Those conductors may occupy one side, both sides, or several insulated layers. The bare board is distinct from the populated assembly made when components are attached.
What does “printed circuit board” mean?
A PCB combines an insulating base with conductive features such as traces, pads, and planes. These features form a planned layout for carrying electrical signals and power between components. The board also acts as a physical platform on which components can be mounted.

“Printed” refers to the patterned circuitry formed on or within the substrate, not to a paper circuit diagram. In common construction, copper foil is patterned to create the conductive paths. As IEEE describes it, the board serves both as a physical chassis for component mounting and as a signal and power distribution network (IEEE Technology Navigator).

A PCB is the board itself: its insulating substrate and conductive layout. Resistors, capacitors, integrated circuits, connectors, and other parts are mounted or attached to make a functioning circuit. The populated result is commonly called a printed circuit board assembly (PCBA). IPC’s materials distinguish printed-board design and fabrication from assembly-related standards (IPC Design Standards; IPC Meet Your Standards).

How are printed circuit boards constructed?
Conductive layers
A board may have conductive patterns on one face, on both faces, or across multiple layers separated by insulation. The number and arrangement of layers affect how the designed connections are routed; the term PCB alone does not specify a layer count. Analog Devices describes the board as non-conductive material with conductive lines printed or etched (Analog Devices glossary).
Substrate and form
The insulating material and overall construction depend on the application. A PCB can be rigid, flexible, or rigid-flex, combining rigid and flexible sections. Green fiberglass is a familiar example, not a defining requirement: boards need not be green, fiberglass, rigid, or single-layer.

Are there standards for PCB design and quality?
IPC publishes engineering standards for printed-board design and related categories. IPC-2221 is its generic printed-board design standard, with specialized standards for rigid organic, flexible, rigid-flexible, and high-density interconnect boards. IPC also identifies IPC-A-600 as an illustrated guide to conditions observable on printed boards and IPC-6012F as a qualification and performance specification for rigid boards (IPC Design Standards; IPC Board Design Standards; IPC Meet Your Standards).
These are technical standards, not laws or part of the everyday definition of a PCB. For a compliance decision, check the current IPC catalog and the edition and requirements named in the applicable contract or product specification; the existence of a standard does not establish that a particular board complies.
