A ceasefire is an agreed halt or suspension of fighting. An armistice also suspends military operations, while a peace agreement addresses the political settlement more directly. These terms can overlap: the agreement’s actual provisions—not its label alone—show what the parties have agreed to do.
What does “ceasefire” mean?
There is no single universally accepted definition of a ceasefire. The United Nations Department of Political and Peacebuilding Affairs says parties define what a ceasefire means in their particular context. In plain language, it is an agreed suspension of fighting.

A ceasefire agreement may specify its purpose, how it relates to a political process, when it begins, how long it lasts or when it will be reviewed, and what security or monitoring arrangements apply. The detail differs from one agreement to another. The UN’s 2022 ceasefire guidance cautions against treating the term as a fixed formula.
Ceasefire vs. armistice vs. peace agreement
| Term | What it generally describes | What it does not establish by itself |
|---|---|---|
| Ceasefire | An agreed suspension of fighting, with terms set for the particular situation. | That the conflict’s political causes have been resolved or that a permanent peace exists. |
| Armistice | An agreement to halt military operations; it may be a formal or provisional arrangement. | A universal legal status or a completed political settlement. |
| Peace agreement | An agreement addressing political arrangements intended to resolve the conflict. | That a ceasefire or other halt to fighting could not have occurred earlier. |
These are useful distinctions, not a universal legal hierarchy. The UN guidance includes “armistice” among overlapping terms used for halts to military operations. The UN Treaty Collection also notes that treaty terminology is not uniform across states, regions and instruments. The text, parties, circumstances and applicable law matter more than the name attached to an arrangement.

How an armistice can serve as a step toward peace
The Israel-Syria General Armistice Agreement, signed on 20 July 1949, described itself as a provisional measure intended to facilitate a transition from truce to permanent peace. That is what this particular agreement said; it is not a definition of every armistice. The agreement’s text is available in the UN archive.
Why a peace agreement may come later
A ceasefire or armistice does not have to wait for a peace agreement. The International Law Commission notes that a ceasefire, armistice or de facto peace may occur at the end of armed conflict, with a formal peace agreement following years later. A halt to hostilities and a political settlement are therefore distinct developments, even when related.

How is a humanitarian pause different from a ceasefire?
A humanitarian pause is typically a temporary cessation of hostilities for a humanitarian purpose, limited to a defined time and geographic area. A ceasefire is typically longer-term, often broader in scope and intended to enable dialogue or a lasting political settlement. These are typical patterns, not rigid definitions that override the terms of a specific arrangement.

The UN in Ukraine’s glossary of humanitarian terms on pauses during conflict, published on 14 March 2022, sets out this distinction. To understand a particular pause or ceasefire, check its stated purpose, duration and coverage.

When two arrangements have different labels—or the same label—compare their provisions. The UN ceasefire guidance highlights the kinds of details that can determine what an agreement does in practice:
- Purpose: Is the arrangement meant to enable humanitarian access, reduce violence temporarily, create space for talks or support a broader political settlement?
- Scope: Which parties, forces, territory, activities or weapons does it cover?
- Timing: When does it start? Does it have an end date, renewal process or review date?
- Implementation: Are there monitoring or verification arrangements, security provisions or a process for addressing alleged violations?
- Political and legal effect: Does the text settle underlying issues, or leave them for later negotiations? A title alone cannot answer this.
The UN Charter provides related context, not a universal definition of these terms. Article 40 allows the Security Council to call for provisional measures without prejudice to the parties’ rights, claims or position; Article 33 lists peaceful methods for settling disputes. Neither provision makes every ceasefire or armistice legally identical.
