A decision model may be a reusable software policy, model-directed orchestration, a deterministic rule set or a formal decision-analysis procedure. It is not automatically a second LLM, and not every agent needs a separately implemented policy.
What “decision model” means in an AI agent
“Decision model” is not a single standardized component found in every agent. The phrase can describe three related but different things:
As an Amazon Associate I earn from qualifying purchases.
- An action-selection policy: a reusable layer that chooses one executable action from a defined set, such as a search method, retrieval depth, specialist skill or escalation path.
- An orchestration process: the control logic that lets a model decide which tool to call, in what order, and whether another step is needed.
- A formal decision method: a procedure for weighting criteria, aggregating scores and ranking alternatives, sometimes with explicit human approval.
The meaning matters because these designs offer different levels of repeatability, auditability and mathematical control. Microsoft’s agent-learning documentation uses a concrete example called TaskPolicy: a separate, inspectable layer that records an action set, evidence, probabilities and history while the foundation model handles language and reasoning. That is one implementation pattern, not a universal rule for all AI systems.

LLM, agent and decision layer: the boundary that matters
| Element | What it does | Typical outputs or responsibilities |
|---|---|---|
| LLM | Processes language and other model inputs, interprets instructions, generates text and may reason about alternatives. | Extracted intent, explanations, plans, tool-call proposals, summaries or natural-language judgments. |
| Decision model or policy | Selects, evaluates or ranks available actions and alternatives. | A chosen tool, workflow, model, retrieval depth, escalation route, score or ranked option. |
| AI agent | Uses a model and control logic to pursue a goal through one or more steps. | Tool calls, state updates, intermediate checks and a completed action or response. |
| Runtime and tools | Executes the selected action and connects the system to outside capabilities and data. | API requests, database queries, file operations, messages, approvals and logs. |
Google Cloud describes an agentic application as an architecture that can include an AI model, tool integrations, memory or other state, design patterns and an execution runtime. The model may propose or explain a choice, but the surrounding application determines what can actually run, what state is retained and how success is checked.

A useful mental model is: the LLM interprets and reasons; the decision layer selects or evaluates; the agent connects that choice to tools, state and execution. Real systems can combine these roles. For example, an LLM may both propose a tool and apply a lightweight policy, while deterministic code enforces permissions and validates the result.
How an explicit decision policy works
1. Define executable alternatives
A policy starts with actions that the system can actually perform. “Answer the user well” is too vague. “Search the internal index,” “query the billing API,” “invoke the specialist classifier” and “ask for human approval” are explicit alternatives with different interfaces and costs.
2. Supply evidence and context
The decision layer receives the facts needed to choose: the user’s request, available tools, prior state, constraints, confidence signals, latency budget and relevant history. In Microsoft’s TaskPolicy pattern, the policy is inspectable because its action set, evidence, probabilities and history are recorded rather than hidden inside an opaque conversation.
3. Select an action
The selection can be deterministic rules, a score, a model-generated proposal checked by code, or a combination. A policy might choose a shallow retrieval pass for a simple request, a deeper search for an ambiguous one, or escalation when confidence and safety requirements are not met.

4. Execute and observe
The agent runtime carries out the action. A recommendation alone is not evidence that the decision was useful. The system needs an observable result: successful task completion, a validated answer, user acceptance or rejection, a correction, a latency measurement, or another independent outcome.
5. Record the outcome for evaluation
Logging the selected action, inputs, rationale or evidence, execution result and later outcome makes the policy testable. It also lets a team compare alternatives over time without treating a fluent explanation as proof that the choice was correct.
When a reusable decision model is worth building
Microsoft’s guidance identifies four conditions for considering a reusable TaskPolicy. They are a practical screening test for any explicit decision layer:
- At least two executable alternatives exist. If there is only one valid action, a policy adds little.
- The alternatives are stable enough to reuse. The same kind of choice must recur across requests; otherwise a one-off instruction may be simpler.
- The choice can affect an important outcome. Relevant effects include quality, correctness, latency, cost, safety or completion.
- An observable outcome can assess the choice. You need evidence after execution, not merely the model’s stated preference.
Examples that fit this test include selecting a search strategy, choosing among models or specialist skills, setting retrieval depth, choosing a tool workflow and deciding whether to escalate to a person. An ordinary factual answer, summary, report or chat log is not, by itself, a reusable decision policy; it becomes policy material only when it represents a repeatable choice among executable options with measurable consequences.

