A system development methodology is a documented framework an organization uses to plan, structure, and control the work of developing a system. It combines a way of organizing the life cycle—such as waterfall or an iterative approach—with the practices and controls needed to deliver, operate, and maintain that system.
What a system development methodology includes
A methodology makes development work more deliberate and repeatable by setting expectations for activities, responsibilities, controls, and outputs. Its details should fit the system and organization; it is not necessarily one fixed sequence of phases.

For example, a methodology may bring together a life-cycle approach and practices for requirements, secure coding, testing, version control, quality control, data migration, documentation, and end-user training. The Saudi Central Bank lists these as areas its system development methodology should address for covered member organizations; that rule is specific to its scope, not a universal legal requirement. How it differs from a life-cycle model or standard
A model is one part of the methodology
Waterfall and agile are familiar examples of ways to organize development. Waterfall generally arranges work in sequential phases, while iterative approaches revisit work and can deliver it in increments. These labels describe ways of organizing work; they do not, by themselves, specify every engineering, security, quality, or operational control a methodology may require.

A process standard can guide work without choosing the approach
ISO/IEC/IEEE 15288:2023, Systems and software engineering — System life cycle processes, provides a common framework of process descriptions and terminology for the system life cycle, from conception and development through production, use, support, and retirement. Selected processes can be applied iteratively and concurrently. The standard explicitly does not prescribe a life-cycle model, development methodology, method, modeling approach, or technique. A team can use its process framework while choosing and tailoring its own methodology. ISO/IEC/IEEE 15288:2023
ISO/IEC 29110 takes a profile-based approach, selecting subsets of standards relevant to very small entities. Its series is intended for use with waterfall, iterative, incremental, evolutionary, or agile life cycles. Check the relevant part and edition before treating it as applicable guidance for a particular organization. ISO/IEC 29110-7-1:2026

There is no universal best methodology established by the cited standards and controls. Compare the project’s conditions and obligations, then select and tailor an approach that supports them:
- Requirements and uncertainty: How much is known at the start, and how likely are needs to change?
- Feedback and delivery: How often do users or stakeholders need to review usable work?
- Governance and traceability: What approvals, records, documentation, audit trails, or contractual controls are required?
- Risk and assurance: What security, safety, reliability, testing, and quality controls must be included?
- Team and system context: How large and distributed are the teams? How tightly coupled are system components, and what integration constraints apply?
- Lifecycle obligations: What support, migration, operation, and retirement work must the process account for?
These are decision prompts, not a weighted formula. The resulting methodology can combine a life-cycle approach with the engineering and oversight practices appropriate to the work. Where a regulator or contract applies, confirm its current requirements and scope rather than assuming a general-purpose model will satisfy them.

For an organization, writing down a process is only the start. The Saudi Central Bank’s rule for covered member organizations calls for the methodology to be defined, approved, implemented, and communicated, with its effectiveness monitored and evaluated periodically. Those obligations illustrate how a methodology can be governed; they should not be read as requirements for organizations outside the rule’s scope. Saudi Central Bank, System Development control
