A MiCA-compliant electronic money token (EMT) is a crypto-asset that claims to keep a stable value by referring to one official currency. A token marketed as a euro stablecoin can fall into that category when it references only the euro and satisfies MiCA’s legal requirements, but the phrase euro stablecoin is not itself proof of compliance, issuer authorisation or a redemption right.
The practical distinction is important: an EMT holder has a right to redeem at full face value in the referenced currency, EMTs cannot pay interest to holders, and only authorised EU credit institutions or electronic money institutions may offer them publicly or seek their admission to trading.

What is an electronic money token under MiCA?
MiCA Article 3(1)(7) defines an electronic money token as “a type of crypto-asset that purports to maintain a stable value by referencing the value of one official currency.” The definition has two elements that do most of the legal work:
- The token refers to one official currency, such as the euro.
- It purports to maintain a stable value against that currency.
A token that meets this test is an EMT regardless of whether its issuer or a trading platform casually calls it a stablecoin, digital cash, payment token or another marketing name. Conversely, a token can be promoted as a euro stablecoin without qualifying as an EMT if its legal design, reference assets or issuer status do not satisfy MiCA.

MiCA’s category describes the token’s legal and economic design, not simply whether its market price usually stays near €1. A secondary-market price can move away from the intended reference. Classification depends on what the token purports to reference and the rights attached to it.
What rights does an EMT holder have?
Full-face-value redemption
The European Supervisory Authorities’ consumer factsheet says that an EMT holder has the right to get their money back from the issuer at full face value, in the currency to which the token refers. If an EMT is denominated as one euro per token, that means the legal claim is designed around one euro per token, subject to the issuer’s published redemption process and applicable law.
This is different from merely hoping that a token can be sold for approximately €1 on an exchange. A market sale depends on buyers, liquidity and the platform’s operation. Redemption is a claim against the issuer. Before acquiring an EMT, read the white paper and the issuer’s terms for the request procedure, eligible customers, fees if any, operational cut-offs and other conditions. The factsheet establishes the full-face-value right; it does not turn every exchange quote into a guaranteed price.

MiCA’s EMT explanation states that EMTs do not grant interest to holders. Holding an EMT therefore does not create a MiCA interest entitlement simply because the token is backed by money or used in a payment system. Any separate service involving rewards, lending or investment would need to be assessed under its own legal and contractual framework rather than assumed to be part of the EMT.

Who may issue or offer an EMT in the European Union?
Only a credit institution or an electronic money institution can offer an EMT to the public or seek its admission to trading in the EU. The issuer must be authorised in the EU for the relevant activity. A technology company, exchange, payment app or unlicensed project cannot make itself an eligible EMT issuer merely by publishing a white paper or promising that its token tracks the euro.
ESMA’s Q&A of 17 January 2025 explains that MiCA Titles III and IV have applied since 30 June 2024. It also states that a public offer or admission to trading requires an EU-authorised issuer under Article 48(1). That timing matters when assessing older tokens, transitional claims or webpages that still describe a product under pre-MiCA arrangements.
Issuer authorisation is not the same as a token listing
A token appearing on a platform does not prove that the issuer is authorised. ESMA’s Q&A notes that platforms and other crypto-asset service providers may themselves be treated as offering an unauthorised EMT when they list or promote it. In other words, compliance is relevant to the issuer and to the way a platform makes the token available, not only to the code that creates it.

Is every euro stablecoin an EMT?
No. Euro stablecoin is a market phrase, not a standalone MiCA category. It usually suggests a crypto-asset intended to stay close to the euro, but the label does not establish:

- that the token references only one official currency;
- that the issuer is a licensed credit institution or electronic money institution;
- that the issuer is authorised to offer the token publicly or seek admission to trading in the EU;
- that holders can redeem at full face value; or
- that the token is prohibited from paying yield under the applicable rules.
A euro-referenced token that satisfies MiCA’s single-currency test and is issued and offered through the required authorisation framework will generally be treated as an EMT. A product using the same marketing label may instead have a different legal structure, reference additional assets or rights, or lack the authorisation needed for an EU public offer.
EMT versus “euro stablecoin” at a glance
| Issue | MiCA EMT | “Euro stablecoin” as market wording |
|---|---|---|
| Legal status | Defined MiCA category when the single-official-currency test is met | Informal umbrella term; may cover different legal structures |
| Reference | One official currency | Usually the euro, but the phrase does not establish the legal test |
| Holder claim | Full-face-value redemption from the issuer in the referenced currency | Depends on the instrument and issuer; the label alone proves no redemption right |
| Who may offer it publicly or seek admission | EU-authorised credit institutions or electronic money institutions | Depends on the applicable law and the product’s facts |
| Interest | EMTs do not grant interest to holders under MiCA’s EMT explanation | Depends on product design and applicable rules |
How an EMT differs from an asset-referenced token
An asset-referenced token (ART) is a separate MiCA category. It is not an EMT and can reference another value or right, including one or more official currencies, commodities, crypto-assets or combinations of those references.
The redemption framework is a key dividing line. The ESA consumer factsheet describes ART redemption at the market value of the referenced assets. An EMT, by contrast, carries the full-face-value redemption right in its single referenced currency. A token that refers to a basket of currencies, a currency plus commodities, or another mixture therefore cannot be classified as an EMT merely because the euro is part of the basket.