Three common designs compared
| Design | Best fit | Strengths | Trade-offs |
|---|---|---|---|
| Plain LLM call | A single-step, predictable task that can be completed in one model call. | Low architectural complexity, fewer moving parts and usually lower orchestration overhead. | Limited tool use, state management and explicit control over recurring choices. |
| Agent workflow | Open-ended or multi-step work requiring tools, state, checks or conditional continuation. | Can plan, call tools, observe results and adapt toward a goal. | More latency, inference calls, failure modes and operational complexity. |
| Agent with an explicit policy | Recurring choices among stable executable alternatives where outcomes can be measured. | Inspectable choices, reusable control logic and clearer evaluation of cost, safety or quality. | Requires policy design, action schemas, outcome instrumentation and maintenance as options change. |
| Formal decision method inside an agent | Multi-criteria decisions needing reproducible weighting, aggregation, ranking or approval. | Separates subjective interpretation from deterministic calculations and creates a traceable procedure. | Needs well-defined criteria, weights, data quality and governance; it can be excessive for simple tasks. |
Google Cloud advises considering a simpler, non-agentic solution when work is predictable, highly structured or achievable in a single model call. The decision should account for task shape, latency, inference cost and the amount of human involvement required—not the appeal of adding an autonomous loop.
How formal decision methods fit with language models
Some agent systems need more than a tool-choice policy. In a multi-criteria decision, alternatives may be judged on cost, risk, delivery time, compliance and quality, with different weights and stakeholders. A language model is useful for interpreting documents, extracting criteria, explaining trade-offs and converting unstructured judgments into a proposed input format. Deterministic software is better suited to arithmetic, normalization, weighting, aggregation and ranking when reproducibility matters.
A conceptual architecture published by Rui Ferreira, Marco Araújo, Anabela Tereso and coauthors in Group Decision and Negotiation on 4 June 2026 combines generative interpretation, formal multi-criteria decision-making procedures and human oversight. Its design places people at judgment-sensitive stages, such as approving criteria or weights, while formal methods perform calculations consistently.

A practical design workflow
- Write the decision in one sentence. For example: “Choose the retrieval workflow that meets the answer-quality target within the latency budget.”
- Enumerate only executable options. Give each option a name, required inputs, permissions, expected output and failure condition.
- Define the outcome before choosing a method. Decide how success will be observed: validated task completion, user acceptance, correction rate, cost, response time or a safety review.
- Separate interpretation from enforcement. Let the LLM interpret ambiguous language, but enforce permissions, schemas, thresholds and irreversible actions in deterministic code.
- Choose the lightest control that works. Use a rule or direct call for stable, simple cases; add model-directed orchestration when the path is genuinely conditional; add a formal decision procedure when calculations and rankings must be reproducible.
- Add approval gates where consequences warrant them. Require human confirmation for high-impact, irreversible or judgment-sensitive actions.
- Log the decision path. Retain the alternatives considered, evidence used, selected action, execution result and later outcome, subject to privacy and retention requirements.
- Evaluate choices, not just prose. Compare whether one action improves the predefined outcome under comparable conditions. A persuasive explanation is not a performance metric.
What a policy record should contain
A minimal inspectable record can include:
- the decision name and version;
- the request, relevant state and constraints supplied to the selector;
- the complete allowed action set;
- evidence or features used for the choice;
- the selected action and, when applicable, probabilities or scores;
- tool-call parameters and permission checks;
- execution result, errors and fallback path;
- independent outcome signals such as acceptance, correction, completion or measured latency;
- human approvals, overrides and timestamps.
Do not log secrets or unnecessary personal data merely because the policy is inspectable. Auditability still requires access controls, retention limits and redaction.
Common mistakes and how to correct them
Calling every prompt a decision model
A prompt that asks for a recommendation is not automatically a policy. Define alternatives, execution and outcome measurement before giving it that label.
Assuming every agent needs a separate policy
Some tasks have one obvious action or are best handled by a single model call. A separate policy is justified when the four reuse conditions are present and the resulting control is worth its operational cost.
Letting the LLM perform unchecked arithmetic or authorization
Use formal code for calculations, thresholds, identity checks, permissions and irreversible operations. The model can explain or propose; deterministic components should enforce.
Best Value
Treating a model’s confidence as outcome evidence
Confidence is an input signal, not proof that a selected action worked. Assess the result after execution through validation, user response or another independent measure.
Adding orchestration to predictable work
Extra planning steps can increase latency, inference cost and failure opportunities. Compare an agent workflow with a direct call against the actual task requirements.
Presenting a conceptual architecture as a proven product result
Reference designs can clarify boundaries without demonstrating production performance. State whether a proposal has been empirically evaluated before making reliability or accuracy claims.

- Is there more than one action the system can execute?
- Will the same choice recur often enough to justify a reusable policy?
- Can the choice change quality, correctness, latency, cost, safety or completion?
- What independent result will show whether it helped?
- Could a direct model call or deterministic program complete the task more simply?
- Which parts require language interpretation, and which require deterministic enforcement?
- What state, tools, approvals and audit records are necessary?

Sources and scope
The terminology and policy criteria above follow Microsoft’s “Agentic decision making with measurable feedback” documentation dated 10 August 2026. The system-boundary and architecture guidance follows Google Cloud documentation last reviewed 28 May 2026, including its advice to consider non-agentic designs for predictable, structured, single-call work. The formal multi-criteria example is based on the paper by Rui Ferreira, Marco Araújo, Anabela Tereso and coauthors, published in Group Decision and Negotiation on 4 June 2026. Vendor documentation is product-specific guidance, and the academic architecture is conceptual; neither establishes a universal implementation requirement.
