In common broadband discussions, the term usually refers to equipment using locally available gaps in television spectrum. A database can tell the device which channels and power levels it may use; it is not permission to transmit on any frequency that merely seems quiet.
What “white space” means
White space is a relationship between a frequency, a place and a time—not a permanently empty slice of spectrum. A channel used by a licensed service in one area may be available elsewhere, or its availability may change with time. Ofcom describes white-space spectrum as frequencies not used by licensees “at all times or at all locations” in its Implementing Geolocation paper.

In the United States, the FCC defines white space devices as unlicensed devices that operate in TV bands where frequencies are not in use by licensed services. The FCC’s FCC 22-6 provides that definition and discusses the related regulatory framework. The precise bands and operating rules depend on the country; “white space device” is not a universal authorization to use the same frequencies everywhere.
How white space devices work
- Establish location and identity. The device, or a controlling device, supplies information required by the applicable rules.
- Check a white space database. The database assesses protected services at that location and returns available channels and permitted operating parameters, such as power limits. FCC rules describe database functions and safeguards in 47 CFR § 15.713.
- Transmit within the authorization. The device must stay within the assigned parameters and update availability information as required by the relevant jurisdiction.
The database is part of the interference-protection system, not a directory of open Wi-Fi networks. It helps coordinate access while protecting incumbent services, including television broadcasts and wireless microphones.

Are white space devices the same as Wi-Fi?
No. Wi-Fi is a familiar wireless networking technology; “white space device” identifies radio equipment operating under a spectrum-sharing regulatory framework. A WSD may provide broadband or networking, but it must use the channels, power levels and coordination process allowed for its location. It is not simply a Wi-Fi router with a different name.

Fixed and portable devices in the US framework
FCC materials distinguish device operation according to how location and database access are handled. A Mode II device can determine its own location and access the database. A Mode I portable device operates under the control of a fixed or Mode II device that determines channel availability. These are US regulatory mode labels, not universal categories; consult the FCC’s white-space Q&A for its overview.

What the definition does—and does not—tell you
- A WSD uses spectrum that is locally available under the applicable rules; “unused” does not mean unused everywhere or permanently.
- A database may specify both permitted channels and power levels, helping the device share spectrum while protecting licensed users.
- Device type, location method, database access and allowed operation depend on the jurisdiction.
- A technically capable radio cannot assume it may transmit in every country or on every apparently quiet channel; applicable rules and equipment authorization matter.
