A final investment decision (FID) is the formal capital gate at which a mining company commits to develop a project. Before FID, a deposit may have promising geology and a positive study but remains pre-FID: management has not yet authorized the full construction and development spend. Companies delay FID when feasibility evidence, permits, community agreements, infrastructure, financing, commercial contracts or execution plans are not sufficiently reliable for that commitment.
What FID means in mining
FID is a board- or investment-committee decision to move a mining project from evaluation into committed development. It normally authorizes major capital spending on mine construction, processing facilities, infrastructure and related work. The decision can be made by a single owner, a joint-venture group or a project-finance consortium, depending on the ownership and funding structure.

FID is not the same as discovering an orebody, publishing a resource, completing a prefeasibility study or receiving an exploration permit. Those milestones provide evidence or permission to continue; FID is the point at which the sponsor accepts the remaining risk and commits capital on the basis of an approved development plan.
U.S. mining-disclosure rules describe a feasibility study as a comprehensive technical and economic assessment whose results may support a final decision to proceed with, or finance, development. The regulation expects mining, infrastructure and processing designs to be developed with enough rigor to support investment or project financing. In other words, FID rests on an investment case, not simply on an attractive geological estimate.

What normally has to be ready before FID
There is no single worldwide FID checklist. The required evidence varies with the commodity, jurisdiction, project size, ownership structure and financing method. The appraisal sequence described by Natural Resources Canada shows the main workstreams that ordinarily converge before a decision.
Geology, resources and reserves
The sponsor must understand the deposit’s geology, grade distribution and mineable inventory well enough to design a practical mine plan. Resource estimates are progressively refined; the decision case generally relies on the portion that can be supported as economically mineable under stated assumptions. Uncertainty in geology or reserve conversion can change mine life, production rates and revenue.
Mine and processing design
Engineers select an extraction method, production schedule, equipment fleet and processing route. Metallurgical test work establishes how the ore responds to crushing, grinding, concentration, leaching or other treatment. Expected recovery, throughput, product quality and handling requirements feed directly into revenue and operating-cost estimates.
Capital, operating costs and schedule
The feasibility package estimates initial capital, sustaining capital and operating costs, together with a construction and commissioning schedule. It should identify the major facilities, quantities, procurement packages, contingencies and escalation assumptions. A schedule that omits long-lead equipment, seasonal construction limits or commissioning time can make an apparently attractive project look better than it is.
Economic and financial analysis
Management tests whether expected cash flow justifies the risk and cost of capital. The analysis normally incorporates production, prices, royalties, taxes, inflation, foreign-exchange assumptions, energy costs, closure obligations and financing terms. Sensitivity cases show how the project responds to lower commodity prices, higher capital costs, weaker recoveries or schedule slippage. The SEC feasibility framework requires detailed financial analysis and market-related assumptions.

Environmental baseline and approvals
Environmental baseline studies establish existing conditions for water, air, biodiversity, land and communities. Impact assessments then examine construction, operations, waste management, closure and post-closure liabilities. Government permits may be needed for land access, water use, tailings, emissions, construction and operations. A company may defer FID until key approvals are secured or the remaining approval path is sufficiently predictable.

Consultation, agreements and grievance processes can be as important as engineering. Communities may raise concerns about land access, water, jobs, cultural heritage, traffic, resettlement or cumulative impacts. The Commonwealth Secretariat’s 2026 guidance identifies community concerns as a recurring feasibility risk. Unresolved issues can lead to redesign, legal challenge, work stoppage or financing resistance.
Infrastructure and logistics
Mines often depend on infrastructure outside the pit or plant: roads, rail, ports, power generation and transmission, water supply, communications, camps and sometimes third-party processing. The feasibility case must establish who will build, own, operate and pay for each link. Infrastructure gaps are a recurring source of difficulty identified in Commonwealth guidance, particularly when costs or delivery dates are understated.
Funding and commercial arrangements
A technically feasible project still needs money and a route to market. The sponsor may arrange equity, debt, streaming or royalty finance, government support or a joint-venture contribution. Lenders typically require an independently credible technical model, permits, contracts and downside analysis. Buyers may require an offtake agreement specifying volume, quality, pricing and delivery terms. If financing or customer commitments remain uncertain, management can keep the project pre-FID.
Execution capability
Near FID, the owner should know how engineering, procurement and construction will be delivered, which contracts are ready to award, how the workforce will be recruited and how commissioning will be managed. A strong study with no credible delivery organization leaves execution risk unresolved.
Why a mining company may delay FID
1. The study is not yet reliable enough
Mine design, metallurgy, recovery, reserves, capital cost, operating cost or schedule may need additional drilling, test work or engineering. If a major assumption is changing, approving construction can lock the company into an avoidable design or create a later cost overrun. Management may commission a new study, update the model or run further pilot testing instead.

