For deliveries, it can raise an invoice even when the quoted shipping rate and package details have not changed. For air travel, any mandatory carrier-imposed surcharge must be included in the advertised all-in airfare in the United States, although an airline may instead build fuel costs into its base fare.
What a fuel surcharge covers
Fuel is a major operating expense for transportation companies. Rather than changing every base rate whenever diesel or jet-fuel prices move, a carrier can keep a published transportation rate and add a variable fuel component. The U.S. Energy Information Administration (EIA) describes fuel surcharges as charges used by shipping, delivery and freight companies to cover the cost of diesel fuel. EIA also notes that every company has its own calculation method.

That last point is essential: there is no single legally universal formula. The carrier’s tariff, rate guide, surcharge table and customer agreement determine the index, adjustment schedule, charge base and effective date. Two shipments with the same weight and destination can therefore have different fuel-surcharge amounts if they move on different dates, use different services or fall under different contracts.
How delivery fuel surcharges are calculated
A common structure is:
fuel surcharge = eligible transportation charges × published surcharge percentage

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
This is an illustration, not a universal rule. A carrier may use a percentage, a per-pound amount or another schedule. “Eligible transportation charges” might mean the line-haul charge only, or it may include specified accessorial charges. The rules can also use billable weight rather than the package’s actual weight.
Illustrative percentage calculation
Suppose a contract says the fuel surcharge is 12% of $100 in eligible transportation charges. The surcharge would be $12 and the transportation total before taxes or other fees would be $112. If the eligible base were $130 because the contract included a qualifying accessorial charge, the same 12% would produce $15.60. Those figures demonstrate the arithmetic only; your carrier’s table controls the real result.
Variables that change the amount
- Fuel index: Ground services commonly follow a diesel benchmark, while air services commonly follow a jet-fuel benchmark.
- Publication cadence: A table can change weekly or monthly.
- Index lag: The fuel-price observation period may precede the shipment or invoice period.
- Service: Ground, domestic air, international air and international ground can have separate schedules.
- Geography: Domestic and international lanes may use different rules.
- Charge base: The percentage may apply to base transportation, billable weight or named additional services.
- Effective date: Some carriers apply the rate posted for the shipment date, not the rate visible when you receive the invoice.
How major delivery carriers publish their rules
The following examples show why a single “standard” surcharge percentage does not exist.
| Carrier | Services and index | Update and effective-date rule | What to verify |
|---|---|---|---|
| UPS | U.S. ground uses the National U.S. Average On-Highway Diesel Fuel Price released by EIA. Domestic-air schedules reference the U.S. Gulf Coast price for kerosene-type jet fuel. Separate categories are published for ground, air, international air and international ground. | The U.S. surcharge is adjusted weekly. UPS states that the percentage posted for the shipment date controls. | Use the category matching the service and the table effective for the shipment date. |
| FedEx | Ground, Home Delivery, International Ground and pickup services use the weekly national U.S. on-highway diesel price. Other package and express-freight services use the U.S. Gulf Coast spot price for kerosene-type jet fuel. | U.S. fuel surcharges are subject to weekly adjustment. The customer agreement is the final authority. | Check whether your service is in the diesel group or jet-fuel group and read the agreement for the charge base. |
| DHL Express | A published fuel-surcharge schedule applies to its express services. | The fuel-price observation period can precede the month in which the surcharge applies, creating a lag between the market price and the invoice rate. | Identify the observation period and the month in which that percentage becomes effective. |
These published approaches also explain why checking the pump price on the day you ship may not predict the line on your invoice. The carrier can be using a weekly or monthly benchmark from an earlier observation period.

How to check a delivery invoice
Use this sequence whenever a shipping bill is higher than expected:
- Identify the service and date. Record whether the shipment was ground, domestic air, international air or another service, plus the actual shipment date.
- Open the applicable surcharge table. Use the carrier’s current rate guide or the archived table that covers the shipment date when historical tables are available.
- Find the index. Confirm whether the schedule uses diesel, kerosene-type jet fuel or another published benchmark.
- Check the lag. Note the fuel-price observation period and the date on which the resulting percentage became effective.
- Determine the charge base. Read whether the calculation uses base transportation charges, billable weight or named accessorial services.
- Match the weight and service details. Reconcile dimensional or billable weight, residential or pickup charges and any international or lane-specific rule.
- Recalculate. Apply the published rate to the eligible base. If the carrier says the shipment-date percentage controls, use that percentage even if a later table displays a different one.
- Escalate with documentation. If the arithmetic still does not match, cite the table version, shipment date, tracking or invoice reference and your contract or rate guide when contacting the carrier.
Why a delivery bill can rise while the package price stays the same
The base transportation rate and fuel surcharge are separate moving parts. A carrier can leave the base rate unchanged while increasing the surcharge percentage after its benchmark rises. The reverse can also happen when fuel costs fall. The invoice total is additionally affected by changes in billable weight, service level, destination, accessorial eligibility or the contract’s definition of the charge base.
A lagged schedule can make the timing look counterintuitive. If a carrier observes fuel prices during one period and applies the resulting rate in a later week or month, an invoice can rise after pump prices have already started to decline, or remain high immediately after a market increase has begun to ease.

