive interface: the system can produce a multi-step session plan and executable operations using prior session information and visual context. See the Google Patents record for US20260037318A1. This is one disclosed architecture, not an industry blueprint or evidence that action models generally perform in the same way.

What broader definitions help explain the term?
Eurostat’s 2026 report, The use of artificial intelligence (AI) technologies in the European Union, defines AI for its business-statistics questionnaire as systems using technologies such as text mining, computer vision, speech recognition, natural-language generation, machine learning, and deep learning to gather or use data to “predict, recommend or decide on, with varying levels of autonomy, the best action to achieve specific goals.” It also notes that AI systems can be purely software-based.
This helps explain why AI can be action-oriented without a robot or other physical device. But Eurostat’s wording is a definition for its questionnaire, not a universal definition of “AI action model.”

What does the branded Action Model project refer to?
“Action Model” is also the name used by a project whose 30 October 2025 company blog describes it as a community-owned large action model project. The company lists an Actionist desktop app, a browser extension, a workflow marketplace, and a $LAM token in its description. Those are the company’s product and ownership claims, not a neutral definition of action models generally. See “What Is Action Model | The First Community-Owned AI”.
