Today’s general-purpose AI can tackle many different tasks, but its abilities are uneven: it can make factual errors, misunderstand unfamiliar contexts, and need human oversight. No single accepted test or threshold establishes that AGI has been achieved.
What is AGI?
Artificial intelligence (AI) is the broad category: it includes systems designed to perform tasks involving capabilities such as perception, learning, planning, communication, or physical action. Definitions vary by source and context; the National Institute of Standards and Technology’s AI glossary reflects that variety rather than setting one universal wording.

AGI refers to a more specific, contested idea: a system with intelligence spanning a broad spectrum of domains and contexts, at human level or greater. The OECD describes AGI as controversial, and says its definition, possible arrival timeline, and even premise are intensely debated. A useful summary is breadth across tasks combined with substantial performance—not simply the ability to produce convincing answers in one area.

AI systems can be purpose-built for a narrow task or designed for more flexible use. AGI is a hypothesized degree of generality and capability within AI, not a separate technology category with a universally agreed boundary.
#1 Best Overall
| Dimension | Today’s general-purpose AI | Hypothetical AGI |
|---|---|---|
| Breadth | Can be adapted to many tasks and may work across text, images, or audio, but performance varies by task and context. | Would handle a broad range of domains, including unfamiliar situations. |
| Depth | May perform strongly in some areas while remaining weak in others. | Would perform at roughly human level or better across a broad spectrum, rather than only in selected areas. |
| Reliability | Can produce inaccurate or inconsistent results and misunderstand context. | Would need to demonstrate dependable performance across its claimed range; no agreed threshold specifies how dependable is enough. |
| Autonomy | Often benefits from human direction, checking, or intervention, especially on complex tasks. | Would be expected to manage a wider range of work with less supervision, though autonomy is one dimension of comparison, not a standalone proof of AGI. |
| Learning and adaptation | Can generalize in some ways, but breadth alone does not show that it can continually learn from new experience. | Would be assessed for how effectively it adapts to new tasks and experience; this is not settled by a single test. |
This comparison is a way to organize the question, not an agreed pass/fail definition. Meredith Ringel Morris and coauthors, in Google DeepMind’s 2024 paper Levels of AGI for Operationalizing Progress on the Path to AGI, write: “We propose ‘Levels of AGI’ based on depth (performance) and breadth (generality) of capabilities.” Their framework also considers autonomy and the challenges of benchmarking capability across levels.
Are today’s AI systems AGI?
There is no universally accepted yes-or-no answer because the term has no shared certification test. Today’s foundation models are more general than older systems built for one task: they can be adapted to many downstream uses, transfer capabilities between domains, and sometimes work with multiple kinds of media. That is meaningful breadth, but breadth alone does not establish AGI.
Rank #2
The OECD notes that current models can still produce factual inaccuracies and hallucinations, behave inconsistently, or misunderstand new contexts. They often need human assistance and oversight to function correctly. A system’s fluency, its ability to process more than one type of input, or a strong result on one benchmark is therefore not sufficient on its own to show general intelligence across domains.

How would we know if AGI has been achieved?
Rather than relying on a single impressive demonstration, an assessment would need to examine performance across several dimensions:
- Breadth: How many different kinds of tasks can it handle, including tasks and contexts it has not encountered in the same form?
- Depth: How does its performance compare with skilled humans across those tasks, including its weaker areas?
- Reliability: Does it deliver correct results consistently, or does performance shift with context, task wording, or small changes in conditions?
- Autonomy and task horizon: Can it carry out extended work with limited supervision, and how often does it need correction or intervention?
- Learning and adaptation: Can it adapt from new experience or a small number of examples, rather than only use information supplied in the current interaction?
Google DeepMind’s levels framework emphasizes capability performance, breadth or generalization, and autonomy, while also noting the difficulty of designing benchmarks that measure capabilities across levels. Results from any benchmark need to be interpreted in light of what it tests and what it leaves out. Since there is no agreed threshold, a claim that a system is AGI depends partly on the definition and evidence being used.
Does AGI mean consciousness or sentience?
Not by definition in the accounts discussed here. The OECD’s description concerns intelligence across domains and contexts; it does not make consciousness or sentience a required test. Whether an AI system has subjective experience is a separate question, and broad task performance alone does not settle it.

No firm arrival date can be stated as fact. The OECD says both the meaning of AGI and its timeline are intensely debated. Forecasts depend on what capabilities count, how consistently they must work, and how much autonomy is required.

OpenAI describes its perspective as progress through increasingly useful systems rather than one sudden leap; that is OpenAI’s position, not a universal consensus. The practical point is to assess demonstrated capabilities and limitations, not assume that one product launch or benchmark result marks a universally recognized arrival.