It can, but airlines do not all display fuel costs in the same way. One carrier may show a named fuel surcharge as a fare component; another may incorporate expected fuel costs into the overall fare without a separate line labeled “fuel.” The practical issue for a passenger is the total price and the fare rules, not whether the word appears as a separate item.

U.S. advertising and ticketing requirements
For air travel sold in the United States, the Department of Transportation (DOT) requires airlines and ticket agents to display the full airfare, including applicable government taxes and fees and mandatory carrier-imposed surcharges, in advertising and on the e-ticket confirmation. The total price must be more prominent than the fee breakdown.
Consequently, a mandatory fuel surcharge should not be added unexpectedly after a consumer has seen the advertised airfare. Optional services, such as baggage or seat selections where applicable, are a different category and may be presented separately under the fare rules.
How fuel appears in airline pricing
- Separate fare component: The ticket construction names a carrier-imposed surcharge alongside the base fare and taxes.
- Embedded cost: The airline sets a single fare that already reflects its fuel expectations, so no distinct fuel line appears.
- Mixed presentation: A booking may show several carrier-imposed charges while the airline’s broader fuel exposure is also reflected in the base fare.
The Bureau of Transportation Statistics defines the “total dollar value of ticket” as the passenger fare plus all taxes, fees and charges for the itinerary, which includes fuel surcharges when they are imposed.

Why jet fuel matters to airfare
The International Air Transport Association reported that jet fuel accounted for about 30% of airlines’ operating costs in an analysis covering trends through August 2024. That is a dated industry estimate, not a permanent percentage for every airline or route. Fuel is described as the largest and most volatile expense category in that analysis, which helps explain why airlines monitor it closely.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Airlines manage that volatility differently. Some pass a defined amount through as a surcharge, some adjust base fares, and some use a combination. A named surcharge therefore does not necessarily mean the airline is charging the entire change in its fuel bill; it is one pricing mechanism within the total fare.

Compare the underlying rules, not just the headline number. These are the decision points that reveal whether two offers are genuinely comparable:
| Comparison point | Questions to ask |
|---|---|
| Index | Does the offer track diesel, jet fuel or another benchmark? |
| Cadence and lag | Is the rate updated weekly or monthly, and which earlier observation period supplies the index? |
| Charge base | Is the surcharge applied to transportation only, billable weight or specified accessorial charges? |
| Service and geography | Are ground and air, domestic and international, or particular lanes governed by different tables? |
| Price transparency | For travel, is the displayed amount the all-in mandatory price, and is the surcharge itemized on the confirmation? |
| Contract control | Which effective-date table and customer agreement govern a dispute? |
Common mistakes and how to avoid them
Assuming one percentage applies everywhere
A rate seen on one service or date may not apply to another. Always match the table category to the shipment’s service, geography and effective date.

Using today’s fuel price
A published index and a lagged observation period can govern the charge. Today’s retail pump price is not necessarily the number used in the calculation.

Applying the percentage to the wrong base
Multiplying the surcharge by the invoice subtotal can overstate or understate the charge if the contract excludes taxes or certain accessorials, or includes only named items. Use the eligible-base definition in the rate guide.
Comparing airline base fares instead of total prices
For U.S. airfare, compare the prominently displayed total and the e-ticket confirmation. A lower base fare is not a lower offer if mandatory carrier charges make the final total higher.
Treating a named surcharge as a universal airline practice
Fuel can be itemized, embedded or presented through a combination of fare components. The absence of a line labeled “fuel” does not prove that fuel costs are absent from the fare.
Quick Recap
Key takeaways
- A fuel surcharge is a variable carrier charge intended to recover part of changing fuel costs.
- Delivery calculations depend on the carrier’s index, update schedule, lag, service, geography, billable weight and eligible charge base.
- Ground schedules commonly use diesel benchmarks; air schedules commonly use jet-fuel benchmarks.
- The effective table and customer agreement, rather than a generic online percentage, govern a delivery dispute.
- In U.S. air-travel advertising, mandatory carrier-imposed surcharges must be included in the displayed total price.
- Airlines may show a separate fuel component or incorporate fuel costs into the overall fare.
