What Is a Personal AI Computer—and How Is It Different From a Cloud AI Service?

A personal AI computer runs some AI inference locally. Here’s how that differs from cloud AI, when you need special hardware, and what to check about offline use and privacy.

A personal AI computer is a PC or dedicated system that can run at least some AI models locally, rather than sending every request to a remote provider. The term is descriptive, not a single technical standard: it can mean an everyday computer running a local model, a PC with an AI accelerator, or a purpose-built system for larger local workloads. A cloud AI service runs inference on the provider’s infrastructure. Many products combine both approaches, choosing a local or cloud route depending on the task.

What “personal AI computer” means

In this context, “personal AI computer” describes a computer that performs at least some AI inference on the device itself or on compatible devices on the same local network. Inference is the work of using a trained model to produce an answer, summary, image, or other output. The phrase does not define one required specification or product class.

  • An ordinary PC running an AI model locally, if its hardware and software support that model.
  • An AI PC with dedicated hardware such as a neural processing unit (NPU) to accelerate supported workloads.
  • A specialized desktop system designed for local AI development or larger models.

Branded labels are narrower. Microsoft, for example, defines its Copilot+ PC category around Windows hardware and feature requirements. Microsoft describes these PCs as having an NPU capable of more than 40 trillion operations per second (TOPS), while noting that requirements depend on the Windows AI feature in question. That threshold applies to Microsoft’s category; it is not a universal minimum for running every local AI model. Microsoft’s Copilot+ PC information

Local AI versus cloud AI: what changes?

The key distinction is where a request is processed. With local inference, the model runs on your computer or a compatible device on your local network. With a cloud AI service, your request is sent to provider-operated systems, which return the result. Some services use a hybrid design and route different tasks to different places.

Consideration Personal or local AI Cloud AI service
Where inference runs On the computer or compatible devices on the local network. On the provider’s remote infrastructure.
Internet connection Some workloads can run offline after the model and software are installed; setup, downloads, or related app features may still need a connection. Usually needs a connection to send requests and receive responses.
Capability Limited by the device’s compute, memory, model options, and software support. Can use provider-side models and compute beyond what a particular personal device supports.
Data path A local feature may keep its inference inputs and outputs on the device. Check whether connected features send data elsewhere. The request is sent to the service; its privacy and retention terms govern handling.
Setup and cost May require suitable hardware, model downloads, configuration, and maintenance. May avoid a hardware upgrade, but account, subscription, or usage terms depend on the service.
Typical fit Offline work, local experimentation, or tasks for which a verified local data path matters. Tasks that benefit from hosted models or capabilities beyond the local machine.

These are practical differences, not a promise that one approach is always faster, cheaper, more capable, or more private. Those outcomes depend on the particular device, model, service, and task.

Do you need a special AI computer to use AI?

No. A cloud AI service can be used from a computer that meets the service’s requirements; buying an AI PC is not a prerequisite just to use cloud AI. Special hardware matters when a specific local feature or workload requires it, or when you want to run models on your own device.

Windows illustrates why it helps to check the feature rather than the broad label. Microsoft says some Windows AI APIs require Copilot+ PC hardware, while Foundry Local supports a wider range of hardware and can fall back to CPU execution. Windows ML gives developers more direct control over ONNX models and execution providers. Requirements therefore vary by software path and model, not simply by whether a computer is called an AI PC. Microsoft’s Windows AI overview

For local AI, the relevant questions are whether the model runs on your operating system and hardware, how much memory it needs, and whether its software can use your available CPU, GPU, or NPU. A dedicated system is an option for demanding local development, not a general requirement for everyday access to AI services.

When can local AI work without internet?

A local workload can continue offline once the model and required software are installed, provided the application does not depend on a remote service for that task. The initial model download needs a connection, and some apps may use the network for optional catalog updates or other features.

Microsoft says Foundry Local performs inference on-device after the model has been downloaded; it also notes that downloading models and optionally refreshing catalog metadata involve network activity. Its stated data-handling scope is specific to Foundry Local inference: “Inference input and output never leave the machine.” That should not be read as a blanket statement about every Windows AI feature or the rest of an application’s data handling. Is local AI more private than cloud AI?

Local processing can keep a particular inference request from being sent to a cloud service, but “local” alone does not establish how an entire app handles data. Check the feature’s actual data path, whether it uses online services for any part of the task, and the provider’s retention terms.

Hybrid systems make the distinction especially important. Apple says Apple Intelligence processes tasks on-device when possible and may send more sophisticated requests to Private Cloud Compute (PCC). Apple’s security guide states that PCC should use personal data it receives exclusively to fulfill the request and should not retain it after the response. These are Apple’s documented design requirements for its service, not independent proof of all products’ privacy practices. Apple’s Private Cloud Compute security guide

Apple’s developer documentation also describes a trade-off in its Foundation Models framework: its on-device model supports an always-available feature that does not need a network connection, while the server-based model accessed through PCC offers a 32K-token context and stronger reasoning for long documents or extended conversations. That figure describes Apple’s system; it is not a general comparison of all local and cloud models. Apple says access requires a supported device and may be subject to a daily request limit, with more access available through iCloud+. Apple Foundation Models documentation

What local AI hardware can—and cannot—tell you

Local capability depends on more than a “TOPS” figure or a product label. Model size, available memory, compute hardware, software support, and the workload all affect whether a model can run and how useful it is. Vendor capacity claims should be treated as claims about the stated configuration, not independent performance measurements.

For example, NVIDIA lists a 64 GB DGX Spark configuration as supporting models up to 100 billion parameters, and says that configuration is available through participating OEM partners. That is a vendor-stated capacity claim, not a benchmark of speed or output quality, and it describes a dedicated local AI system rather than a typical requirement for using cloud AI. NVIDIA DGX Spark product information

NVIDIA also describes a Personal AI Router that can route workloads across compatible RTX, DGX Spark, and Mac devices on a home network. The company says prompts, files, and agent context stay on that local network rather than going to a cloud inference service. Supported operating systems and hardware configurations can change, so check NVIDIA’s current requirements before choosing a setup. NVIDIA Personal AI information

How to decide which approach fits your needs

  1. Name the task. Identify the model or feature you want to use, rather than buying for the general promise of “AI.”
  2. Check execution requirements. Confirm whether the software requires an NPU or can use a CPU or GPU, and check its operating-system and model support.
  3. Check memory and model capacity. Make sure the system can accommodate the model and workload you have in mind.
  4. Decide whether offline use matters. If the task must work without internet, confirm that the model and application can do it locally after setup.
  5. Verify the data path. Find out which parts run on-device, which may be sent to a provider, and what the service says about retention.
  6. Compare the ongoing effort. Local use can involve installation and maintenance; cloud use may involve account, subscription, or usage terms. Check the specific product rather than assuming either has no continuing cost.

An AI PC with an NPU is a reasonable category to consider when you specifically want supported local features. Microsoft’s Copilot+ PC requirements are one vendor-defined starting point, not a universal baseline for local AI. A system such as DGX Spark is aimed at a more specialized local workload. If your goal is simply to use a hosted assistant or other cloud AI service, the service’s own device requirements—not a general AI-PC label—are what matter.
