A RAW volume is one Windows cannot identify as a recognized file system. The label does not tell you whether the volume is empty, uses a format Windows does not recognize, is corrupted, or has a disk or connection problem. It also does not prove that the volume contains no recoverable files.
What “RAW” means in Windows
When Windows reports a volume as RAW, it means Windows has not identified a file system it recognizes on that volume. It is a recognition or mounting status—not a diagnosis of the cause and not, by itself, proof that the disk has failed. Microsoft explains that an unknown format may be identified as RAW; a valid format Windows does not recognize may be identified separately when it has the expected recognition information. So, “RAW” does not necessarily mean the drive has been deliberately formatted as a standard file system called RAW. It describes what Windows can currently recognize about the volume.

Two meanings of “RAW file system”
The phrase can refer to two related but distinct things:

- RAW volume status: The user-facing status that appears when Windows does not recognize a volume’s file system.
- Windows RAW file system mechanism: A kernel mechanism that can mount a volume whose layout is not recognized by an existing file-system driver and provide direct block-level access to information used for recognition. Microsoft describes this technical mechanism in its documentation on obtaining file system recognition information.
The technical mechanism is not the same as saying that RAW is an ordinary on-disk file system like NTFS. The shared name is one reason the term can be confusing.
Does a RAW label mean the files are gone?
No. The status alone cannot establish whether files are present or recoverable. It also cannot identify a single cause: Windows may not recognize the format, the volume may be corrupted, or a disk or connection problem may be involved.

If files matter, do not format the volume as a first response. Microsoft warns: “Formatting a disk erases all data on it, so don’t do this step if you’re trying to recover files from the disk.” Microsoft’s Disk Management troubleshooting guidance says to format only when the disk is known to be empty.

If you need files from the volume
- Avoid writing to the affected volume. For deleted-file recovery, Microsoft advises minimizing computer use because new activity can overwrite space where deleted data may remain. Do not format the volume if you are trying to recover files.
- Try to establish whether the issue follows the drive. Microsoft’s troubleshooting steps include rescanning disks, reconnecting an external drive, plugging it directly into a PC rather than through a hub, trying another cable, and testing it on another PC. If the drive is detected differently with another connection or computer, that can help distinguish a connection issue from one that persists with the drive; it does not by itself confirm the underlying cause.
- Consider recovery only if the situation fits the tool’s scope. Microsoft’s Windows File Recovery is a command-line app for attempting to recover deleted files from local storage. Its documentation does not promise that it repairs every volume Windows displays as RAW. For files that are vitally important, Microsoft notes that a data recovery lab may be an option.
Windows File Recovery modes and destination
Microsoft documents this command form: winfr source-drive: destination-drive: [/mode] [/switches]. The source and destination drives must be different. If you have only one drive available, Microsoft suggests using a USB or external drive as the destination. The appropriate starting mode depends on the file system and situation:

If the volume is known to be empty
Formatting may be appropriate when the disk is known to be empty and you intend to prepare it for use. Formatting erases data, so do not choose it as a way to investigate a volume that may contain files you want.

RAW to NTFS: what that phrase means
“RAW to NTFS” usually refers to making a volume Windows currently reports as RAW usable as an NTFS volume. Formatting can create a file system, but it erases data; it is not a safe conversion step when you are trying to recover files. First decide whether the data matters. If it does, prioritize avoiding writes and assessing recovery options; if the volume is confirmed empty, formatting may be considered.