The categories are about the legal reference and holder rights, not about whether one token appears more stable on a chart. A product may be marketed as a stablecoin in either case, but the MiCA obligations and redemption analysis differ.

How to check whether a claimed euro stablecoin is an EMT
Use the following sequence before treating a token as a MiCA-compliant euro stablecoin.
- Read the white paper. Find the formal description of the crypto-asset, its reference value and the rights attached to each unit. Look for a statement that the token purports to maintain a stable value by referencing one official currency. If the reference includes a basket, commodities, crypto-assets or other rights, investigate the ART boundary instead.
- Identify the legal issuer. Record the entity named as issuer, not only the brand, platform or software developer. Check whether it is a credit institution or electronic money institution authorised in the EU.
- Check the offer or listing basis. Confirm that the issuer is authorised for the EU public offer or admission to trading required by MiCA Article 48(1). A platform’s decision to list a token is not proof that this requirement has been met.
- Read the redemption terms. Look for the issuer’s promise to repay at full face value in the referenced currency, and understand how a holder submits a request. Distinguish an issuer redemption claim from an exchange price that merely trades near €1.
- Check the interest language. An EMT does not grant interest to holders under MiCA’s EMT explanation. If the product promises yield, determine whether that promise belongs to a separate service or indicates a different product structure.
- Check dates and jurisdiction. Titles III and IV have applied since 30 June 2024, and ESMA’s 17 January 2025 Q&A addresses the authorisation requirement. Do not rely on an undated webpage or a description written for a non-EU market.
- Check who is promoting it. ESMA says a platform or other service provider can itself be treated as offering or seeking admission for an unauthorised EMT when it lists or promotes the token. Treat aggressive promotion without clear issuer and authorisation information as a warning sign.
Common mistakes when evaluating euro stablecoins
Equating a €1 price with legal compliance
A token can trade close to €1 without giving holders the MiCA redemption right. Price behaviour is evidence about the market, not proof of the issuer’s legal status or the token’s classification.
Assuming “stablecoin” is a regulated label
The ESA factsheet uses stablecoin as a broad description for a crypto-asset that purports to maintain a stable value by reference to one asset or several assets. It also warns that stablecoins may not remain stable in stressed conditions. The word therefore describes an intended stability mechanism, not a universal guarantee or a single legal category.
Ignoring the reference basket
A token that references several assets can fall outside the EMT definition even when one of those assets is the euro. Read the reference methodology rather than relying on the ticker, logo or headline.
Best Value
Treating a platform as the issuer
The exchange or wallet interface may distribute or promote a token while a different legal entity issues it. The issuer’s identity and authorisation must be checked separately from the service through which a user buys or stores the token.
Assuming older availability continues unchanged
MiCA’s application dates and the issuer-authorisation requirement mean that a token’s historical availability in Europe does not establish its current permission to be offered or admitted to trading. Use current issuer documentation and the applicable EU status.
Why the distinction matters to users and businesses
For a user, the EMT classification tells you where to look for the core protection: the issuer’s identity, authorisation and full-face-value redemption terms. It does not eliminate operational, counterparty or market risks, and it does not promise that every purchase or transfer will execute at exactly the reference value.
For a fintech, marketplace or trading platform, classification affects whether listing or promotion can amount to offering or seeking admission of an unauthorised EMT. A compliance review should therefore cover the token’s reference assets, the issuer’s licence, the intended EU audience, the offer or listing method and the wording used in marketing.
For an issuer, calling a token a euro stablecoin does not avoid MiCA. If the instrument is an EMT, public distribution or admission to trading in the EU requires the authorised-issuer framework described above. If it references multiple assets or rights, the issuer must assess whether the ART rules apply instead.
The shortest reliable answer
A MiCA-compliant euro stablecoin is generally an EMT when it purports to maintain a stable value by referencing only the euro, is issued by an EU-authorised credit institution or electronic money institution, and is offered or admitted under MiCA’s requirements. “Euro stablecoin” by itself is only a descriptive market term. To know what you hold, verify the reference asset, issuer authorisation, public-offer or listing basis, and the stated full-face-value redemption right.