2. Permits or environmental work are incomplete
Environmental baseline programs can require multiple seasons, and impact assessments often generate design changes or additional mitigation. Land, water and operating approvals may be sequential, conditional or subject to appeals. A company can spend on early engineering while waiting for a permit, but it may postpone the irreversible capital commitment until the regulatory path is clearer.
3. Community concerns remain unresolved
Consultation may identify impacts that were not adequately addressed in the original plan. Negotiating access, benefit-sharing, cultural-heritage protection or relocation arrangements can take time. Proceeding without durable agreements can expose the project to protests, litigation, delays and reputational damage, so a delayed FID may reflect risk management rather than a failed resource.
4. Infrastructure is unavailable or under-costed
A remote project can depend on a power line, transmission upgrade, road, rail spur, port slot, water pipeline or processing hub that is not yet financed or permitted. If the third party cannot deliver on schedule, the mine’s own construction plan is not executable. Revising the route, sizing an on-site facility or negotiating shared infrastructure can push the decision date.
5. Financing is not closed
Debt providers may require more engineering, reserve confidence, insurance, contracts or environmental protections. Equity investors may demand a higher return when commodity prices are volatile or capital markets are weak. The sponsor can delay FID while it changes the funding mix, secures guarantees or waits for terms that do not overburden the project with interest or dilution.
6. Market assumptions or offtake are weak
Revenue depends on product quality, payable terms, treatment and refining charges, transportation and the commodity-price outlook. If prices fall, inflation rises or exchange rates move against the project, the investment case may no longer clear the company’s return threshold. A customer may also require a different specification or delivery schedule. Management may renegotiate offtake, revise the processing route or wait for stronger commercial support.
7. Cost and schedule risk has increased
Unrealistic cost assumptions and infrastructure gaps are specifically identified by the Commonwealth Secretariat as recurring feasibility-study problems. Inflation in steel, fuel, labor or power can invalidate an earlier estimate. A company may re-baseline the budget, add contingency, re-sequence construction or seek fixed-price contracts before approving FID.

8. The company is preserving portfolio flexibility
FID consumes capital and management capacity for years. Even when a project is technically viable, a company may prioritize another mine, repay debt, protect its balance sheet or wait for a clearer market window. This is a general corporate-finance inference, not a universal rule: the public explanation for a delay may not reveal the portfolio decision process.
What “pre-FID” tells you—and what it does not
Pre-FID means the final development commitment has not been made. It does not automatically mean the project is uneconomic, cancelled or short of a resource. It can describe a project awaiting one permit, an updated feasibility study, financing, a partner, an offtake contract or a board meeting.
Conversely, a project being described as “near FID” is not a guarantee that construction will start on a particular date. A board can reject the recommendation, defer it, approve only part of the scope or attach conditions. Commodity prices, permitting outcomes and engineering findings can change between a public target date and the actual decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess whether a project is genuinely approaching FID
Use the following questions rather than relying on a single press-release milestone:
- Study maturity: Are geology, mine plan, metallurgy, recovery, capital cost, operating cost and schedule supported by a completed feasibility-level assessment?
- Permitting: Which environmental, land, water, construction and operating approvals are granted, and which remain subject to conditions or appeal?
- Environmental liabilities: Are waste, tailings, closure and post-closure obligations quantified and funded in the model?
- Community readiness: Have material concerns been resolved through documented agreements, or are consultations still identifying fundamental changes?
- Infrastructure: Are power, water, transport and processing arrangements contracted, financed and scheduled?
- Funding: Is the capital structure committed, or is the company still seeking debt, equity or a partner?
- Commercial support: Are offtake terms, product specifications and market assumptions sufficiently firm for the revenue model?
- Execution: Are engineering packages, procurement plans, major contracts and workforce arrangements ready for construction?
- Downside resilience: What happens to returns if prices fall, costs rise, energy becomes more expensive, recovery declines or the schedule slips?
The more answers that remain conditional, the less meaningful a near-term FID target becomes. A project with a finished study but no power solution, for example, is not execution-ready merely because its economics look positive on paper.

How to compare an FID-ready project with a delayed project
Compare projects across the same risk dimensions and record the evidence behind each conclusion:
Best Value
- Technical confidence: Compare the quality and maturity of geological, metallurgical and engineering information.
- Economic robustness: Examine assumptions, sensitivities and the effect of inflation, exchange rates, energy costs and commodity prices.
- Regulatory status: Map approvals obtained, conditions outstanding and the likelihood of further redesign.
- Social position: Identify unresolved community concerns, negotiated agreements and potential interruption risks.
- Infrastructure dependency: Check whether each external road, rail, port, power, water or processing link has an accountable owner, budget and date.
- Financial and commercial support: Distinguish an indicative funding plan from signed commitments and distinguish market assumptions from contracted offtake.
- Delivery readiness: Review procurement, contracting, workforce and commissioning plans, not only the mine schedule.
This framework explains why two projects with similar ore grades can have very different FID prospects: one may have permits, infrastructure and funding aligned, while the other still carries several independent failure points.
How long can FID delays last?
There is no universally comparable mining-wide statistic for FID delays. Duration depends on the missing work: a short financing adjustment is different from a multi-season environmental baseline, a redesigned processing plant or a new infrastructure corridor. Public target dates should therefore be treated as plans, not guarantees, unless the company identifies the decision conditions and reports that they have been satisfied.
When evaluating a delay, look for a dated explanation of the specific gate that remains open, the work required to close it and the next decision milestone. A clear explanation of additional drilling or a permit submission is more informative than a generic statement that FID is being “optimized.”

FID is a risk-acceptance decision, not a race. Spending more on studies, permitting, test work or contract preparation can reduce the chance of committing billions to a flawed design. Delay can also protect workers and communities from rushed construction and protect investors from avoidable cost overruns. The trade-off is that delay consumes time, study and holding costs, may defer revenue and can cause permits, supplier quotes or offtake terms to expire. Management must weigh the cost of waiting against the cost of proceeding with unresolved uncertainty.
Key takeaway
In mining, FID is the formal authorization to commit development capital after technical, economic, environmental, social, regulatory, infrastructure, financing and execution questions have been tested. A project remains pre-FID when one or more of those conditions is not yet dependable enough for the owner, lenders or partners. The most useful way to interpret a delay is to identify the unresolved gate—not to assume that every delay means failure or that every “near-FID” announcement means construction is certain.
